Regulations on Economic and Technical Standards for Preventive Health Services

concerning HIV/AIDS Prevention and Control at Public Health Facilities

Pursuant to the Law on Prices dated June 19, 2023;

Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government stipulating the assignment of tasks, ordering goods or services, or tendering for the provision of public products and services using state budget funds from regular expenditure;

Pursuant to Decree No. 95/2022/NĐ-CP dated November 15, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;

Pursuant to the proposal of the Director of the HIV/AIDS Prevention and Control Department;

The Minister of Health issues this Circular stipulating economic and technical standards for preventive health services concerning HIV/AIDS prevention and control at public health facilities. This Circular stipulates economic and technical standards for preventive health services concerning HIV/AIDS prevention and control at public health facilities within the jurisdiction of the Ministry of Health. Article 2. Economic and Technical Standards for Preventive Health Services concerning HIV/AIDS Prevention and Control at Public Health Facilities

Article 1. Scope of Regulation

Economic and technical standards for preventive health services concerning HIV/AIDS prevention and control at public health facilities include:

1. Economic and technical standards for 17 counseling services for HIV/AIDS prevention and control as specified in Appendix I attached hereto.

2. Economic and technical standards for 12 services to determine drug addiction status as specified in Appendix II attached hereto.

This Circular takes effect from February 10, 2025.

The Director of the Department of HIV/AIDS Prevention and Control; the Director of the Department of Planning and Finance; the Heads of units under and affiliated with the Ministry of Health; the Directors of Provincial Health Departments; the Heads of agencies, organizations, and individuals concerned shall be responsible for implementing this Circular. During implementation, if there are difficulties or obstacles, it is recommended that agencies, organizations, and individuals promptly report them to the Ministry of Health (Department of HIV/AIDS Prevention and Control) for consideration and resolution.
