Pursuant to the Law on Government Organization dated June 19, 2015;
Pursuant to Decree No. 123/2016/NĐ-CP dated September 1, 2016 of the Government stipulating the functions, tasks, powers and organizational structure of Ministries and ministerial-level agencies;
Article 1. Scope
At the proposal of the Minister of Planning and Investment;
The Prime Minister issues this Decision to stipulate the functions, tasks, powers, and organizational structure of the National Center for Economic and Social Information and Forecasting under the Ministry of Planning and Investment.
Article 1. Position and Functions
1. The National Center for Economic and Social Information and Forecasting is a scientific public service organization directly under the Ministry of Planning and Investment, performing the function of providing information, forecasting, and warning about domestic and international economic and social situations to serve the work of directing, managing, and state administration regarding planning and investment in economic and social development; supplying public services in the field of scientific research according to the provisions of the law.
2. The National Center for Economic and Social Information and Forecasting has legal personality, its own seal, separate account, and headquarters in Hanoi city; the operating funds of the Center come from revenue sources and state budget allocations based on the organizational model and financial autonomy plan according to the provisions of the law on the mechanism of self-management of scientific and technological organizations.
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
1. Organizing the construction of a system of databases serving the work of analyzing, forecasting, and warning about planning and investment in economic and social development;
2. Providing information to serve the process of policy formulation, direction, management, and state administration regarding planning and investment in economic and social development;
3. Organizing surveys and collecting information domestically and internationally to serve the work of analyzing, forecasting, and warning about economic and social situations;
4. Summarizing, analyzing feedback information, and evaluating the impact of mechanisms, policies, and laws on economic and social development;
5. Analyzing, forecasting, and warning about economic and social situations to serve the building and implementation of plans for economic and social development; summarizing and analyzing abnormal fluctuations in economic and social situations domestically and internationally to provide forecasts, warnings, and recommendations to state management agencies to adjust policies during the process of directing, implementing strategies, and plans for economic and social development nationwide;
6. Studying theoretical and methodological aspects of economic and social analysis, forecasting, and warning;
7. Being the focal point for science and technology information at the ministry level for the Ministry of Planning and Investment;
8. Implementing international cooperation in fields within the functions and tasks of the Center according to the assignment of the Minister of Planning and Investment;
9. Implementing the supply of public services:
a) Implementing scientific research programs in areas such as economic and social information, economic and social forecasting and warning, and other scientific researches as prescribed by law;
b) Conducting advisory activities in areas such as economic and social forecasting and warning, planning, investment in economic and social development;
c) Compiling publications, scientific research works, and research materials on economic and social information, economic and social forecasting and warning, planning, investment in economic and social development according to the provisions of the law.
10. Managing the organizational structure, civil servants, officials, employees, finance, and assets assigned according to the provisions of the law and the delegation of the Minister of Planning and Investment;
11. Performing other tasks and powers delegated by the Minister of Planning and Investment and as prescribed by law.
Article 3. Organizational Structure
1. Information Source and Development Department;
2. Macroeconomic Forecasting Department;
3. Social and Environmental Issues Department;
4. Industry and Business Forecasting Department;
5. Center Office.
Article 4. Leadership and Management
1. The National Centre for Economic and Social Information and Forecasting shall have a Director and not more than three Deputy Directors. The maximum number of deputies of the heads of organizations within the organizational structure of the Centre shall be two persons.
2. The Director and Deputy Directors shall be appointed, relieved of duty, or dismissed by the Minister of Planning and Investment in accordance with the provisions of law.
3. The Director shall define the functions, tasks, authorities, and organizational structure of subordinate units of the Centre; appoint, relieve of duty, or dismiss the heads and deputies of the heads at subordinate units in accordance with the provisions of law and the delegation of the Minister of Planning and Investment.
4. The Director shall be responsible to the Minister of Planning and Investment and before the law for all activities of the Centre; Deputy Directors shall be responsible to the Director and before the law for the areas of work assigned to them.
Article 5. Effectiveness and Responsibility for Implementation
1. This Decision shall take effect from January 1, 2019.
This Decision replaces Decision No. 143/2009/QĐ-TTg dated December 31, 2009 of the Prime Minister stipulating the functions, tasks, authorities, and organizational structure of the National Centre for Economic and Social Information and Forecasting under the Ministry of Planning and Investment.
2. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees directly under the Central Government, and the Director of the National Centre for Economic and Social Information and Forecasting shall be responsible for implementing this Decision./.
