GENERAL PROVISIONS

Information about accidents, incidents, requests for rescue and firefighting must be promptly and accurately reported to the Fire Prevention and Fighting Police Department through the hotline number 114 or other fire prevention and fighting forces specified in Article 5 of this Decision, while simultaneously reporting to the nearest local authority and police station.ứRescue and firefighting operations must be carried out promptly using available personnel and equipment, prioritizing the rescue of people.

When the Police Firefighting and Rescue Force receives information about accidents requiring rescue and evacuation, they must immediately report to the local firefighting and rescue force; deploy personnel and equipment to the accident site; and carry out rescue and evacuation tasks. In cases where the accident exceeds their capacity, they must immediately report to the relevant ministry or agency's rescue and evacuation forces and the Provincial or Central City Search and Rescue Command Post where the accident occurred. In case of large-scale disasters,

4. Article 12. Basic Situations in Rescue and Evacuation Activities of Firefighting and Rescue Forces

Article 9. Rescue and emergency response tasks of specialized firefighting forcesFor power plants invested under the Build-Operate-Transfer (BOT) model, n is determined according to the operational period of the power plant stipulated in the BOT contract.Initial rescue and emergency response for accidents and incidents within their management scope and participation outside their management scope when mobilized.

1. Organize training and enhance professional skills on rescue and emergency response for agencies and units within the industry.

2. Promote knowledge dissemination and guidance on rescue and emergency response work to cadres, workers, and employees within the industry.

3. Propose the issuance of regulations and plans regarding rescue and emergency response work of the industry.

4. Article 10. Rescue and emergency response tasks of the Firefighting and Rescue Police Force

Serve as the point of contact and information processing for incidents, accidents, and rescue requests.

1. Advise the Ministry of Public Security and local authorities on organizing and implementing rescue and emergency response work of firefighting forces in accordance with laws on search and rescue operations.

2. Ensure readiness in terms of personnel and equipment, organize continuous duty 24/24 hours to receive and process information about incidents, accidents, and directly perform tasks according to basic scenarios specified in Article 12 of this Decision within the managed area; develop and conduct practice drills for rescue and emergency response plans; carry out rescue and emergency response tasks upon request from organizations and individuals.

3. Organize training and enhance professional skills in rescue and emergency response for civilian defense forces, grassroots firefighting forces, specialized firefighting forces, and other forces as required.

4. Organize propaganda and guide knowledge on rescue and emergency response work; build mass movements to participate in rescue and emergency response.inChapter 11. Coordination among forces participating in rescue and emergency responseầquarantine upon import.

Civilian defense forces, grassroots firefighting forces, and specialized firefighting forces must immediately commence initial rescue and emergency response tasks upon receiving information about incidents, accidents requiring rescue and emergency response within their management areas. In cases where the incident or accident exceeds their handling capacity, they must promptly report to the Firefighting and Rescue Police Force, while simultaneously reporting to the nearest local authority and police station. In case of major incidents or accidents with catastrophic nature, they must immediately report to the National Search and Rescue Standing Office.

Chapter III

1. The Fire Prevention and Fighting Police force shall be equipped with specialized rescue means and devices to serve rescue requirements and tasks.

2. Rescue means and devices of specialized fire prevention and fighting forces and grassroots fire prevention and fighting forces shall be self-equipped by agencies and organizations in accordance with the nature, characteristics of their activities, production, business operations, and rescue work requirements at their own agencies and units.

3. Rescue means and devices of civilian defense forces shall be equipped by DECREES:the People's Committee of communes in accordance with the nature, geographical characteristics, production, business operations, living conditions, and rescue work requirements trwithin their jurisdiction.

4. The Minister of Public Security shall specify standards, quotas, and inspections for rescue means and devices of fire prevention and fighting forces.

3. Amend Clause 3 Article 2 as follows:iArticle 14. Sources of fundsi ensuring rescue work of the fire prevention and fighting force|||State budget.

1. Sponsorship, support, and aid from governments of other countries, international organizations, and foreign individuals, and voluntary contributions from domestic organizations and individuals for rescue activities.

2. Revenue from rescue contracts or agreements. trCompensation from insurance agencies; payments from organizations and individuals, and other revenues in accordance with the provisions of law.

3. This Decision shall take effect from December 5, 2012.

4. 3. Amend Clause 3 Article 2 as follows:onThe Ministry of Public Security shall be responsible for guiding and implementing this Decision.
