RESOLUTION

On the supervision program of the National Assembly in 2014

OF THE NATIONAL ASSEMBLY
SOCIALIST REPUBLIC OF VIET NAM

BASED ON THE CONSTITUTION OF THE SOCIALIST REPUBLIC OF VIETNAM IN 1992 AS AMENDED AND COMPLEMENTED BY RESOLUTION NO. 51/2001/QH10;

Pursuant to the Law on the Supervisory Activities of the National Assembly No. 05/2003/QH11;

Based on the consideration of the proposal of the National Ethnic Council, the Committees of the National Assembly, the Delegations of National Assembly deputies, the Central Committee of the Vietnam Fatherland Front; Report No. 414/TTr-UBTVQH13 dated May 2, 2013 of the Standing Committee of the National Assembly on the proposed supervision program of the National Assembly in 2014 and the opinions of the National Assembly deputies;

RESOLUTION:

Article 1.

The National Assembly conducts supreme supervision of the following contents:

1. At the seventh session:

- The National Assembly shall examine the supplementary report of the Government on the implementation of the socio-economic development plan and state budget for 2013; the situation of implementing the socio-economic development plan and state budget in the initial months of 2014 and other reports of relevant agencies as prescribed by law.

- Examine the Report on the results of supervising the handling of citizens' petitions sent to the sixth session of the National Assembly;

- Examine the Report of the Government on the implementation of the National Assembly's Resolutions on questioning and answering questions at the National Assembly sessions;

- Conduct questioning of some members of the Government, heads of sectors regarding their leadership and management activities within their respective fields;

- Special supervision The implementation of policies and laws on poverty reduction during the period from 2005 to 2012.

2. At the eighth session:

- The National Assembly shall examine the reports of the Government on the implementation of the socio-economic development plan and state budget estimate for 2014; the work reports of the National Assembly's agencies, the Government, the Supreme People's Court, the Supreme People's Procuracy and other reports of relevant agencies as prescribed by law;

- Examine the Report on the results of supervising the handling of citizens' petitions sent to the seventh session of the National Assembly;

- Examine the Report of the Government on the implementation of the National Assembly's Resolutions on questioning and answering questions at the National Assembly sessions;

- Conduct questioning of some members of the Government, heads of sectors regarding their leadership and management activities within their respective fields;

- Special supervision The implementation of economic restructuring in public investment, state-owned enterprises, and the banking system according to Resolution No. 10/2011/QH13 of the National Assembly on the Socio-Economic Development Plan for 2011-2015.

Article 2.

Based on the National Assembly's supervision program, the Standing Committee of the National Assembly, the National Ethnic Council, and the Committees of the National Assembly shall build and implement their own supervision programs and organize explanatory activities at the Councils and Committees; the Delegations of National Assembly deputies and National Assembly deputies shall proactively select contents based on actual conditions and circumstances to build programs, coordinate and conduct supervision activities, and report results in accordance with the provisions of law.

Article 3.

The National Assembly entrusts the Standing Committee of the National Assembly to organize the implementation of the Resolution on the National Assembly's supervision program in 2014; to direct, coordinate, and cooperate in the supervision activities of the National Ethnic Council and the Committees of the National Assembly; to guide the Delegations of National Assembly deputies and National Assembly deputies in conducting supervision activities; to direct continued research and improvement to enhance the quality and effectiveness of supervision activities; to direct the monitoring, urging, and summarizing of the results of handling supervisory recommendations, and to report the results of the supervision program at the final session of the National Assembly; to direct the improvement of advisory machinery and ensure conditions to enhance professionalism in service to facilitate smooth, high-quality, and effective supervision activities.

Relevant central and local agencies and organizations have the responsibility to closely cooperate with National Assembly agencies, Delegations of National Assembly deputies, and National Assembly deputies in supervision activities; to report and provide timely, accurate, and necessary information and documents related to the supervision content as required by the supervisory agency. Agencies subject to supervision must fully, promptly, and strictly implement post-supervision recommendations and report the results to the Standing Committee of the National Assembly. This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the Thirteenth Session, the Fifth Meeting on June 20, 2013.

Relevant central and local agencies and organizations have the responsibility to closely cooperate with National Assembly agencies, Delegations of National Assembly deputies, and National Assembly deputies in supervision activities; to report and provide timely, accurate, and necessary information and documents related to the supervision content as required by the supervisory agency. Agencies subject to supervision must fully, promptly, and strictly implement post-supervision recommendations and report the results to the Standing Committee of the National Assembly.

This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the Thirteenth Session, the Fifth Meeting on June 20, 2013./.
