BASED ON THE GOVERNMENT DECREE NO. 86/2002/NĐ-CP OF NOVEMBER 5, 2002, PROVIDING THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF MINISTRIES AND GOVERNMENTAL BODIES AT THE MINISTRY LEVEL;
BASED ON THE GOVERNMENT DECREE NO. 85/2003/NĐ-CP OF JULY 18, 2003, PROVIDING THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF EDUCATION AND TRAINING;

Article 1. ATTACHED HERETO IS THE KHMER LANGUAGE TEACHING PROGRAM FOR OFFICIALS AND CIVIL SERVANTS WORKING IN ETHNIC REGIONS.
Article 2. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER ITS PUBLICATION IN THE OFFICIAL GAZETTE. THE KHMER LANGUAGE PROGRAM ATTACHED HEREWITH SHALL BE THE BASIS FOR COMPILING TEXTBOOKS AND TEACHING MATERIALS FOR THE KHMER LANGUAGE FOR OFFICIALS AND CIVIL SERVANTS WORKING IN ETHNIC REGIONS.
Article 3. THE HEAD OF THE OFFICE, THE DIRECTOR OF THE DEPARTMENT OF LIFELONG EDUCATION, THE HEADS OF THE RELATED UNITS UNDER THE MINISTRY OF EDUCATION AND TRAINING, THE DIRECTORS OF THE PROVINCE EDUCATION AND TRAINING DEPARTMENTS, THE CHAIRMEN OF THE PEOPLE'S COMMITTEES OF THE PROVINCES AND MUNICIPALITIES DIRECTLY UNDER THE CENTRAL GOVERNMENT, ARE RESPONSIBLE FOR IMPLEMENTING THIS DECISION.
