N ||| Article 1. Issued together with this Decision: Regulations on conditions for breeding and farming white shrimp.

N ||| Article 2. This Decision replaces Decision No. 176/QĐ-BTS dated March 1, 2006 of the former Ministry of Fisheries "Regarding the issuance of certain temporary regulations for white shrimp."

Article 3. This Decision shall take effect from the date of signature.

The Heads of the Office of the Ministry; Heads of Departments, Bureaus, Inspectors General of the Ministry, Heads of units under the Ministry; Directors of Provincial Departments of Agriculture and Rural Development; breeding and farming facilities of white shrimp; and other related units shall be responsible for implementing this Decision.

PART I

GENERAL PROVISIONS

N ||| Article 1. Purpose, subjects, and scope of application

1. Objective

N ||| To develop efficient white shrimp farming, ensuring safety for native shrimp species, contributing to biodiversity, and aiming towards sustainable white shrimp farming.

N ||| 2. Subjects and scope of application

N ||| b. Scope of application:N ||| Coastal provinces throughout the country.

Chapter II

N ||| BREEDING WHITE SHRIMP

N ||| Article 2. Conditions for breeding facilities

N ||| 1. Location of Breeding Station.

N ||| a. Must be within the area approved by competent authorities.

N ||| b. Convenient transportation, stable power supply for production.

N ||| c. Soil and water environment not contaminated by waste from residential areas, industrial zones, ports, oil and gas, and plant protection chemicals.

N ||| d. Area with stable saltwater and freshwater year-round.

N ||| - Saltwater:

N ||| Use water with salinity not less than 28‰, meeting the following chemical and physical requirements.

N ||| 2. Technical infrastructure requirements

N ||| a) Production tanks must ensure safety during production and meet the following criteria:

N ||| - For provinces in the Mekong Delta, breeding stations must be located within centralized breeding areas planned and strictly controlled by the Ministry, with a capacity of at least 500 million PL15 shrimp per station per year.

N ||| - For coastal provinces from Quang Ninh to Binh Thuan, breeding stations must be located within areas planned and strictly controlled by the Ministry and localities, with a capacity of at least 7923 million PL15 shrimp per station per year, increasing to at least 500 million PL15 shrimp per station per year starting from January 1, 2010.

N ||| b) Must have parent shrimp breeding tanks, spawning tanks, and egg-laying tanks. The floor where these tanks are placed must be coated with non-permeable materials that facilitate drainage, cleaning, and disinfection.

N ||| c) Separate tanks for larvae rearing and Artemia hatching must be arranged independently within covered houses, with appropriate lighting, and the floors where these tanks are placed must be coated with materials that facilitate drainage, cleaning, and disinfection.

N ||| d) Houses for storing and cultivating algae must be equipped with temperature control systems, neon lights, and clean water filtration and aeration equipment. Algae cultivation houses must maintain hygiene and sterility.

N ||| e) Water supply system for shrimp breeding stations including: source pump station, sedimentation tank, water treatment tank, water filtration tank, and filtered water storage tank must ensure sufficient clean water supply to meet the station's capacity.

N ||| f) Wastewater treatment system

N ||| - Drainage system must quickly discharge wastewater without causing stagnation during production, preventing pests and harmful organisms from entering the station through drainage channels.

N ||| - Wastewater treatment tank must process all wastewater from the system. Treated wastewater must meet the quality standards set by the Ministry of Fisheries.

N ||| - Wastewater storage tank must be separate from the production area to prevent reverse contamination.

N ||| g) House for machinery and warehouse for supplies and equipment

N ||| - Machinery house must not be adjacent to the water supply source or production area.

N ||| - Warehouse for supplies and equipment must be built separately from the machinery house.

N ||| 3. Must have technical staff with a diploma or higher in aquaculture.

Article 3. Quality Requirements for White Shrimp Parents

1. Origin of Parent Shrimp

a) Parent shrimp must be imported from breeding farms with origins from Hawaii. The shrimp must be quarantined by the aquatic veterinary authority before being acclimatized, domesticated, and matured. Breeding farms producing shrimp seeds must conduct tests for important diseases after the shrimp have passed quarantine. After the acclimatization and maturation period, shrimp weighing ≥ 40 grams each are selected as parent shrimp.

b) If parent shrimp are raised from postlarvae aged 12 to 15 days, they must meet the following standards:

- PL12-15 must be produced from disease-free parent shrimp or those with disease resistance capabilities, with origin certificates and quarantine certifications issued by authorized authorities.

2. Technical Requirements

a) Selecting parent shrimp for conditioning and maturation

The quality of parent shrimp for conditioning and maturation must meet the following technical standards:

- Weight: For male shrimp, it should not be less than 35(g); for female shrimp, it should not be less than 40(g).

- Appearance: The body should be intact, well-proportioned, the shell smooth without roughness or cracks; antennae should be 1.5 to 2.0 times the length of the body, and all appendages should be complete.

- Color: Natural color of the species.

- State of activity: Healthy, normal activity.

- Disease level: Free from Taura Syndrome Virus (TSV), White Spot Syndrome Virus (WSSV), Yellow Head Virus (YHV), Infectious Hypodermal and Hematopoietic Necrosis Virus (IHHNV), Baculovirus Penaeid (BP), etc.; free from bacterial pathogens.

- Reproductive organs: For male shrimp, Petasma should be intact, without marks, slightly swollen, white in color; for female shrimp, Thelycum should be intact, without marks, ovaries at stages I to III.

b) Selecting parent shrimp for spawning

The quality of parent shrimp for spawning must meet the following technical requirements:

- Appearance: The body should be intact, well-proportioned, the shell smooth without roughness or cracks, antennae should be 1.5 to 2.0 times the length of the body, and all appendages should be complete.

- Color: Natural color of the species.

- Weight: For male shrimp, weight should not be less than 40(g); for female shrimp, it should not be less than 45(g).

- Reproductive ducts: For male shrimp, the sperm sac should be swollen, without black spots, white in color; for female shrimp, the reproductive duct should be developed widely above the thoracic shield cavity and extend along the back to the tail, pink in color.

- Disease level: Free from viral pathogens (TSV, WSSV, YHV, IHHNV, BP, etc.), free from bacterial pathogens.

- Usage time of parent shrimp: Rearing and spawning can only be used for up to 5 to 6 months starting from the first spawning.

Article 4. Quality Requirements for White Shrimp Seedlings

1. Origin:

- White shrimp seedlings PL12 must be produced from parent shrimp that meet the quality requirements stipulated (in Clause 2 of Article 3).

- If white shrimp seedlings are imported, their size must be PL12 or larger, with clear origin and quarantine certification issued by authorized authorities.

2. Sensory Indicators

- State of activity: Shrimp swim in groups against the current around the edges of the rearing tank or bucket continuously, showing good reflexes when subjected to sudden loud noise or light.

- Appearance: All appendages should be complete, abdominal segments rectangular-shaped; head and body proportionate, without deformities; tail legs spread out in a V-shape while swimming.

- Color: Natural color of the species.

- Body length: Body length greater than 9 mm, shrimp uniform in size, variation ratio within the group not exceeding 10%.

3. Disease Level

- Bacterial disease: No pathogen present

- Fungal disease: No pathogen present

- Protozoan disease: Allowable under 10% of individuals in the sample infected

- Viral disease: No viral pathogens (TSV, WSSV, YHV, IHHNV, BP, etc.) present.

Article 5. Sanitation and Disease Prevention

1. Implement disinfection measures for personnel and equipment before entering the production area (in accordance with the internal regulations of the facility). Decontaminate and treat the farm system after each breeding cycle and after disease outbreaks.

2. Dedicated equipment and tools must be kept clean.

3. Store and use drugs, biological products, and feed in accordance with the regulations of the Fisheries Department (as stipulated in Decision No. 03/2007/QĐ-BTS).

Article 6. Management of Breeding Farm Activities

1. Maintain records and logs for each breeding cycle including: number of parent shrimp, individual weight, origin, health status, maturity level, number of eggs, fertilization rate, hatching rate, survival rate, disease symptoms (if any). Quantity, date of entry and exit of parent shrimp and seed shrimp...

2. Each batch of certified seed shrimp must be packaged and labeled with product information on the packaging (in accordance with current regulations).

 

Chapter III

WHITE SHRIMP FARMING

Article 7. General Requirements for White Shrimp Farming Areas

1. White shrimp may only be farmed: In southern provinces (Southeastern region and the Mekong Delta), white shrimp farming shall be intensive. From Quang Ninh to Binh Thuan, white shrimp farming shall meet investor needs and be within local shrimp farming planning areas.

2. White shrimp farming facilities must manage to prevent shrimp from escaping into surrounding water bodies.

3. Water supply and drainage systems in white shrimp farming facilities must be separate to avoid pollution.

4. Intensive white shrimp farming facilities (from Quang Ninh to the Mekong Delta) must comply with Industry Standard 28 TCN 191: 2004 Conditions for Ensuring Food Safety in Shrimp Farming Areas(attached).(attached).

Article 8. Disease Control

1. Prioritize preventive measures against diseases, disinfect personnel and equipment before entering production areas. Treat ponds/dams and production equipment after each harvest and after disease outbreaks.

2. Production facilities must cooperate with relevant authorities and provide all necessary conditions for these authorities to implement disease prevention and control.

3. Store and use drugs, biological products, and feed in accordance with regulations.

4. Investors in white shrimp farming must comply with supervision and inspection by management agencies, local and central veterinary services regarding disease control, and bear the costs of disinfection, decontamination, and eradication of pathogens during disease outbreaks.
