Issuing List of Products and Goods with Potential to Cause Safety Hazards under the Management Responsibility of the Ministry of Agriculture and Rural Development
within the scope assigned to manage by the Ministry of Health

THE MINISTER OF HEALTH
Pursuant to the Law on Product Quality and Commodities dated November 21, 2007;
Pursuant to Decree No. 188/2007/NĐ-CP dated December 27, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;
Pursuant to Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions of the Product Quality Law;
Pursuant to Decree No. 67/2009/NĐ-CP dated August 3, 2009 of the Government amending certain articles of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Technical Standards and Regulations and Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing the implementation of certain provisions of the Law on Product Quality;
At the proposal of the Director of the Department of Science and Training, Ministry of Health,
c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B

Article 1. Issuance of the list

Issued together with this Circular is the List of products, goods potentially causing safety risks within the scope assigned to manage by the Ministry of Health (hereinafter referred to as the List of products, goods Group 2), comprising six groups of products, goods:

1. Finished pharmaceutical products, vaccines, therapeutic biological products.

2. Raw materials for drugs, medicinal herbs, excipients, drug capsules, direct contact pharmaceutical packaging.

3. Medical devices.

4. Chemicals, insecticides, bactericides for household and medical use.

5. Toxic traditional Chinese medicine ingredients.

6. Traditional medical equipment.

Article 2. Quality Management of Products and Goods

The quality management of products and goods listed in the List of products, goods Group 2 as stipulated in this Circular shall be carried out in accordance with the corresponding national technical regulations issued by the Minister of Health and other relevant laws and regulations.

Article 3. Effectiveness

This Circular takes effect from March 1, 2012.

During the implementation, if there are any difficulties, agencies, organizations, and individuals shall promptly report to the Ministry of Health for review and appropriate amendments and supplements./.
