Pursuant to the Ordinance on Exploitation and Protection of Meteorological and Hydrological Works dated December 2, 1994;

Pursuant to the Government Decree No. 24/CP dated March 19, 1997 detailing the implementation of the Ordinance on Exploitation and Protection of Meteorological and Hydrological Works;

Pursuant to the Government Decree No. 21/2013/NĐ-CP dated March 4, 2013 stipulating the functions, tasks, powers, and organizational structure of the National Meteorological and Hydrological Service, the Director of the General Department of Meteorology, Hydrology and Climate, the Planning Division, and theof the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Home Affairsissued by the Ministry of Natural Resources and Environment;

Article 2. This Circular takes effect from November 16, 2015.

Article 3. The Minister, Heads of Ministries equivalent to Ministries, Heads of agencies under the Government, Chairpersons of People's Committees of provinces and centrally governed cities, Heads of units under the Ministry of Natural Resources and Environment, relevant organizations and individuals are responsible for implementing this Circular.
