Article 1. NOW, THE GOVERNOR GRANTS PERMISSION TO THE GENERAL DIRECTORS (DIRECTORS) OF ORGANIZATIONS PERMITTED TO DEAL IN FOREIGN EXCHANGE TO DETERMINE FOREIGN EXCHANGE PURCHASE AND SALE RATES WITHIN A BAND OF PLUS OR MINUS 5% (FIVE PERCENT) FROM THE OFFICIAL EXCHANGE RATE ANNOUNCED DAILY BY THE GOVERNOR OF THE STATE BANK OF VIETNAM.
- DIFFERENCE BETWEEN THE PURCHASE RATE AND THE SALE RATE:
+ FOR TRANSFERABLE FOREIGN CURRENCY: THE MAXIMUM SALE RATE IS EQUAL TO THE PURCHASE RATE PLUS 0.1% OF THE PURCHASE RATE.
+ FOR CASH FOREIGN CURRENCY: THE MAXIMUM SALE RATE IS EQUAL TO THE PURCHASE RATE PLUS 0.5% OF THE PURCHASE RATE.
Article 2. THE FOREIGN EXCHANGE PURCHASE AND SALE RATES OF THE STATE BANK OF VIETNAM'S TRADING DEPARTMENT SHALL BE DIRECTED BY THE GOVERNOR OF THE STATE BANK OF VIETNAM IN ACCORDANCE WITH THE EXCHANGE RATE POLICY DIRECTION FOR EACH PERIOD.
Article 3. THIS DECISION SHALL TAKE EFFECT FROM THE DATE OF ISSUANCE AND REPLACE Decision No. 311/QD-NH7 dated November 21, 1996 of the Governor of the State Bank of Vietnam.
Article 4. THE HEADS OF THE GOVERNOR'S OFFICE, DIRECTORS OF THE FOREIGN EXCHANGE MANAGEMENT DEPARTMENT, DIRECTORS OF OTHER DEPARTMENTS AND CIRCULARS OF THE CENTRAL BANK, THE STATE BANK OF VIETNAM'S TRADING DEPARTMENT, DIRECTORS OF THE STATE BANK OF VIETNAM BRANCHES IN PROVINCES AND CITIES, GENERAL DIRECTORS AND DIRECTORS OF ORGANIZATIONS PERMITTED TO DEAL IN FOREIGN EXCHANGE, JOINT-VENTURE BANKS, AND FOREIGN BANK BRANCHES ARE RESPONSIBLE FOR IMPLEMENTING THIS DECISION.
