CIRCULAR
Regulations on the format of monitoring and evaluation reports; online reporting system and operational management of the information system for monitoring and evaluating investment projects
Based on Decree No. 19/2026/NĐ-CP dated January 14, 2026, on procedures and approval processes for significant national projects and monitoring and evaluation of investments, as amended by Decree No. 96/2026/NĐ-CP dated March 31, 2026, which details and guides the implementation of certain provisions of the Investment Law, excluding foreign investment projects;
Based on Decree No. 64/2020/QH14 on public-private partnership (PPP) investment, as amended by Laws Nos. 03/2022/QH15, 57/2024/QH15, and 90/2025/QH15;
Based on the Investment Law No. 143/2025/QH15;
Based on Decree No. 50/2014/QH13 on construction, as amended by Decree No. 62/2020/QH14;
Based on Circular No. 19/2026/NĐ-CP dated January 14, 2026, on procedures and approval processes for significant national projects and monitoring and evaluation of investments, as amended by Circular No. 96/2026/NĐ-CP;

In accordance with the request of the Director of the Department of Monitoring and Evaluation of Investment and the Director of the Department of Information Technology and Digital Transformation;
The Minister of Finance promulgates this Circular to regulate the format of monitoring and evaluation reports; online reporting system, and operational management of the information system for monitoring and evaluating investment projects.
Chapter I
GENERAL PROVISIONS
Article 1. Scope of application
This Circular stipulates:
1. The formats of reports on monitoring and evaluation activities as prescribed in Paragraph 1, Point 4, Article 94 of Decree No. 19/2026/NĐ-CP dated January 14, 2026, issued by the Government, which regulates procedures and approval processes for significant national projects and monitoring and evaluation of investments, as amended by Decree No. 96/2026/NĐ-CP dated March 31, 2026, except for foreign investment projects.
Projects utilizing ODA funds and foreign concessional loans from donors shall report according to this Circular; other issues arising due to the specificity of using such funds shall be implemented in accordance with the provisions of the laws on the management and use of ODA and foreign concessional loans.
2. The reporting system for monitoring and evaluating investments on the business information system to implement monitoring and evaluation of investment programs and projects, as well as operational management of the information system for monitoring and evaluating investments, as prescribed in Paragraph 1, Point 4, Article 95 of Decree No. 19/2026/NĐ-CP, as amended by Paragraph 7 of Article 99 of Decree No. 96/2026/NĐ-CP.
Article 2. Applicability
This Circular applies to agencies, units, organizations, and individuals involved in the preparation and reporting of monitoring and evaluation activities related to investment projects.
Article 3. Interpretation of terms
1. The information system for monitoring and evaluating investments (hereinafter referred to as the System) is a system for updating, storing, supervising, evaluating, analyzing, and disclosing information according to regulations on public works investment projects, PPP projects, and other investment projects under the Investment Law nationwide. The System includes:
a) The national portal for monitoring and evaluating investments is an information portal for monitoring and evaluating investments aimed at making investment information transparent and accessible in accordance with laws governing public works investment, PPPs, and investment;
b) The business information system is the System used by relevant organizations and individuals to perform monitoring and evaluation activities according to regulations (at https://nghiepvugiamsatdautu.mof.gov.vn/);
c) Infrastructure systems, including: network systems, servers, security, system software, application software.
2. Digital signatures used in the business information system:
a) For Party and State agencies, political-social organizations using dedicated public service digital signatures issued by an organization providing services for issuing dedicated public service digital signatures for Party and State agencies, political-social organizations.
b) For other organizations and individuals not falling under the category specified in point (a) of this clause use a public digital signature which is a digital certificate provided by an organization offering public digital signature services used in public activities, guaranteed by a public digital certificate and meeting all requirements stipulated in Paragraph 3 of Article 22 of the Electronic Transactions Law.
3. The account management system is the System for organizations and individuals related to investment activities registering accounts to access the business information system (at https://taikhoan.mof.gov.vn).
4. Overall monitoring and evaluation data is the data according to the 15 annexes attached to this Circular, which are included in Form No. 01 issued with this Circular.

Chapter II
MODEL REPORTS FOR SUPERVISION AND INVESTMENT EVALUATION; REPORTING SYSTEMS AND OPERATIONAL MANAGEMENT

Article 4. Model reports, supplementary tables for supervision and investment evaluation

Article 4. Model report, supplementary table for supervision and investment evaluation
1. Model report for overall supervision and evaluation of the year's investments:
Model No. 01: Report on overall supervision and evaluation of the year's investments.
2. Model report for supervision and evaluation of investment programs, public investment projects, including:
a) Model No. 02: Initial assessment report;
b) Model No. 03: Periodic supervision and evaluation report during the implementation phase (6 months, full year);
c) Model No. 04: Mid-term or phase assessment report;
d) Model No. 05: Supervision and evaluation report before project adjustment;
e) Model No. 06: Special supervision and evaluation report;
f) Model No. 07: Supervision and evaluation report upon completion of investment;
g) Model No. 08: Operation monitoring and evaluation report (full year);
h) Model No. 09: Impact assessment report;
i) Model No. 10: Summary report on supervision and evaluation activities for programs and projects under management during the year.
3. Model and supplementary tables for supervision and evaluation of PPP investment projects, including:
a) Model No. 11: Periodic supervision and evaluation report during the implementation phase (6 months, full year);
b) Model No. 12: Operation monitoring and evaluation report (full year);
c) Supervision and evaluation report before project adjustment as per Model No. 05 specified in paragraph 2 of this Article;
d) Mid-term or phase, special supervision and evaluation reports, impact assessment reports, completion assessment reports, and other relevant reports to be prepared according to the corresponding models stipulated in paragraph 2 of this Article.
4. Model report for supervision and evaluation of investment projects as per provisions of the Investment Law, including:
a) Model No. 13: Quarterly and annual implementation status report (including project execution and operation status);
b) Model No. 14: Quarterly and annual investment status report (for registration authority and provincial people's committee);
c) Model No. 15: Special supervision and evaluation report;
d) Model No. 16: Supervision and evaluation report before project adjustment;
e) Model No. 17: Completion assessment report;
f) Model No. 18: Impact assessment report.
5. Community investment supervision report:
Model No. 19: Report on community investment monitoring status.
6. For projects utilizing multiple funding sources, including public funds, the reporting and operational management systems shall be implemented in accordance with provisions for public investment projects. Specifically, PPP projects using public funds will follow the models specified in paragraph 3 of this Article.
7. In the above models, italicized text represents guiding content to be concretely elaborated based on actual circumstances.
Paragraph 2
ONLINE REPORTING SYSTEM AND OPERATIONAL MANAGEMENT OF THE INFORMATION SYSTEM
Article 5. Provisions for updating information and data, reporting systems of the user, investor, and component project owner in accordance with laws on public investment
1. Upon approval of a program or project: The investor and component project owner shall update the program/project information within seven working days from the date of decision to invest according to the Investment Decision Document.
2. During the implementation of the project, the investor and component project owner:
a) Shall regularly update information and data on the second Tuesday of each month and prepare supplementary tables summarizing the implementation status and disbursement of public investment funds for submission to the decision-making authority, principal agency, and supervisory unit responsible for supervision and evaluation through the system.
b) Shall periodically summarize, update information and data, and prepare supervision and evaluation reports every six months and annually for submission to the decision-making authority, principal agency, and supervisory unit responsible for supervision and evaluation through the system.
c) Shall update information and data on the system within seven working days from the date of approval or occurrence of any adjustment or new development:
Approval of investment program or project decision;
Approval of project, component project adjustments;
Approval of ODA, concessional loan agreement for projects using ODA, concessional loans.
Approval or adjustment of technical design or construction drawings and budget estimates;
Approval or adjustment of procurement plans and results;
Contract documents, contract amendments;
Approved funding plan;
Value of acceptance and disbursement;
Inspection and evaluation information;
Supervision and evaluation reports on programs and projects.
d) The reporting deadlines as stipulated in paragraph 11, Article 94, Decree No. 19/2026/NĐ-CP, as amended by point d of paragraph 6, Article 99, Decree No. 96/2026/NĐ-CP.
3. Upon completion of the project or component project: The investor and component project owner shall update information for final accounting within seven working days from the date of approval of the final account and submit a completion assessment report in accordance with regulations through the system to the decision-making authority.
e) In addition to the reports required above, it is encouraged to fully publish relevant documents as per the functions of the system.
4. During operation: The user shall summarize information and data and prepare an annual operation monitoring and evaluation report by February 10th of the following year for submission to the principal agency and supervisory unit responsible for overall investment supervision through the system.
4. During the exploitation and operation process: The user shall compile information, data, and prepare a supervision and evaluation report on the exploitation and operation for the entire year before February 10th of the following year after the reporting year and submit an impact assessment report to the competent authority and the unit in charge of conducting overall investment supervision and evaluation through the System.
Article 6. Provisions on Updating Information, Data, and Reporting Systems of the Investor in Public-Private Partnership (PPP) Projects
1. Upon being selected as the investor: update project information according to the investment approval decision, project approval decision, results of selecting the investor, and project contract into the System within seven working days from the date of signing the project contract.
2. During the implementation of the project:
a) Regularly on the 25th day of each month, update information, data, and prepare a summary report on the implementation status and disbursement of investment funds to be submitted to the contracting authority, PPP management agency, and the lead unit for supervision and evaluation in the System.
b) Regularly compile, update information, data, and prepare a supervision and evaluation report every six months and annually to be submitted to the contracting authority, PPP management agency, and the lead unit for supervision and evaluation in the System.
c) Update information and data in the System within seven working days from when competent authorities approve any adjustments or new developments:
Approval of project investment approval adjustment;
Approval of project adjustment or component project adjustment;
Approval or adjustment of technical design or construction drawings and budget (for projects implemented by state-owned enterprises; projects with large-scale construction that significantly affect public safety or community interests, or have complex technology must be reviewed according to the law on construction);
Approval or adjustment of procurement plan or results;
Contract adjustment;
Approved funding plan;
Value of acceptance and disbursement value;
Information about inspections and evaluations;
Project supervision and evaluation report.
In addition to the information and reports that must be published according to the above provisions, it is encouraged to publish all relevant documents in accordance with the functions of the System.
d) Update project settlement information within seven working days from when the final account approval decision is made and prepare an evaluation report on the completion of the project in accordance with regulations for submission to the competent authority through the System.
3. During the operation and management of the project: regularly compile information, data, and prepare a supervision and evaluation report annually on the operational status and submit an impact assessment report to the contracting authority, PPP management agency, and the lead unit for overall investment supervision and evaluation in the System.
4. The reporting deadlines as stipulated at Point (a) of Paragraph 11 of Article 94 of Decree No. 19/2026/NĐ-CP, which has been amended by Point (d) of Paragraph 6 of Article 99 of Decree No. 96/2026/NĐ-CP.
Article 7. Provisions on Updating Information, Data, and Reporting Systems of the Investor in accordance with the Investment Law
1. Upon being selected as the investor: update project information according to the approval decision for investment proposal, selection of investor decision, business registration certificate along with relevant legal documents into the System within seven working days from when competent authorities approve the investment proposal and select the investor or issue a business registration certificate.
2. During the implementation of the project:
a) Regularly every quarter, update information and data on the project's implementation status to be submitted to the authority registering the investment and the lead unit for supervision and evaluation in the System.
b) Regularly compile, update information and data, and prepare an annual supervision and evaluation report to be submitted to the authority registering the investment and the lead unit for supervision and evaluation in the System.
c) Update information and data in the System within seven working days from when competent authorities approve any adjustments or new developments:
Approval of project investment approval adjustment;
Approval of project adjustment or component project adjustment;
Approval or adjustment of technical design or construction drawings and budget (for projects implemented by state-owned enterprises; projects with large-scale construction that significantly affect public safety or community interests, or have complex technology must be reviewed according to the law on construction);
Information about inspections and evaluations;
Project supervision and evaluation report.
In addition to the information and reports that must be published according to the above provisions, it is encouraged to publish all relevant documents in accordance with the functions of the System.
d) Upon completion of the project: update project settlement information within seven working days from when the final account approval decision is made (if applicable) and prepare an evaluation report on the completion of the project in accordance with regulations for submission to the competent authority through the System.
3. During the operation and management of the project, regularly every quarter and annually update information and data, and prepare a supervision and evaluation report on operational status in the System, including content related to: actual investment, results of business operations, labor information, tax payments, research and development investments, environmental protection and management, and specialized indicators according to the field of operation.
4. The reporting deadlines as stipulated at Point (a) of Paragraph 11 of Article 94 of Decree No. 19/2026/NĐ-CP, which has been amended by Point (d) of Paragraph 6 of Article 99 of Decree No. 96/2026/NĐ-CP.
Article 8. Provisions on Updating Information, Data, and Reporting Systems for Investment Projects Using State Capital from Non-Public Sector Investments
2. In the case of other investment projects utilizing state capital from non-public sector investments, the investor shall update information, data, and reporting systems in accordance with the provisions set forth in Article 5 of this Circular.
Article 9. Provisions on Reporting Supervision and Overall Evaluation of Investment for Central Authorities, Local Governments, and State-Owned Enterprises
1. The investment registration authority shall periodically compile information and data and prepare a supervision report evaluating the investment situation on a quarterly and annual basis within its jurisdiction (including: receiving, issuing, adjusting, and recovering business licenses for investment registration; operational status of investment projects) to be submitted to the provincial people's committee, the supervisory body responsible for investment supervision through the system.
2. The provincial people's committee:
a) Periodically compile information and data or from quarterly supervision reports on investment situations provided by investors and subordinate management agencies; prepare an investment situation report in accordance with the Investment Law to be submitted to central authorities through the system.
b) Periodically compile overall investment information and data annually or from supervision and evaluation reports of users, investors, project owners, and subordinate management agencies; prepare a supervision and comprehensive evaluation report on investment according to Form No. 01 of this Circular for submission to the Ministry of Finance through the system in accordance with legal provisions on investment.
3. Central authorities:
a) Quarterly and annually, central authorities shall submit reports related to investment activities under their jurisdiction to the Ministry of Finance for compilation and reporting to the Prime Minister;
b) Periodically compile specialized information and data or from quarterly supervision reports on investment situations provided by provincial people's committees; prepare a report on investment activities relevant to their jurisdiction to be submitted through the system to the Ministry of Finance for compilation and reporting to the Prime Minister in accordance with legal provisions on investment.
c) Periodically compile overall investment information and data annually or from supervision and evaluation reports of users, investors, project owners, and subordinate management agencies; prepare a supervision and comprehensive evaluation report on investment according to Form No. 01 of this Circular for submission through the system to the Ministry of Finance.
4. In cases where state-owned enterprises are the principal authorities managing public sector investment projects, they shall periodically compile overall information and data annually, preparing a supervision and comprehensive evaluation report on investment according to Form No. 01 of this Circular for submission through the system to the Ministry of Finance.
5. Where reports submitted electronically with digital signatures are confirmed, there is no need to submit additional written reports to competent authorities as stipulated in Decree No. 19/2026/NĐ-CP, amended and supplemented by Decree No. 96/2026/NĐ-CP and this Circular.
6. After the resolution approving the medium-term and annual investment plans of a locality is approved, the locality shall publish the full list and budget allocation for each program and project using local government funds on the system.
7. The reporting deadlines as stipulated in paragraph 11, point b of Article 94 of Decree No. 19/2026/NĐ-CP, amended by paragraph 6, point d of Article 99 of Decree No. 96/2026/NĐ-CP.
7. The reporting period as provided at Point b, c Clause 11 Article 94 Decree No. 19/2026/NĐ-CP, which has been amended by Point d Clause 6 Article 99 Decree No. 96/2026/NĐ-CP.
Article 10. Provisions on the Implementation of Information Updating and Reporting on the Business Information System for Supervision and Investment Evaluation
1. The updating of information and reporting on the business information system in accordance with the provisions of Articles 5, 6, 7, and 8 of this Circular shall replace the periodic written reports by investors, project investors, and component project owners as stipulated in Decree No. 19/2026/NĐ-CP, which has been amended and supplemented by Decree No. 96/2026/NĐ-CP and this Circular.
In addition to the information and reports that investors, project investors, and component project owners are required to publish in accordance with the aforementioned provisions, it is encouraged for them to fully publish all documents according to the functions of the business information system.
2. The documents specified at Point b Clause 4 Article 95 of Decree No. 19/2026/NĐ-CP and Articles 5, 6, 7, 8, and 9 of this Circular must be published on the System in scanned color copies of the original/document or as electronic documents with digital signatures.
3. Investors, project investors, and component project owners who fail to comply fully with the reporting regime stipulated herein shall be subject to penalties under Article 97 of Decree No. 19/2026/NĐ-CP.
Article 11. Account Management
1. Registration of Accounts
a) In case already issued with a digital signature:
b) In case not yet issued with a digital signature:
Access the address https://taikhoan.mof.gov.vn, declare relevant information of investors, project investors, and component project owners, then proceed with one of the following methods:
Method 1: Contact the supervisory authority to use their registered account for verification of registration information.
Method 2: Print the Account Registration Form after declaring the information, obtain confirmation from the head of the unit and legal representative (signing and stamping), and send a scanned color copy of the Registration Form via email [email protected].
2. Issuance of Accounts
a) For accounts registered in accordance with point a Clause 1 of this Article: The Ministry of Finance shall issue the account within one working day from the completion of registration.
b) For accounts registered through Method 1 as stipulated at point b Clause 1 of this Article: The Ministry of Finance shall issue the account within one working day from when the supervisory authority confirms the registration information.
c) For accounts registered through Method 2 as stipulated at point b Clause 1 of this Article: The Ministry of Finance shall issue the account within one working day from receipt of the email sent with the Registration Form.
d) Newly issued accounts will be sent via the email provided during registration.
d) In case a user requests a password reset, the information already declared will serve as the basis for the Ministry of Finance to issue a new password.
3. Account Verification
The account registration system is connected with the National Population Database to verify personal registration information.
4. Revocation and Locking of Accounts
a) An account shall be revoked upon request in writing or via email with digital signature or electronic document with digital signature from the supervisory authority.
b) An account will be immediately locked if it is detected being used for data destruction, attack, or scanning purposes.
5. Security Requirements for Accounts
a) The user must change the initial password within one working day of receiving the account.
b) Do not disclose the password to others who do not have responsibility for updating on the System. In case of transferring account usage, the recipient must change the password and update the user information in the system.
b) Shall not disclose the password to others who do not have the responsibility of updating on the System. In case of a change in account users, the recipient of the account transfer shall change the password and update user information on the System.
Article 12. Responsibilities of the Employer, Investor, Project Owner, and Component Project Owner
1. Timely, accurately update all information and reports as prescribed in Articles 5, 6, 7, and 8 of this Circular and confirm updated data on the System within the time limit as prescribed.
2. Monthly update information and data on public investment, report investment status according to the provisions of the Law on Investment Quarterly, report supervision and evaluation every six months and annually according to the provisions in Articles 5, 6, 7, and 8 of this Circular.
3. Bear responsibility for the information and data entered into the System and bear legal responsibility as prescribed when reporting or providing inaccurate information regarding investment implementation within their management scope.
4. Appoint personnel to manage accounts. Urge and supervise the user's compliance with account security requirements as prescribed in Clause 5 of Article 11 of this Circular.
Article 13. Responsibilities of Ministries, Departments, Localities, State-Owned Enterprises
1. Confirm registration information of subordinate agencies or investors under their management scope according to the provisions at Point b, Clause 1, Article 11 of this Circular.
The investment registration agency is responsible for confirming the registration information of investors, economic organizations participating in project implementation, and project companies within its management scope.
2. Report supervision and evaluation on investment operation status quarterly, report overall supervision and evaluation annually according to the provisions in Article 9 of this Circular.
3. Monthly, before the last day of each month (for December, it is before February 15th of the following year), monitor and update the implementation and disbursement of investment funds on the System for public investment programs, PPP projects under their management scope as updated by project owners, investors, and developers.
Quarterly, the People's Committee at the provincial level must review and compile data from investment projects according to the provisions of the Investment Law within its jurisdiction. This compilation should be done before the 20th day of the first month of the following quarter (for Q4, it is before February 15th of the following year) by the provincial investment registration agency, provincial oversight and evaluation body for investment, project owners, and investors who have updated their data on the System.
For periodic supervision and evaluation reports every six months, confirm data regarding disbursement of public investment funds and compile total public investment funds for infrastructure projects and systems within the scope of management by the investor before July 15th.
4. Urge and supervise compliance with information update and reporting requirements on the System among subordinate agencies, component project owners, investors, and economic organizations under their management scope.
5. Appoint personnel to manage accounts. Urge and supervise user's compliance with account security requirements as prescribed in Clause 5 of Article 11 of this Circular.
Article 14. Responsibilities of Units Under the Ministry of Finance
1. Information Technology and Digital Transformation Bureau:
a) Develop, manage, operate the System.
b) Manage accounts using the System nationwide.
c) Take the lead in organizing information and data interconnection related to investment between various information systems of the Ministry to ensure timely, accurate updates as prescribed.
d) Coordinate supervision, inspection, and monitoring of information update and reporting on the System.
e) Publicize the usage status of the System in real-time; publicize the reporting status on the System by agencies and other relevant information according to regulations.
f) Train and guide nationwide use of the System.
2. Investment Supervision and Appraisal Bureau:
a) Annually compile supervision and evaluation reports on investment on the System, including:
- Compiling information from overall supervision and evaluation data of ministries, departments, localities, state-owned enterprises on the System.
- Posting the annual supervision and evaluation report with seals or digital signatures on the System.
b) Take the lead in supervising, monitoring, and inspecting information update and reporting on the System.
Chapter III
PROVISIONS FOR IMPLEMENTATION
Article 15. Effectiveness of Implementation
1. This Circular shall take effect from the date of issuance.
2. This Circular replaces Circular No. 05/2023/TT-BKHĐT dated June 30, 2023 by the Ministry of Planning and Investment on the model report for monitoring and evaluation of investment; online reporting system and management operation of the information system for monitoring and evaluating investment programs and projects using state capital.
3. Where the documents referred to in this Circular are amended, supplemented or replaced by new documents, such amendments, supplements, or replacements shall apply.
Article 16. Transitional Provisions
For Public-Private Partnership (PPP) projects and investment projects under the provisions of the Investment Law that are currently being implemented or are in operation prior to the effectiveness of this Circular, competent authorities, monitoring and evaluation coordination bodies, investment registration agencies, contract signing agencies, investors, and private sector investors shall, based on their responsibilities for monitoring and evaluating according to the laws on monitoring and evaluation, implement the entry of relevant information and data into the System.
Article 17. Implementation
Competent authorities, monitoring and evaluation coordination bodies, investment registration agencies, contract signing agencies are responsible for disseminating this Circular to investors and private sector investors to ensure their implementation of reporting as stipulated in this Circular.
During the implementation process, any difficulties should be reported to the Ministry of Finance for guidance./.
