4. Article 10. Rescue and emergency response tasks of the Firefighting and Rescue Police Force
Serve as the point of contact and information processing for incidents, accidents, and rescue requests.
1. Advise the Ministry of Public Security and local authorities on organizing and implementing rescue and emergency response work of firefighting forces in accordance with laws on search and rescue operations.
2. Ensure readiness in terms of personnel and equipment, organize continuous duty 24/24 hours to receive and process information about incidents, accidents, and directly perform tasks according to basic scenarios specified in Article 12 of this Decision within the managed area; develop and conduct practice drills for rescue and emergency response plans; carry out rescue and emergency response tasks upon request from organizations and individuals.
3. Organize training and enhance professional skills in rescue and emergency response for civilian defense forces, grassroots firefighting forces, specialized firefighting forces, and other forces as required.
4. Organize propaganda and guide knowledge on rescue and emergency response work; build mass movements to participate in rescue and emergency response.inChapter 11. Coordination among forces participating in rescue and emergency responseầquarantine upon import.
5. Civilian defense forces, grassroots firefighting forces, and specialized firefighting forces must immediately commence initial rescue and emergency response tasks upon receiving information about incidents, accidents requiring rescue and emergency response within their management areas. In cases where the incident or accident exceeds their handling capacity, they must promptly report to the Firefighting and Rescue Police Force, while simultaneously reporting to the nearest local authority and police station. 4. The Minister of Public Security shall specify standards, quotas, and inspections for rescue means and devices of fire prevention and fighting forces.

3. This Decision shall take effect from December 5, 2012.
