Pursuant to the Law on Foreign Trade Management dated June 12, 2017;

Pursuant to Decree No. 98/2017/NĐ-CP dated August 18, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

Pursuant to Decree No. 69/2018/NĐ-CP dated May 15, 2018 of the Government detailing certain provisions of the Law on Foreign Trade Management;

At the proposal of the Director of the Import-Export Department,

The Minister of Industry and Trade issues the Circular stipulating the suspension of temporary importation and re-exportation of round logs and sawn timber from natural forests in Laos and Cambodia.

Article 1. Scope of Regulation

This Circular stipulates the suspension of temporary importation and re-exportation of round logs and sawn timber from natural forests in Laos and Cambodia.

Article 2. Applicability

1. Business entities participating in the temporary importation and re-exportation of roundwood and sawnwood from Laos and Cambodia.

2. Authorities and organizations managing the temporary importation and re-exportation of roundwood and sawnwood from Laos and Cambodia.

3. Other authorities, organizations, and individuals related to the temporary importation and re-exportation of roundwood and sawnwood from Laos and Cambodia.

Article 3. Suspension of Temporary Importation and Re-Exportation of Wood

Suspend the business activity of temporarily importing roundwood and sawnwood from natural forests in Laos and Cambodia for re-exporting to a third country under subheadings 44.03 and 44.07 of the List of Exported and Imported Goods of Vietnam issued together with Circular No. 65/2017/TT-BTC dated June 27, 2017 of the Ministry of Finance and subsequent amendments, supplements, and replacements to this Circular (if any).

Article 4. Effective date

1. This Circular takes effect from January 1, 2019 to December 31, 2023.

2. This Circular replaces Circular No. 37/2014/TT-BCT dated October 24, 2014 of the Ministry of Industry and Trade regarding the suspension of temporary importation and re-exportation of roundwood and sawnwood from natural forests in Laos and Cambodia.

3. During the implementation of this Circular, if any issues arise, business entities and relevant authorities shall report them in writing to the Ministry of Industry and Trade for resolution.
