THE GOVERNMENT

Pursuant to the Government Organization Law dated September 30, 1992;

Considering the proposal of the Chairman Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).||

DECREE:

Article 1. Establishing Vi Thanh city and renaming Vi Thanh district to Vi Thuy district as follows:

1. Establishing Vi Thanh city based on the entire area and population of Vi Thanh town, Vi Tan commune, Hoa Luu commune, Hoa Tien commune, 438 hectares of natural land and 6,326 inhabitants of Vi Dong commune, Vi Thanh district.

Vi Thanh city has 11,582.15 hectares of natural land and 70,456 inhabitants, with seven administrative units directly under it including four wards: Ward I, Ward III, Ward IV, Ward V, and three communes: Vi Tan, Hoa Luu, and Hoa Tien.

Administrative boundaries of Vi Thanh city: East borders Vi Thuy district; West borders Go Quao district (Kien Giang province); South borders Long My district; North borders Vi Thuy district and Giom Rieng district (Kien Giang province).

2. After adjusting administrative boundaries, Vi Thanh district has 20,849.65 hectares of natural land and 85,342 inhabitants and is renamed to Vi Thuy district.

Administrative boundaries of Vi Thuy district: East borders Phung Hiep district; West borders Vi Thanh city; South borders Long My district; North borders Chau Thanh district and Giom Rieng district (Kien Giang province).

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentEstablishing wards under Vi Thanh city based on the old Vi Thanh town, 438 hectares of natural land and 6,326 inhabitants of Vi Dong commune, specifically as follows:

1. Establishing Ward I based on 102.63 hectares of natural land and 6,402 inhabitants.

Administrative boundaries of Ward I: East and North border Ward V; West border Ward IV; South border Ward III.

2. Establishing Ward III based on 1,270.36 hectares of natural land and 7,109 inhabitants.

Administrative boundaries of Ward III: East border Vi Thuy commune; West border Hoa Luu commune; South border Vinh Thuan Tay commune; North border Ward V, Ward I, and Vi Tan commune.

3. Establishing Ward IV based on 562.32 hectares of natural land and 11,272 inhabitants (including 210 hectares of natural land and 3,754 inhabitants of Vi Dong commune).

Administrative boundaries of Ward IV: East border Vi Dong commune; West and North border Vi Tan commune; South border Ward I and Ward V.

4. Establishing Ward V based on 803.38 hectares of natural land and 7,497 inhabitants (including 228 hectares of natural land and 2,572 inhabitants of Vi Dong commune).

Administrative boundaries of Ward V: East border Vi Thuy commune; West border Ward IV and Vi Dong commune; South border Ward III; North border Vi Dong commune.

Article 3. Establishing towns and communes under Vi Thuy district and transferring Vi Thang commune from Long My district to Vi Thuy district:

1. Transferring Vi Thang commune under Long My district with 2,321.49 hectares of natural land and 9,796 inhabitants to be managed by Vi Thuy district.

2. Establishing Nang Mau town under Vi Thuy district based on 420 hectares of natural land and 3,803 inhabitants of Vi Thuy commune; 204 hectares of natural land and 1,819 inhabitants of Vi Thang commune.

Nang Mau town has 624 hectares of natural land and 5,622 inhabitants.

Administrative boundaries of Nang Mau town: East border Vi Thang commune; West and South border Vi Thuy commune; North border Vi Trung commune.

3. Establishing Vi Binh commune under Vi Thuy district based on 2,108.52 hectares of natural land and 8,252 inhabitants of Vi Thanh commune.

Administrative boundaries of Vi Binh: East border Tan Hoa commune, Chau Thanh district; West and South border Vi Thanh commune; North border Hoa Hung commune, Giom Rieng district, Kien Giang province and Truong Long Tay commune, Chau Thanh district.

4. Establishing Vi Trung commune under Vi Thuy district based on 2,141.73 hectares of natural land and 8,299 inhabitants of Vi Thuy commune.

Administrative boundaries of Vi Trung commune: East border Vinh Tuong commune; West border Ward V; South border Nang Mau town and Vi Thuy commune; North border Vi Dong commune.

After the adjustment of administrative boundaries:

Vi Dong commune has 3,334.63 hectares of natural land and 12,918 inhabitants.

Vi Thang commune has 2,117.49 hectares of natural land and 8,510 inhabitants.

Vi Thuy commune has 1,884.70 hectares of natural land and 8,462 inhabitants.

Long My district has 40,092.58 hectares of natural land and 136,873 inhabitants, comprising nine administrative units which are communes: Long Tri, Long Phu, Thuan Huy, Xa Phien, Luong Tam, Long Binh, Vinh Thuan Dong, Vinh Vien, and Long My town.

Vi Thuy district has 23,171.04 hectares of natural land and 95,138 inhabitants, comprising ten administrative units at commune level which are Nang Mau town and communes Vi Binh, Vi Trung, Vi Thuy, Vi Dong, Vi Thanh, Vinh Tuong, Vinh Trung, Vinh Thuan Tay, and Vi Thang.

Article 4. This Decree takes effect fifteen days after its issuance. All previous regulations contrary to this Decree are abolished.

Article 5. The Chairman of the People's Committee of Can Tho province, the Minister, Head of the Civil Service Department of the Government, and heads of relevant agencies are responsible for implementing this Decree.
