CIRCULAR

Regulations on Providing Information by the People's Public Security Force on the Internet

on the online environment

Pursuant to the Law on Information Technology dated June 29, 2006;

Pursuant to the Law on Access to Information dated April 6, 2016;

Pursuant to Decree No. 64/2007/NĐ-CP dated April 10, 2007 of the Government on the application of information technology in state agency activities;

Pursuant to Decree No. 72/2013/NĐ-CP dated July 15, 2013 of the Government on management, provision, and use of Internet services and information on the network, and Decree No. 27/2018/NĐ-CP dated March 1, 2018 of the Government amending and supplementing certain articles of Decree No. 72/2013/NĐ-CP dated July 15, 2013 of the Government on management, provision, and use of Internet services and information on the network;

Pursuant to Decree No. 18/2014/NĐ-CP dated March 14, 2014 of the Government on remuneration systems in the press and publishing sector;

Pursuant to Decree No. 42/2022/NĐ-CP dated June 24, 2022 of the Government stipulating the provision of information and online public services by state agencies in the digital environment;

Pursuant to Decree No. 01/2018/NĐ-CP dated August 6, 2018 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

At the proposal of the Director of the Ministry of Public Security’s Office;

The Minister of Public Security promulgates this Circular on providing information by the People's Public Security Force on the Internet.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular stipulates the provision of information, management of information provision activities, and conditions ensuring the provision of information by the Ministry of Public Security and public security agencies at all levels on the Internet (excluding dedicated industry-wide wide area networks for the Public Security sector).

Article 2. Applicability

1. Public security agencies at all levels, including: Business units, advisory units, political units, logistics units, inspection units under the ministry (units directly under the Ministry); Public security agencies of provinces and centrally-administered cities (provincial-level public security agencies); police academies and schools; hospitals directly under the Ministry of Public Security.

2. Organizations, individuals, officers, and soldiers participating in the provision of information and management of information provision activities of the Ministry of Public Security and public security agencies at all levels on the Internet.

Article 3. General Principles

1. Information provided on the Internet by the Ministry of Public Security and public security agencies at all levels shall be public information not included in the list of state secrets, business secrets, and internal information of the Public Security sector, nor shall it be information or documents prohibited from being publicly posted on the Internet; such information must be consistent with the functions, tasks, and authorities of the People's Public Security Force.

2. The provision of information by the Ministry of Public Security and public security agencies at all levels on the Internet must strictly comply with legal provisions on access to information, information technology, cybersecurity, cyber security, and government regulations on management, provision, and use of Internet services and information on the network.

3. The Ministry of Public Security's electronic portal and the electronic portals and websites (hereinafter referred to collectively as electronic portals) of public security agencies at all levels must ensure basic support functions and interactive functions with organizations and individuals on the Internet as prescribed in Article 7 and Article 8 of Decree No. 42/2022/NĐ-CP dated June 24, 2022 of the Government on the provision of information and online public services of state agencies on the Internet and relevant laws.

4. The Ministry of Public Security's electronic portal and the electronic portals of public security agencies at all levels may only cite information from the electronic portals of Party and state agencies; they shall not cite information unrelated to the functions and tasks of the People's Public Security Force.

5. Electronic portals of units directly under the Ministry; police academies and schools; hospitals directly under the Ministry of Public Security are components of the Ministry of Public Security's electronic portal. Construction of electronic portals of public security agencies at all levels must be approved by the Minister of Public Security.

Chapter II

INFORMATION PROVISION ON THE INTERNET

Section 1. PROVISION OF INFORMATION BY THE MINISTRY OF PUBLIC SECURITY ON THE INTERNET ENVIRONMENT

ONLINE ENVIRONMENT

Article 4. Channels for Providing Information by the Ministry of Public Security on the Internet Environment

1. The Ministry of Public Security’s electronic portal.

2. Based on specific conditions, the Minister of Public Security shall decide to implement the following information provision channels on the internet environment for organizations and individuals:

a) Ministry-level data portal;

b) Social networks;

c) Email;

d) Mobile application;

đ) Hotline telephone.

3. The channels for providing information of the Ministry of Public Security on the internet environment must ensure the provision of synchronized and consistent information with the information on the Ministry of Public Security’s electronic portal.

4. The channels for providing information of the Ministry of Public Security on the internet environment must meet the requirements stipulated in Clause 3, Article 5 of Decree No. 42/2022/ND-CP.

Article 5. Information Provided by the Ministry of Public Security on the Internet Environment

1. Information provided by the Ministry of Public Security on the internet environment includes the contents prescribed in Clause 1, Article 4 of Decree No. 42/2022/ND-CP and the following contents:

a) Information on directives, management, and activities of the leadership of the Ministry of Public Security;

b) Situations and results of various aspects of public security work. Content of statements and information provided to the press by the Spokesperson of the Ministry of Public Security and the person authorized to speak on behalf of the Ministry of Public Security regarding issues related to public security work that are of concern to public opinion;

c) Information about cases and incidents currently being investigated by the investigation agencies of the Ministry of Public Security and provincial police forces, which are deemed necessary to provide on the internet environment for the investigation process, verification, and efforts to combat crime and maintain national security and social order;

d) Content of the Ministry of Public Security's responses to citizens' petitions;

đ) Schedule for receiving citizens by the leadership of the Ministry of Public Security;

e) Information combating false and hostile viewpoints, misinformation about the Party, State, public security sector, and national security protection, social order maintenance, crime prevention and control, and violations of laws;

g) Interpol news;

h) Information about wanted and sought-after individuals;

i) Information about organizations and individuals related to terrorism and terrorist financing;

k) Specialized information: Crime warnings; guidance on reporting crimes; building a nationwide movement to protect national security; legislative development; exemplary models, beautiful images, good deeds, brave acts of public security officers and other appropriate promotional topics based on practical work;

l) Information about online public services implemented by the Ministry of Public Security;

m) Other information decided by the leadership of the Ministry of Public Security or the Director of the Ministry of Public Security’s Office.

2. Information provided by the Ministry of Public Security on the internet environment must be updated promptly in case of changes.

Article 6. The Ministry of Public Security’s Electronic Portal

1. The Ministry of Public Security’s electronic portal is the official, unified, and centralized channel for providing information by the Ministry of Public Security on the internet environment; it links online public services; connects to the Government’s electronic portal, the monitoring system, and the measurement of the level of service provision and usage of digital government services.

2. The Ministry of Public Security’s electronic portal has two domain names accessible on the Internet: bocongan.gov.vn and mps.gov.vn

3. Based on actual circumstances, the leadership of the Ministry of Public Security decides on the establishment of component pages of the Ministry of Public Security’s electronic portal; the Director of the Ministry of Public Security’s Office decides on adjustments and supplements to the specialized sections of information on the Ministry of Public Security’s electronic portal.

Article 7. Management of Information Provision Work and Information Channels of the Ministry of Public Security on the Internet Environment

1. The Minister of Public Security shall direct the management and provision of information of the Ministry of Public Security on the internet environment.

2. The Office of the Ministry of Public Security is the main agency assisting the Minister of Public Security in managing and providing information on the Ministry of Public Security’s Official Website. The Office of the Ministry of Public Security directly manages the domain names bocongan.gov.vn and mps.gov.vn; reviews and assigns sub-domains of bocongan.gov.vn and mps.gov.vn to subordinate units of the Ministry, police academies, public security schools, and hospitals under the Ministry of Public Security in accordance with this Circular.

3. In cases where other information channels are deployed as stipulated in Clause 2, Article 4 of this Circular, the unit entrusted by the Minister of Public Security to implement the information channel shall be responsible for advising the Minister of Public Security on directing the management and provision of information on this information channel, ensuring that the information provided is consistent and uniform with the information on the Ministry of Public Security’s Official Website in accordance with Decree No. 42/2022/ND-CP and relevant provisions of this Circular.

Section 2. INFORMATION PROVISION BY SUBORDINATE UNITS OF THE MINISTRY AND PROVINCE PUBLIC SECURITY SERVICES ON THE INTERNET ENVIRONMENT

THE MINISTRY, PROVINCE POLICE ON THE ONLINE ENVIRONMENT

Article 8. Information Provision Channels of Subordinate Units of the Ministry and Province Public Security Services on the Internet Environment

1. The Official Website of subordinate units of the Ministry and Province Public Security Services.

2. Based on specific conditions, the Head of the subordinate unit of the Ministry decides to deploy other information provision channels through email and telephone hotline; the Provincial Public Security Service Director decides to deploy other information provision channels through social media, email, and telephone hotline.

Subordinate units of the Ministry may only deploy information provision channels through social media after establishing their Official Websites and obtaining approval from the Minister of Public Security.

Where multiple information provision channels are deployed on the internet environment, these channels must ensure that the information provided is consistent and uniform with the information on the Official Website of the unit.

3. Information provision channels of subordinate units of the Ministry and Province Public Security Services on the internet environment must meet the requirements stipulated in Clause 3, Article 5 of Decree No. 42/2022/ND-CP.

Article 9. Information Provided by Subordinate Units of the Ministry and Province Public Security Services on the Internet Environment

1. Information provided by subordinate units of the Ministry and Province Public Security Services on the internet environment includes the contents specified in Clause 1, Article 4 of Decree No. 42/2022/ND-CP and the following contents:

a) Information on directives, management, and activities of the leadership of the Ministry of Public Security and the leadership of subordinate units of the Ministry and Province Public Security Services;

b) Information on activities, issues within the functions and tasks, and content of press statements and information provision to the media of subordinate units of the Ministry and Province Public Security Services;

c) Information on cases and incidents currently being investigated by investigation agencies and agencies assigned to conduct certain investigative activities at the provincial and district levels, which are deemed necessary for the investigation and verification process and the fight against criminal offenses and violations of laws related to national security and public order;

d) Information combating false and hostile viewpoints, misinformation about the Party, State, Public Security sector, and work to protect national security, maintain public order and safety, and combat criminal offenses and violations of laws;

đ) Specialized information: crime warnings; guidance on reporting crimes; state administration over security and order; fire prevention and control; traffic safety assurance; building a people's movement to protect national security; legislative development; exemplary models, beautiful images, good deeds, brave acts, and service to the people by public security officers;

e) Information on online public services implemented by subordinate units of the Ministry and Province Public Security Services and guidance on implementing these services;

g) Information on responses to questions raised by People's Council representatives and citizens' petitions related to the functions and tasks of the Province Public Security Service. Receiving opinions from organizations and individuals regarding the activities of the supervising agency; answering questions within the scope of state administration of the supervising agency sent by organizations and individuals;

h) Information about wanted and sought-after individuals;

i) Hotline information.

2. Based on actual circumstances, the Head of the subordinate unit of the Ministry and the Provincial Public Security Service Director decide on the provision of other information on the internet environment suitable to the functions, tasks, and actual situation of their units.

3. Information provided by subordinate units of the Ministry and Province Public Security Services on the internet environment must be updated promptly in case of changes.

Article 10. Electronic information portal of units under the Ministry of Public Security and provincial public security agencies

1. The electronic information portal of units under the Ministry of Public Security and provincial public security agencies is the official, unified, centralized channel for providing information of these units on the internet environment.

2. The domain name to access the electronic information portal of units under the Ministry of Public Security on the Internet has the format: tendonvi.bocongan.gov.vn or tendonvi.mps.gov.vn; where tendonvi is the abbreviated or full name of the unit in Vietnamese without accents or in English.

3. The domain name to access the electronic information portal of provincial public security agencies on the Internet has the format: congan.tentinhthanh.gov.vn; where tentinhthanh.gov.vn is the domain name to access the electronic information portal of the People's Committee of the province or centrally governed city on the Internet.

4. Units under the Ministry of Public Security and provincial public security agencies shall be responsible for supplementing and changing the domain name to access their electronic information portal according to the provisions of Clause 2 and Clause 3 of this Article.

Article 11. Management of information provision work and information channels of units under the Ministry of Public Security and provincial public security agencies on the internet environment

1. Heads of units under the Ministry of Public Security and Directors of provincial public security agencies shall direct the management and provision of information on the internet environment of their units and localities.

2. The Planning Department (or the General Department or the Comprehensive Planning Department or the Office) of units under the Ministry of Public Security and provincial public security agencies shall have the main responsibility to assist the heads and directors in directing the management and provision of information on the internet environment of their units.

Section 3. INFORMATION PROVISION OF ACADEMIES, POLICE UNIVERSITIES, AND HOSPITALS UNDER THE MINISTRY OF PUBLIC SECURITY ON THE INTERNET ENVIRONMENT

PUBLIC SECURITY SCHOOL, CENTRALLY ADMINISTERED HOSPITAL

POLICE UNIVERSITIES, AND HOSPITALS UNDER THE MINISTRY OF PUBLIC SECURITY ON THE INTERNET ENVIRONMENT

Article 12. Information provision channels of academies, police universities, and hospitals under the Ministry of Public Security on the internet environment

1. The electronic information portal of academies, police universities, and hospitals under the Ministry of Public Security.

2. Based on specific conditions, the Director of the academy, the Rector of the police university, and the Director of the hospital shall decide to implement information provision channels through email and telephone hotlines. Academies, police universities, and hospitals under the Ministry of Public Security may only implement information provision channels through social media when they have established their electronic information portals and received approval from the Minister of Public Security.

Where multiple information provision channels are deployed on the internet environment, these channels must ensure that the information provided is consistent and uniform with the information on the Official Website of the unit.

3. Information provision channels of academies, police universities, and hospitals under the Ministry of Public Security on the internet environment must meet the requirements stipulated in Clause 3 of Article 5 of Decree No. 42/2022/NĐ-CP.

Article 13. Information provided by academies, police universities, and hospitals under the Ministry of Public Security on the internet environment

1. Information provided by academies, police universities, and hospitals under the Ministry of Public Security on the internet environment includes the contents specified in Clause 1 of Article 4 of Decree No. 42/2022/NĐ-CP and the following contents:

a) Information on directives, management, and activities of the leadership of the Ministry of Public Security and the leadership of academies, police universities, and hospitals under the Ministry of Public Security;

b) Information on activities, issues within the functions and tasks, and content of press statements and information provision to the media of academies, police universities, and hospitals under the Ministry of Public Security;

c) Information in the field of education and training that needs to be published according to the law (applicable to academies and police universities);

d) Information in the field of healthcare (applicable to hospitals under the Ministry of Public Security).

2. Based on actual circumstances, the Director of the academy, the Rector of the police university, and the Director of the hospital under the Ministry of Public Security shall decide on the provision of other information on the internet environment in accordance with the functions, tasks, and actual situation of their units.

3. Information provided by academies, police universities, and hospitals under the Ministry of Public Security on the internet environment must be updated promptly in case of changes.

Article 14. Electronic Information Portal of the Academy, People's Police University, and Hospitals under the Ministry of Public Security

1. The electronic information portal of the Academy, People's Police University, and hospitals under the Ministry of Public Security is the official, unified, centralized channel for providing information on the internet environment of the Academy, school, and hospital.

2. The domain name for accessing the electronic information portal of the Academy, People's Police University, and hospitals under the Ministry of Public Security on the Internet has the format: tendonvi.bocongan.gov.vn or tendonvi.mps.gov.vn; where tendonvi is the abbreviated or full name of the Academy, school, or hospital in Vietnamese without diacritical marks or in English.

3. The Academies, People's Police Universities, and hospitals under the Ministry of Public Security are responsible for exchanging with the Office of the Ministry of Public Security to register, supplement, and modify the domain name for accessing the electronic information portal of their unit according to Clause 2 of this Article.

Article 15. Management of Information Provision Work and Information Channels of the Academy, People's Police University, and Hospitals under the Ministry of Public Security on the Internet Environment

1. The Director of the Academy, the Rector of the People's Police University, and the Director of the hospital under the Ministry of Public Security shall direct the management and provision of information on the internet environment of their units.

2. The Office (or Administrative and General Affairs Department) of the Academies, People's Police Universities; the Planning and General Affairs Department of the hospital under the Ministry of Public Security shall be responsible for advising the Director of the Academy, the Rector of the People's Police University, and the Director of the hospital under the Ministry of Public Security to direct the management and provision of information on the internet environment of their units.

Chapter III

ENSURING INFORMATION PROVISION ACTIVITIES

ON THE INTERNET ENVIRONMENT

Article 16. Ensuring Human Resources

1. The Office of the Ministry of Public Security shall be responsible for establishing the Editorial Board of the Ministry of Public Security's Electronic Information Portal; assigning and arranging sufficient specialized human resources to collect, receive, exploit, process, edit, and post information, ensuring the operation of the Ministry of Public Security's Electronic Information Portal and other information channels of the Ministry of Public Security on the internet environment (when assigned by the Minister of Public Security to construct and manage) in accordance with the provisions of the law.

2. Units and local public security organs shall be responsible for establishing the Editorial Board of their own Electronic Information Portal; assigning and arranging sufficient human resources to collect, receive, exploit, process, edit, and post information, ensuring the operation of their own Electronic Information Portal and other information channels in accordance with the provisions of the law.

3. Annually, personnel of the Ministry of Public Security's Electronic Information Portal, personnel performing information reception, processing, editing, posting, management, and maintenance activities of the Electronic Information Portal of units and local public security organs shall be trained and provided with professional knowledge and skills suitable for the fields they are responsible for.

Article 17. Ensuring Funding

1. Funding for maintaining and developing information provision activities of the People's Public Security force on the internet environment is ensured from the state budget allocated in the annual state budget expenditure plan; other lawful funding sources as prescribed by law.

2. The Office of the Ministry of Public Security shall prepare the annual state budget estimate regarding funding to ensure the operation of the Ministry of Public Security's Electronic Information Portal and other information provision channels assigned to manage by the Minister of Public Security; units and local public security organs shall prepare the annual state budget estimate regarding funding for the operation of their own Electronic Information Portal and other information provision channels.

The preparation, management, use, and settlement of annual funding shall be based on work requirements and the following documents: Law on State Budget Management 2015 and detailed guiding documents, Decree No. 42/2022/ND-CP, Joint Circular No. 19/2012/TTLT-BTC-BKH&ĐT-BTTTT dated February 15, 2012, of the Ministry of Finance, the Ministry of Planning and Investment, and the Ministry of Information and Communications guiding the management and use of funding for implementing the National Program on the Application of Information Technology in the Activities of State Agencies, and relevant legal regulations.

3. The remuneration system for providing information on the Ministry of Public Security's Electronic Information Portal and the Electronic Information Portal of units and local public security organs shall be implemented in accordance with Article 22 of Decree No. 42/2022/ND-CP, Decree No. 18/2014/ND-CP dated March 14, 2014, of the Government stipulating the remuneration system in the field of journalism and publishing, and Joint Circular No. 19/2012/TTLT-BTC-BKH&ĐT-BTTTT.

The remuneration system for providing information through other information channels of the Ministry of Public Security and units and local public security organs shall be implemented in accordance with the remuneration system in the field of journalism and publishing.

4. The expenditure level for creating, converting, and digitizing information on the Ministry of Public Security's Electronic Information Portal and the Electronic Information Portal of units and local public security organs shall be carried out in accordance with Circular No. 194/2012/TT-BTC dated November 15, 2012, of the Ministry of Finance guiding the expenditure level for creating electronic information to maintain the regular operation of agencies and units using the state budget.

5. Based on the ability to ensure the state budget and other lawful funding sources as prescribed by law, and the actual situation of the unit, the Head of the Public Security Unit or Local Public Security organ shall decide the specific expenditure level for creating information, paying royalties, and ensuring the operation and upgrading of the Electronic Information Portal and other information channels of the unit in accordance with current legal regulations and the Ministry of Public Security.

6. Funding for training personnel engaged in information provision shall be arranged in the annual state budget of units and local public security organs to train officers and soldiers within their jurisdiction.

Article 18. Responsibilities of the Ministry of Public Security's Office

1. Advise the Minister of Public Security to decide on establishing channels for providing information of the Ministry of Public Security on the internet; develop regulations and procedures for managing and organizing information on channels assigned by the Minister of Public Security for management.

2. Implement requirements to ensure technical standards and infrastructure; maintain, repair, upgrade the information provision system; coordinate with relevant units to ensure information security and cyber security of the Ministry of Public Security’s electronic portal and other information provision channels assigned by the Minister of Public Security according to Articles 23, 24, 25, and 26 of Decree No. 42/2022/NĐ-CP and related legal provisions.

3. Organize a network of collaborators at agencies and units within and outside the sector to provide information to ensure the operation of the Ministry of Public Security’s electronic portal and other information channels assigned by the Minister of Public Security for management.

4. Take the lead and coordinate with relevant units to advise the leadership of the Ministry of Public Security on upgrading and developing the Ministry of Public Security’s electronic portal; implement information provision channels of the Ministry of Public Security on the internet according to the instructions of the Minister of Public Security and this Circular.

5. Monitor, guide, inspect, and evaluate the provision of information by local public security agencies on the internet.

6. Annually organize training sessions for specialized staff and collaborator teams of the Ministry of Public Security’s electronic portal and local public security agencies on information provision on the internet to meet work requirements.

Article 19. Responsibilities of the Cybersecurity and High-Tech Crime Prevention Bureau

1. Lead and coordinate with the Ministry of Public Security's Office to ensure cybersecurity and cyber security for the Ministry of Public Security’s electronic portal; review, assess the current situation, identify security vulnerabilities in the Ministry of Public Security’s electronic portal system; monitor, detect, and report to the Ministry of Public Security's Office about information leaks, risks, and cyber attacks, data changes, and destruction activities targeting the Ministry of Public Security’s electronic portal system; advise on building an automatic monitoring and warning system against attacks and remote monitoring and warning cooperation; advise on enhancing cybersecurity measures for the Ministry of Public Security’s electronic portal system.

2. Coordinate with the Ministry of Public Security's Office to regularly inspect and evaluate the results and effectiveness of operations of information provision channels of local public security agencies on the internet.

3. Guide and coordinate with relevant units to inspect and evaluate cybersecurity and cyber security of information provision channels of local public security agencies on the internet.

4. Guide local public security agencies and directly review and assess the current situation, identify security vulnerabilities in the Ministry of Public Security’s electronic portal system and other information provision channels of local public security agencies. Monitor, detect, and report about information leaks, cybersecurity risks; advise on enhancing cybersecurity measures for information provision channels of local public security agencies.

Article 20. Responsibilities of the Planning and Finance Department

Guide the preparation of budgets, management, utilization, and settlement of expenses for maintaining and developing information provision activities of the People's Public Security force on online platforms in accordance with the provisions of the law.

Article 21. Responsibilities of Public Security Units and Localities

1. The heads of public security units and localities shall be responsible to the Minister of Public Security for the management and provision of information on online platforms of their units; direct the provision of information and manage the channels for providing information on online platforms of subordinate units.

2. When implementing the provision of information on online platforms, the heads of public security units and localities shall have the responsibility to issue decisions establishing the information provision channels of their units; develop regulations and procedures for managing and organizing information on these information provision channels.

3. Take the lead and coordinate with related units to ensure technical standards and infrastructure; maintain, repair, upgrade the information provision system; ensure information security and cyber security of the unit’s electronic portal and other information provision channels on online platforms in accordance with Articles 23, 24, 25, and 26 of Decree No. 42/2022/NĐ-CP and relevant laws.

4. Take the lead and coordinate with specialized agencies to promptly address any risks of information security breaches and security vulnerabilities of the unit’s electronic portal and other information provision channels on online platforms.

5. Units under the Ministry; police academies, people's police universities; hospitals under the Ministry of Public Security that have established electronic portals but have not complied with Clause 5, Article 3 of this Circular shall be responsible for coordinating with the Ministry of Public Security Office to advise and report to the Minister of Public Security to comply with the provisions regarding the components of the Ministry of Public Security’s electronic portal.

6. Units under the Ministry without electronic portals shall be responsible for coordinating with the Ministry of Public Security Office to provide information within their assigned areas on the Ministry of Public Security’s electronic portal in accordance with the law.

Chapter IV

IMPLEMENTING PROVISIONS

Article 22. Effectiveness

1. This Circular takes effect from November 15, 2023.

2. This Circular replaces Circular No. 98/2020/TT-BCA dated September 24, 2020 of the Ministry of Public Security on the management, provision of information, and ensuring the operation of electronic portals and websites in the People's Public Security.

3. When the provisions of normative legal documents cited in this Circular are amended, supplemented, replaced, or newly issued, the content cited in this Circular shall be adjusted and implemented according to the new normative legal documents, articles, clauses, and points thereof.

Article 23. Responsibility for Implementation

1. Public security units and localities shall strictly implement this Circular; promptly reflect any difficulties encountered during implementation to the Ministry (through the Ministry of Public Security Office) for guidance and clarification.

Report periodically every six months (before June 20th) and annually (before December 20th) or at any time about the situation and results of information provision activities on online platforms of their units to the Ministry (through the Ministry of Public Security Office).

2. The Ministry of Public Security Office shall be responsible for monitoring, guiding, inspecting, urging, and evaluating the implementation of this Circular; report periodically or at any time as required by the leadership of the Ministry of Public Security./.
