RESOLUTION

Regarding the Plan to Implement the Resolution of the National Assembly on the Structure and Organization of the Government for the Twelfth Term

On August 5, 2007, the Government of the Twelfth Term convened its first session to discuss and adopt the following issues:

1. The Government approved the Plan to Implement the Resolution of the National Assembly on the Structure of the Government for the Twelfth Term, presented by the Minister of Interior.

The organizational structure of the Government for the Twelfth Term was established based on the spirit of implementing the Resolution of the Tenth National Congress of the Communist Party and the Resolution of the Fourth Plenary Session; the Resolution of the Fifth Plenary Session of the Central Committee of the Communist Party for the Tenth Term, which had been ratified at the First Session of the National Assembly for the Twelfth Term. To implement the Resolution of the National Assembly, the Government assigned:

a. The Ministers of the newly established Ministries (Ministry of Industry and Trade; Ministry of Agriculture and Rural Development; Ministry of Culture, Sports and Tourism; Ministry of Information and Communications; Ministry of Health; Ministry of Labor, Invalids and Social Affairs) shall immediately coordinate with the Ministers and Heads of agencies at the level of ministries of the Eleventh Term that are related to transfer the organization, staffing, finance, and assets of transferred agencies and units to their respective ministries; while also taking the lead and coordinating with the Ministry of Interior, the Ministry of Justice, and the Office of the Government to draft the Decree detailing the functions, tasks, powers, and organizational structure of their respective ministries to be submitted to the Government in August 2007.

The Ministry of Public Security shall take the lead and coordinate with the Ministry of Interior to immediately issue new seals for the Ministries of Industry and Trade; Culture, Sports and Tourism; and Information and Communications.

Agencies under the Government that have been reassigned to corresponding ministries may continue to use their old seals until the Decree detailing the functions, tasks, powers, and organizational structure of the ministries takes effect.

For ministries with changes in Ministers, the new and old Ministers must immediately conduct handover procedures to ensure continuous command and management of work according to the functions, tasks, and authorities of the ministries.

b. Assign the Minister of Interior to take the lead and coordinate with relevant ministries and agencies to urgently draft and submit to the Government in August 2007 the following documents:

- A Decree detailing the functions, tasks, powers, and organizational structure of ministries and agencies at the level of ministries, replacing Decree No. 86/2002/NĐ-CP dated November 5, 2002;

- A Decree of the Government regarding the transfer of the General Department of Tourism to the Ministry of Culture, Sports and Tourism; the Central Steering Committee for Commendation and Reward; the Government Committee on Religion; and the Government Secretariat to the Ministry of Interior;

- A Decision of the Prime Minister regarding the transfer of state management functions and corresponding organizations and units of the National Committee on Population, Family and Children (Eleventh Term) to relevant ministries; and the transfer of state management functions over press and publishing from the Ministry of Culture and Information (Eleventh Term) to the Ministry of Information and Communications.

- The Ministry of Interior shall guide ministries, agencies, and units in transferring and receiving functions, tasks, organizations, personnel, and archival files; the Ministry of Finance shall guide the transfer and receipt of financial matters, assets, and coordinate with the Ministry of Construction to submit to the Prime Minister proposals for the allocation and relocation of headquarters of ministries and agencies in accordance with legal regulations.

c. In ministries and agencies at the level of ministries that retain their original names but require adjustments and supplements to specific functions and tasks, the Ministers and Heads of agencies shall take the lead and coordinate with the Ministry of Interior, the Ministry of Justice, and the Office of the Government to draft and submit to the Government for promulgation a Decree detailing the functions, tasks, powers, and organizational structure of their respective ministries and agencies, to be submitted to the Government in September and October 2007.

- The Ministry of Interior shall submit to the Government a Decree on the organization of provincial and district-level specialized agencies to improve the organizational structure of local specialized agencies in line with the structure of the Government for the Twelfth Term, within October 2007.

The Ministers and Heads of agencies at the level of ministries shall take the lead and coordinate with the Ministry of Interior to guide the functions, tasks, and organization of provincial and district-level specialized agencies in October and November 2007.

2. Regarding the economic and social situation in the first seven months of 2007 and key tasks in the near future.

The economic and social situation in the first seven months continued to develop positively and maintained high growth rates. Major balances in the economy were maintained. Industrial production continued to increase significantly.

Agricultural production remained stable. Export turnover increased by 19.6%. State budget revenue reached over 55% of the annual plan, higher than previous years. Cultural and social activities were intensified and made significant progress. Anti-corruption efforts, thrift, and waste prevention were promptly implemented according to the Government's Action Program. National defense and security were maintained, and political and social stability was ensured.

However, the economic and social situation still harbors many difficulties and challenges, particularly the complex development of agricultural diseases, large trade deficits, high inflation rates in the first seven months, and traffic accidents that remain uncontrolled... To achieve the economic and social development goals for 2007, the Government requests ministries, sectors, and localities to comprehensively and thoroughly direct the implementation of tasks and solutions outlined in Resolution No. 03/2007/NQ-CP dated January 19, 2007, and other guiding directives of the Government and the Prime Minister, paying attention to the following tasks:

- Controlling the rate of price increases is the top priority. Ministries and agencies must strictly implement urgent measures to curb market price increases as stipulated in Directive No. 18/CT-TTg of the Prime Minister, maintaining inflation within the control range of the State; continuing to implement the reform process of pricing mechanisms, especially essential goods, effectively preventing speculation and commercial fraud.

- Maintain macroeconomic balances, focus on resolving difficulties and obstacles to promote production, striving for high economic growth rates; accelerate the disbursement progress of capital for construction projects, especially those funded by the state budget. In agricultural production, it is necessary to adjust crop and livestock structures, and planting seasons appropriately to avoid diseases; plan the network of animal slaughterhouses. Ministries, sectors, and localities must closely coordinate and strongly direct efforts to eradicate diseases affecting humans, avian influenza, and other diseases affecting livestock and crops.

- Direct the vigorous production of goods for export, limit the trade deficit; establish mechanisms and policies to gradually achieve a stable balance between exports and imports.

- Ministries, sectors, and localities must promptly and comprehensively implement Government Resolution No. 32/2007/NQ-CP on urgent measures to control traffic accidents and traffic congestion; strictly control food safety; proactively prepare effective plans to prevent and combat natural disasters and storms to minimize damage to state assets, human lives, and people's property./.
