CIRCULAR
Regulations on uniforms, insignia, and badges for civil servants and employees of Civil Aviation Port Authorities

Pursuant to the Civil Aviation Law of Vietnam dated June 29, 2006;
Pursuant to Decree No. 51/2008/NĐ-CP dated April 22, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
The Minister of Transport shall stipulate regulations on uniforms, insignia, and badges for civil servants and employees of Civil Aviation Port Authorities as follows:
Chapter 1
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular prescribes regulations on uniforms, insignia, and badges for civil servants and employees of Civil Aviation Port Authorities.
Article 2. Applicability
This Circular applies to civil servants and employees of Civil Aviation Port Authorities, including:
1. Directors, Deputy Directors.
2. Heads of Departments, Chiefs of Offices, Representatives, Deputy Heads of Departments, Deputy Chiefs of Offices, Deputy Representatives.
3. Employees of Civil Aviation Port Authority agencies and Representatives of Civil Aviation Port Authorities at airports.
Article 3. General Principles
1. When performing duties, civil servants and employees of Civil Aviation Port Authorities must wear the correct uniforms, insignia, and badges as prescribed in this Circular.
2. Civil servants and employees of Civil Aviation Port Authorities are responsible for maintaining and preserving the uniforms, insignia, and badges issued by their agency. In case of loss or damage, they must immediately report in writing to the Head of the unit, submit for consideration and resolution by the Director of the Civil Aviation Port Authority, and bear responsibility for the consequences arising therefrom.
3. Upon transfer of work, retirement, resignation, or disciplinary action resulting in dismissal, all issued uniforms, insignia, and badges must be returned.
4. It is strictly prohibited to lend or use uniforms, insignia, and badges for purposes other than those prescribed.
5. In cases where uniforms, insignia, and badges are lost, damaged, or torn during duty performance or due to force majeure within their service life, supplementary issuance will be considered.
Chapter 2
UNIFORMS, INSIGNE, AND BADGES
Article 4. General provisions on uniforms
1. Uniforms for civil servants and employees of Civil Aviation Port Authorities (hereinafter referred to as uniforms) include: shirts, suits, trousers, skirts, epaulettes, hats, ties, shoes, socks, belts, document bags, raincoats, and rubber boots. Uniforms must be of good quality, durable, and attractive.
2. Color of uniforms
a) Shirts: light blue color;
b) Trousers, skirts, suits, hats, socks: dark blue color;
c) Ties, epaulettes, raincoats: light blue color;
d) Hats: dark blue color;
đ) Shoes, belts, document bags, rubber boots: black color.
3. Logo of Civil Aviation Port Authorities: blue color, with the name of the Civil Aviation Port Authority in abbreviated English displayed on the logo. The logo model is specified in Appendix 1 attached to this Circular.
Article 5. Detailed provisions on uniforms
1. Short-sleeved men's and women's shirts: button-down collar, standing collar, hemmed bottom, cuff length 3 cm, each cuff has two buttons, two chest pockets with flaps, no pocket straps, shoulder epaulettes attached, plum branches sewn on both sides of the collar, cuffs have straps, sleeve length from elbow 2-3 cm, back has two pleats, 1 cm fold; insignia attached on the left sleeve, 7 cm from the shoulder seam.
2. Long-sleeved men's and women's shirts: standing collar, two chest pockets with flaps, no pocket straps, shoulder epaulettes attached, plum branches sewn on both sides of the collar, one button on the sleeve; insignia attached on the left sleeve, 7 cm from the shoulder seam.
3. Suits
a) Men's suit: lined inside, traditional V-neck, front with four buttons, two chest pockets and two lower pockets with flaps (flap height 4.5 cm), each pocket has one button, buttons gold-plated, diameter 22 mm, back with two pleats, one chest pocket on the left side, shoulder epaulettes attached, plum branches sewn on both sides of the collar, insignia attached on the left sleeve, 7 cm from the shoulder seam;
b) Women's suit: lined inside, traditional V-neck, front with three buttons, two lower pockets with flaps (flap height 3 cm), each pocket has one button, buttons gold-plated, diameter 20 mm, back with two pleats, shoulder epaulettes attached, plum branches sewn on both sides of the collar; insignia attached on the left sleeve, 7 cm from the shoulder seam.
4. Trousers
a) Men's trousers: straight leg, moderate width, two pleats outwards, two diagonal front pockets, one back pocket with button, hidden button, waistband height 4 cm, with belt loops;
b) Women's trousers: straight leg, moderate width, two horizontal front pockets, hidden, waistband height 3 cm, with belt loops;
5. Skirts: length to knee or just below knee, lined, two hidden pockets, with belt loops, waistband 3 cm.
6. Shoulder epaulettes
a) Shirt shoulder epaulettes: detachable, rectangular shape, two yellow rice ears parallel along the length of the rectangle, threaded through pre-sewn shoulder epaulettes of the same color on the shirt shoulder; size 43mm x 80mm for men and 33mm x 60mm for women;
b) Suit shoulder epaulettes: rectangular shape, two yellow rice ears parallel along the length of the rectangle, directly attached to the suit shoulder; size 40mm x 140mm for men and 30mm x 100mm for women.
7. Hats: front with a gold-plated metal winged bird emblem, center with the logo of the Civil Aviation Port Authority, with double rice ear braided yellow ribbon attached around the hat brim.
8. Ties: the name of the Civil Aviation Port Authority in light blue English letters woven diagonally across the tie.
9. Leather shoes: closed toe, not too pointed, with laces (for men) or without laces.
10. Socks: breathable and moisture-wicking material.
11. Belts: leather or faux leather, white metal buckle.
12. Document bags: horizontal style, with shoulder strap and handle, made of leather, faux leather, or synthetic fiber, suitable for A4 paper, waterproof, with laptop compartment, corner protectors, metal buckle, light-colored base, front of bag with logo and name of the Civil Aviation Port Authority in English.
13. Raincoats: trench coat style with attached hood and belt made of nylon fabric, insignia of the Civil Aviation Port Authority printed on the left sleeve, reflective Civil Aviation Port Authority name in English printed on the back.
14. Rubber boots: low-cut, anti-slip sole.
15. Uniform models specified in Appendix 2 attached to this Circular.
Article 6. Emblem
1. Insignia is the symbol of the Civil Aviation Port Authority.
2. Insignia measures 70mm x 73mm, with a gold border, light blue background (for shirts, raincoats), light blue background (for suits), with the Civil Aviation Port Authority logo in the center, and two yellow rice ears below.
3. Insignia is attached on the left sleeve of the suit, short-sleeved shirt, long-sleeved shirt, and printed on the left sleeve of the raincoat.
4. Insignia models specified in Appendix 3 attached to this Circular.
Article 7. Nameplate
1. Officials, civil servants, and employees of the Civil Aviation Port Authority when performing their duties must wear nameplates on the left chest of their shirts.
2. The nameplate shall be made of metal, rectangular in shape, with dimensions of 20mm x 70mm and thickness of 1.2mm, with text printed on the front face of the nameplate, and the back face of the nameplate shall be equipped with a magnet or pin.
3. The model of the nameplate is specified in Appendix 4 issued together with this Circular.
Article 8. Issuance system, usage period, and funding for uniforms, insignia, and nameplates
1. Issuance system and usage period for uniforms and insignia
a) For items to be used for two years
- Suit jacket: 1 piece every two years (2 pieces in the first year);
- Shoulder straps for suit jackets: 2 pieces every two years (4 pieces in the first year);
- Insignia for suit jackets: 1 piece every two years (2 pieces in the first year);
- Hat: 1 piece every two years;
- Pine branch: 2 pieces every two years;
- Document case: 1 piece every two years.
b) For items to be used for one year
- Short-sleeved shirt: 1 piece every year (2 pieces in the first year);
- Long-sleeved shirt: 2 pieces every year;
- Shoulder straps for shirts: 6 pieces every year;
- Insignia for shirts: 3 pieces every year;
- Trousers/skirt (for women): 3 pieces every year;
- Necktie: 1 piece every year;
- Leather shoes: 1 pair every year (2 pairs in the first year);
- Socks: 2 pairs every year;
- Belt: 1 piece every year;
- Raincoat: 1 piece every year;
- Rubber boots: 1 pair every year.
2. Issuance system and usage period for nameplates
Nameplates for officials, civil servants, and employees of the Civil Aviation Port Authority shall be issued once and replaced in cases of change in position or title.
3. Funding for uniforms, insignia, and nameplates
Funding for uniforms, insignia, and nameplates shall be established by the Civil Aviation Port Authorities and allocated within the annual regular operating budget of the Civil Aviation Port Authorities.
Chapter 3
IMPLEMENTING PROVISIONS
Article 9. Effective Date
This Circular takes effect 45 days from the date of signature.
Article 10. Responsibility for Implementation
1. The Director of the Ministry's Office, the Inspector General of the Ministry, the Heads of Departments, the Director of the Civil Aviation Administration of Vietnam, the Directors of Civil Aviation Port Authorities, relevant agencies, organizations, and individuals are responsible for implementing this Circular.
2. During implementation, if there are any difficulties, the Director of the Civil Aviation Port Authority shall report to the Director of the Civil Aviation Administration of Vietnam for submission to the Minister of Transport for consideration and decision.
3. The Head of the Legal Department is responsible for urging, inspecting, and summarizing the implementation of this Circular./.
