CIRCULAR
ISSUING REGULATIONS ON VOCATIONAL UPPER SECONDARY EDUCATION TRAINING THROUGH WORK-STUDY PROGRAMS

Pursuant to the Education Law on June 14, 2005; the Law Amending and Supplementing Certain Articles of the Education Law on November 25, 2009;
BASED ON THE GOVERNMENT DECREE NO. 178/2007/NĐ-CP OF DECEMBER 3, 2007 DEFINING THE FUNCTIONS, TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF MINISTRIES AND GOVERNMENTAL AGENCIES AT THE MINISTRY LEVEL;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
BASED ON THE GOVERNMENT DECREE NO. 31/2011/NĐ-CP OF MAY 11, 2011 AMENDING AND COMPLEMENTING CERTAIN PROVISIONS OF THE GOVERNMENT DECREE NO. 75/2006/NĐ-CP OF AUGUST 2, 2006 PROVIDING DETAILED GUIDELINES FOR IMPLEMENTATION OF CERTAIN PROVISIONS OF THE EDUCATION LAW;

The Minister of Education and Training decides:
Article 1. ATTACHED TO THIS CIRCULAR ARE THE REGULATIONS ON VOCATIONAL UPPER SECONDARY EDUCATION TRAINING THROUGH WORK-STUDY PROGRAMS.
Article 2. THIS CIRCULAR SHALL TAKE EFFECT FROM JANUARY 10, 2012. THIS CIRCULAR REPLACES THE DECISION NO. 13/2006/QĐ-BGD&ĐT OF APRIL 18, 2006 OF THE MINISTER OF EDUCATION AND TRAINING ON THE ISSUE OF REGULATIONS ON VOCATIONAL UPPER SECONDARY EDUCATION TRAINING THROUGH WORK-STUDY PROGRAMS.
Article 3. THE HEAD OF THE OFFICE, DIRECTOR OF THE PROFESSIONAL EDUCATION DEPARTMENT, HEADS OF THE RELATED UNITS UNDER THE MINISTRY OF EDUCATION AND TRAINING, DIRECTORS OF THE EDUCATION AND TRAINING DEPARTMENTS, HEADS OF THE ADMINISTRATIVE BODIES OF SCHOOLS, PRINCIPALS OF VOCATIONAL UPPER SECONDARY SCHOOLS, HEADS OF THE ENTITIES ASSIGNED THE TASK OF VOCATIONAL UPPER SECONDARY EDUCATION TRAINING, AND RELEVANT ORGANIZATIONS AND INDIVIDUALS SHALL BE RESPONSIBLE FOR ENFORCING THIS CIRCULAR./.
