Technical regulations for establishing administrative maps at all levels

The Government issues this Decree on management and development of industrial clusters.
Pursuant to Decree No. 12/2002/NĐ-CP dated January 22, 2002 of the Government on surveying and mapping activities;
Pursuant to Decree No. 21/2013/NĐ-CP dated March 4, 2013, promulgated by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
At the proposal of the Director of the Vietnam National Survey and Mapping Agency, the Head of the Science and Technology Department, and the Head of the Legal Affairs Department;
The Minister of Natural Resources and Environment issues the Circular stipulating technical regulations for establishing administrative maps at all levels.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular sets out technical requirements for establishing administrative maps at all levels.
Article 2. Applicability
This Circular applies to state management agencies on surveying and mapping; organizations and individuals, both domestic and foreign, related to the work of establishing, updating, reprinting, using, and managing administrative maps at all levels.
Article 3. Explanation of Terms
In this Circular, the following terms are understood as follows:
1. Administrative map is a specialized map with professional elements reflecting territorial division and administrative unit management according to the provisions of the Socialist Republic of Vietnam.
2. National administrative map includes national administrative maps with scales from 1:3,500,000 upwards; provincial administrative maps, district administrative maps, and administrative maps of various levels within collections of maps with scales determining the area of territory fitting within paper sizes from A3 upwards.
3. Other administrative maps include national administrative maps with scales smaller than 1:3,500,000; provincial administrative maps, district administrative maps, and administrative maps of various levels within collections of maps with scales determining the area of territory fitting within paper sizes smaller than A3.
4. Digital administrative map is an administrative map digitized from existing administrative maps or established from digital data.
5. Auxiliary map is a map or diagram with a scale smaller or larger than the established map; auxiliary maps with smaller scales are intended to provide a general overview of the location of administrative units established in the map; auxiliary maps with larger scales are intended to extract territories of administrative units established in the map and can only be established when the content of the established map cannot clearly and fully reflect such information.
Article 4. Types of administrative maps at all levels
Administrative maps at all levels include:
1. National administrative map is an administrative map reflecting the division and administrative management of provinces within the territory of Vietnam including land, islands, and archipelagos.
2. Provincial administrative map (hereinafter referred to as provincial administrative map) is an administrative map reflecting the division and administrative management of districts and communes within the territory of a province or centrally governed city.
3. District administrative map is an administrative map reflecting the division and administrative management of communes within the territory of a district, town, or centrally governed city within a province.
4. Collection of national administrative maps is a collection of maps containing provincial administrative maps within the territory of Vietnam with the same size.
5. Collection of provincial administrative maps is a collection of maps containing district administrative maps within a provincial administrative unit with the same size.
6. Collection of district administrative maps is a collection of maps containing commune, ward, and town administrative maps within a district administrative unit with the same size.
Article 5. Mathematical basis for administrative maps at all levels
1. National administrative maps use a conical equal-area projection with parameters: two standard parallels at 11 degrees North latitude.° degrees North, 21° degrees North; central meridian at 108° degrees East; origin parallel at 4 ° North latitude.
2. Provincial administrative maps and district administrative maps apply the National Geodetic Reference System and National Coordinate System VN-2000: Ellipsoid WGS-84 globally; major semi-axis is 6378137.0 meters; flattening ratio is 1:298.257223563; use a transverse cylindrical equal-area projection with zone number 6; scale factor k0 = 0.9996; the central meridian of each province and centrally governed city is specified in Appendix 4 attached to this Circular; National Height System of Vietnam.° with a scale factor k0 = 0.9996; the central meridian of each province and centrally governed city is specified in Appendix 4 attached to this Circular; National elevation system of Vietnam.
3. Collections of administrative maps containing which types of administrative maps shall follow the corresponding mathematical basis as stipulated in Clause 1 and Clause 2 of this Article.
Article 6. Accuracy of Administrative Maps at Various Levels
1. The length error of the map frame edge ≤ 0.2 mm; the diagonal error of the map ≤ 0.3 mm; the distance between the coordinate point and the corner of the map frame ≤ 0.2 mm compared to the theoretical value.
2. Limiting errors for planimetric positions
a) The planimetric position error of national coordinate points ≤ 0.3 mm according to the map scale;
b) The planimetric position error of geographic objects on the map relative to national coordinate points: For plains areas ≤ 1.0 mm; for mountainous and midland areas ≤ 1.5 mm.
3. In cases where symbols on the map are adjacent, it is permissible to shift objects with lower accuracy while ensuring a spacing of ≤ 0.3 mm between objects.
4. Elevation error due to displacement of contour lines during generalization ≤ 1/2 of the uniform height interval. In difficult-to-reach mountainous areas, the error may be increased to 1 uniform height interval.
5. Height and depth annotations should be rounded to the nearest meter unit.
Article 7. Content of Administrative Maps at Various Levels
The content of administrative maps at various levels includes:
1. Mathematical basis elements: Map frame; meridian and parallel grid; national coordinate points and elevations; scale annotation and scale bar.
2. Specialized elements: National borders and administrative boundaries.
3. Geographic base elements: Hydrology; topography; population; socio-economic aspects; transportation.
4. Other elements: Map title; legend; population area table; supplementary maps; agency management name; map creation unit name; source and origin of data; publisher name and responsible person; printing unit name; publication permit information; copyright; year of publication.
Article 8. Tasks for Creating Administrative Maps at Various Levels
1. Scientific editing.
2. Technical editing.
3. Construction of author's draft in digital form.
4. Final editing of the author's draft.
5. Inspection and acceptance.
6. Packaging and submission of products.
Article 9. Documentation for Creating Administrative Maps at Various Levels
1. Primary documentation
a) Administrative maps of a locality shall be established based on administrative boundary maps in the administrative boundary dossier of that locality provided by the competent state authority;
b) National border documentation provided by the competent state authority;
c) National geographic database, national topographic maps; current land use databases and maps; cadastral databases and maps provided by the competent state authority;
d) Legal regulations and administrative boundary adjustment documentation up to the time of map establishment;
đ) International place names list; administrative place names list; provincial-level place names lists for population, mountains, waterways, and socio-economic aspects; sea, island, and archipelago place names lists issued by the Ministry of Natural Resources and Environment.
2. Supplementary documentation
a) Specialized documentation on topography, hydrology, population, transportation, and socio-economic aspects;
b) Statistical and other maps of the locality related to the map to be established.
3. Selected documentation must be the most recent; have a scale equal to or larger than the closest scale of the map to be established.
Article 10. New Establishment and Reprinting of Administrative Maps at Various Levels
1. New establishment of administrative maps when administrative units on the map are subject to merger or division decisions by the competent state authority.
2. Reprint of administrative maps with revisions
a) Administrative maps at various levels implemented by the Ministry of Natural Resources and Environment or by provinces must be reprinted with revisions every five years;
b) When administrative maps have not reached their reprint cycle but there has been a change in content of 25% or more in reality, the maps need to be reprinted with revisions.
3. Reprint of administrative maps without revisions when there is actual demand for use and the map content remains current..
SCIENTIFIC EDITING OF ADMINISTRATIVE MAPS AT VARIOUS LEVELS
Chapter II
TECHNICAL REGULATIONS
Section 1
1. Scientific editing is based on research and field surveys of the locality for which the map is being created; current status of documentation; size and scale of the map to be established, and according to the provisions of the competent authority.
Article 11. Scientific Editing
2. Scientific editing includes the following contents:
a) Determination of scale and layout;
b) Development of a scientific editing outline.
3. For the creation of state administrative maps, scientific editing involves drafting a Project or Technical Design - Budget for the administrative map.
4. Scientific editing must be approved by the competent authority.

Article 12. Determining the Scale of Maps
1. The scale of the national administrative maps of the state shall be as follows: 1:1,000,000, 1:1,500,000, 1:2,200,000, 1:3,500,000.
2. The scale of the provincial administrative maps of the state shall be specified in Appendix 4 issued together with this Circular.
3. The scale of the district administrative maps of the state shall be selected to ensure that the territory fits within the size of paper A3, A2, A0, 2A0, 4A0 depending on the purpose of use and ensuring economic efficiency.
4. The scale of administrative maps, village maps in the set of national administrative maps, provincial administrative maps, and district administrative maps shall be selected to ensure that the territory fits within the size of paper A4 or A3; the scale of maps in the set of administrative maps must ensure consistency and ease of comparison among them.
5. The scale of other level administrative maps shall be determined appropriately according to their intended purposes.
6. The denominator of the scale of administrative maps must be an even thousand unit.
Article 13. Determining the Layout of Maps
1. National Administrative Maps of the State
a) The map must fully represent the territory of Vietnam including land, islands, archipelagos; particularly it must fully represent the sea, islands, and archipelagos according to the regulations of the competent state agency;
b) The frame of the map is rectangular and presented according to the model at Appendix 1 issued together with this Circular;
c) The map represents the territory within the range of longitude from 102 degrees East; latitude from 04 degrees 30' North;° - 118 ° East longitude; latitudes from 04 ° 30’ - 23 ° 30' North latitude;
d) The name of the map must be the full name of the country: Socialist Republic of Vietnam; placed in a prominent position above the northern frame of the map;
đ) Below the southern frame of the map, the scale of the map and scale bar; the name of the managing agency; the name of the map-making unit; the name and source of the founding materials; the name of the publisher and the person responsible for publishing; the name of the printing unit; publication permit information; copyright; year of publication must be clearly recorded;
e) The legend is arranged in the area outside the territory of Vietnam;
g) Depending on the purpose of use, tables of area, population, and population density of provinces and centrally-administered cities and additional maps may be added outside the territory of Vietnam;
h) Other information is reasonably arranged below the southern frame of the map.
2. Provincial Administrative Maps, District Administrative Maps of the State
a) Fully represent the territory of the administrative unit established at the center of the map; in adjacent national territory, only the names of administrative units of the same level are shown without showing geographical elements; if there is a maritime territory, the coastline is shown up to the edge of the map frame;
b) The frame of the map is rectangular and presented according to the model at Appendices 5a and 5b issued together with this Circular;
c) The name of the map must be the full name of the provincial or district administrative unit; placed in a prominent position above or below the northern frame of the map;
d) The map is divided into pieces and numbered when there are two or more pieces; natural numbers are used for numbering and follow the principle of numbering from north to south, from east to west;
đ) Below the southern frame of the map, the scale of the map, scale bar, the name of the managing agency; the name of the map-making unit; the name and source of the founding materials; the name of the publisher and the person responsible for publishing; the name of the printing unit; publication permit information; copyright; year of publication must be clearly recorded;
e) Legend; additional maps; tables of area, population of provinces or centrally-administered cities or tables of area, population of districts, towns, or additional maps are arranged in appropriate positions outside the territory;
g) Other information is reasonably arranged outside, below the southern frame of the map.
3. Set of National Administrative Maps of the State
a) The structure of the set of national administrative maps of the state must fully reflect all administrative units of the administrative unit to be represented; depending on the purpose of use, additional supplementary maps and statistical tables can be added to clarify specialized contents when the administrative maps in the set cannot adequately represent them;
b) The arrangement of pages in the set of national administrative maps of the state ensures logical consistency according to the principle: From general to specific; from higher to lower levels; from abstract to concrete; the provincial and district administrative maps in the set are ordered geographically from higher to lower latitudes, from smaller to larger longitudes;
c) The layout of each page in the set of national administrative maps of the state ensures completeness and consistency and applies corresponding to the provisions of Clause 1 and Clause 2 of this Article;
d) The structure of the set of national administrative maps of the state is as follows: Cover; cover liner; publication procedures; foreword; table of contents; symbols; national administrative map; provincial administrative maps within the territory of Vietnam; table of administrative place names, areas, populations of district and provincial administrative units; table of place names in the set;
đ) The structure of the set of provincial administrative maps of the state is as follows: Cover; cover liner; publication procedures; foreword; table of contents; symbols; provincial administrative map of the administrative unit establishing the map; district administrative maps of the administrative unit establishing the map; table of administrative place names, areas, populations of district and commune administrative units of the administrative unit establishing the set of maps;
e) The structure of the set of district administrative maps of the state is as follows: Cover; cover liner; publication procedures; foreword; table of contents; symbols; village maps; table of administrative place names, areas, populations of commune administrative units of the administrative unit establishing the set of maps; table of place names in the set.
4. Other Administrative Maps
Depending on the purpose of use and type of administrative map, the structure and layout should be determined appropriately but must ensure the integrity of the territory and comply with the corresponding provisions in Points a, b, and c of Clauses 1, 2, and 3 of this Article.
Article 14. Construction of the Scientific Editing Outline
1. The scientific editing outline is constructed based on research and field surveys to establish maps; current status of materials; size and scale of the required maps, and according to the regulations of the competent authority.
2. The contents of the scientific editing outline include:
a) Objectives and requirements;
b) Geographic characteristics of the territory;
c) Materials and directions for using materials;
d) Layout and content of the map;
đ) Technological solutions applied to establish the map.
3. The scientific editing outline must be approved by the competent authority.
Section 2
TECHNICAL EDITING OF ADMINISTRATIVE MAPS AT ALL LEVELS
Article 15. Technical Editing
1. Technical editing is constructed based on the study of the content and technical requirements of the approved scientific editing.
2. Technical editing includes the following contents:
a) Collection and evaluation of materials;
b) Development of detailed editing plans;
c) Design of symbol libraries, classification of content elements.
Article 16. Collection and Evaluation of Materials
1. Collect materials according to the provisions of the approved scientific editing outline.
2. Evaluate and determine appropriate usage schemes according to the provisions of the approved scientific editing outline.
Article 17. Development of Detailed Editing Plans
1. Detailed editing plans to guide the implementation of content editing and presentation for each map based on the provisions of the approved scientific editing outline.
2. Detailed editing plans include the following contents:
a) Schemes for processing and using existing materials;
b) Identification of materials or information still needed to be collected and supplemented through field investigations;
c) Specificization of indicators representing content on administrative maps suitable for the geographic characteristics of each area of the map being established.
Article 18. Design of Symbol Libraries, Classification of Content Elements
1. Design of symbol libraries ensuring the following requirements:
a) The system of symbols used to present the map is designed within the map establishment editing environment;
b) Symbols designed must comply with the models specified in Appendices 2, 3, 6, and 7 issued together with this Circular;
c) For content elements not regulated in Appendices 2, 3, 6, and 7 issued together with this Circular, it is necessary to design supplementary symbols. Supplementary symbols must ensure aesthetic quality and harmony with the models in Appendices 2, 3, 6, and 7 issued together with this Circular.

2. Design of symbol libraries, classification of content elements, data storage directories must ensure completeness, logic, ease of editing and data search operations, and suitability for the map establishment editing environment.
3. Symbol libraries, classification of content elements used to build digital author's versions of national administrative maps are applied according to technical standards issued by competent state authorities. Other administrative maps are encouraged to apply these technical standards.
Section 3
CONSTRUCTION OF DIGITAL AUTHOR'S VERSIONS OF ADMINISTRATIVE MAPS AT ALL LEVELS
ADMINISTRATIVE LEVELS
Article 19. Construction of Digital Author's Versions
Construction of digital author's versions includes the following contents:
1. Preparation of materials.
2. Development of mathematical foundations.
3. Editing of content elements.
4. Field investigation for current adjustments.
5. Updating investigation results.
6. Standardizing the content of digital author's versions.
Article 20. Preparation of Documents
1. Study technical research and related documents.
2. Prepare map documents, databases, and software for use.
3. Copy standard files to the specified directories.
4. Establish storage directories.
Article 21. Establishment of Mathematical Basis
1. National Administrative Maps of the State
a) Map frame: The eastern and western frames parallel with the meridian axis; the northern and southern frames perpendicular to the meridian axis;
b) Maps are divided into pieces and numbered when there are two or more pieces; natural numbers are used for numbering according to the principle from north to south, from west to east;
c) National administrative maps have a longitude and latitude density of 2 x 20° at all scales;° d) National coordinate points and elevations have a quantity of 2 to 4 points in each geographic region forming the map; this content may not be reflected in national administrative maps at a scale of 1:3,500,000;
đ) Record the scale ratio and scale bar on the map.
2. Provincial and district administrative maps
c) For provincial and district administrative maps, the longitude and latitude density is as shown in Table 1:
a) Map frame: The eastern and western frames parallel with the meridian axis; the northern and southern frames perpendicular to the meridian axis;
b) Maps are divided into pieces and numbered when there are two or more pieces; natural numbers are used for numbering according to the principle from north to south, from west to east;

b) Depending on the purpose of the map establishment, choose the longitude and latitude grid density as even degrees or even minutes as appropriate.
Article 22. Editing Content Elements
1. The content elements of the established map must be edited according to the format and administrative map layer classification regulations selected in the scientific editing outline.
2. Select, generalize, and present the content elements of the administrative map to ensure the content criteria stipulated in Articles 26, 27, 28, and 29 of this Circular depending on the type of administrative map established.
3. Print for field survey purposes.
Article 23. Field Survey and Adjustment
Field survey and adjustment work includes:
1. Verify and adjust existing content elements on the map according to actual conditions.
2. Supplement new content elements appearing on the ground.
3. Collect documents, maps, data, and legal normative texts serving for updating and editing in the office.
Article 24. Updating Survey Results
1. Digitize the results of field survey and adjustment and information collected from local documents onto the author's draft map.
2. Updated contents must meet the following requirements:
a) Ensure the accuracy of the established map;
b) Ensure correctness and completeness according to the field survey results;
c) Ensure consistency with existing content on the map.
Article 25. Standardization of Digital Author's Draft Content
1. Present map content elements according to regulations and ensure:
a) The positional relationship and spacing between elements on the map. Element displacement follows the principle that less accurate elements follow more accurate ones;
b) Annotations on the map must correspond to the geographical objects requiring annotation.
2. Present other elements: Supplementary maps; area and population tables; explanatory notes and other contents.

Article 26. Content Indicators for the National Administrative Map
1. Mathematical basis factors as prescribed in Clause 1 of Article 21.
2. Border and administrative boundary factors
a) Fully display national land borders and baseline routes;
b) Fully display provincial administrative boundaries that have been determined and those yet to be determined, and administrative territorial divisions at the provincial level;
c) Fully display the centers of provincial administrative units;
d) Note the names of provincial administrative units.
3. Hydrographic factors
a) Display the coastline up to the inner frame of the map; generalize according to the scale of the map while retaining the distinctive features of each type of coastline and major river mouths;
b) Display all islands and island groups of Vietnam according to the following criteria: islands with an area ≥ 0.5 mm on the map are shown according to scale; islands with an area < 0.5 mm on the map are shown using non-proportional symbols and may be selected to ensure shape, orientation, and distribution density; priority should be given to islands related to national borders and administrative boundaries; distinguish coral islands from other types of islands; underwater rocks, shoals, and other features in the sea as required by competent state authorities;2 on the map are represented at scale; islands with an area < 0.5 mm2 on the map are shown by non-proportional symbols and may be selected to ensure shape, orientation, and distribution density; islands related to national border factors and administrative boundaries are prioritized for selection; distinguishing coral islands from other islands; rocks, submerged reefs, shoals, and other features in the sea according to the requirements of the competent state agency;
c) Representing basic characteristics of river systems; rivers, streams, canals with a length ≥ 2 cm on the map; depending on the geographical features of each region, this criterion may be increased or decreased by up to 1 cm; representing rivers, streams, canals related to national borders and administrative boundaries;
d) Rivers, streams, canals with a width ≥ 0.5 mm on the map are represented at scale; those with a narrower width are shown with a single line and the line weight decreases gradually towards the upstream direction. Single-line representations of rivers, streams, canals must ensure distribution density and shape;
c) Display basic characteristics of river systems; rivers, streams, canals, and ditches with a length ≥ 2 cm on the map; adjust this criterion up or down by 1 cm based on the geographic characteristics of each region; display rivers, streams, canals, and ditches related to national borders and administrative boundaries;2 on the map; lakes < 10 mm2 related to national border factors, administrative boundaries, or water-scarce areas;
d) Rivers, streams, canals, and ditches with a width ≥ 0.5 mm on the map are displayed according to scale; narrower rivers and streams are shown with a single line and the line weight decreases gradually towards the upstream direction; single-line rivers, streams, canals, and ditches must ensure distribution density and shape;2islands, sandbars < 10 mm2 and ≥ 0.5 mm2 e) Display lakes with an area ≥ 10 mm on the map; lakes < 10 mm on the map that are related to national borders and administrative boundaries or water-scarce areas;
g) Record hydrographic place names as follows:
Names of seas, bays, harbors, straits, major river mouths; names of rivers with a length ≥ 7 cm on the map; lakes with an area ≥ 25 mm2 f) Display river deltas, sandbars on rivers with an area ≥ 2 mm on the map; sandbars < 10 mm and ≥ 0.5 mm on the map that are related to national borders and administrative boundaries;
Names of large islands, archipelagos; the names of district and provincial administrative units in charge and the name of the Socialist Republic of Vietnam must be noted alongside the names of islands, archipelagos, rocks, submerged reefs, shoals, and other features according to the requirements of the competent state agency;
g) Note hydrographic place names as follows: names of seas, bays, harbors, straits, large river mouths; names of rivers with a length ≥ 7 cm on the map; lakes with an area ≥ 25 mm on the map;
Names of major islands, island groups; must note the name of the district, provincial administrative unit in charge and the name of the State of Vietnam along with the names of islands, island groups, underwater rocks, shoals, and other features as required by competent state authorities;
Note the names of geographical objects related to national borders and administrative boundaries.2 f) Display river deltas, sandbars on rivers with an area ≥ 2 mm on the map; sandbars < 10 mm and ≥ 0.5 mm on the map that are related to national borders and administrative boundaries;
4. Topographic factors2 a) On the national administrative map, contour lines are not indicated; display depth equal lines and depth layers as follows: 200 m, 1500 m, 4000 m; note depth points with a density of 4 points/1dm;
b) Display special terrain areas: swamps, sand dunes larger than 1 cm on the map; distinguish dry and wet sand dunes;
c) Display the positions of the highest and most distinctive mountains in the country, mountain peaks with names located on national borders and administrative boundaries; note the height and name of the mountain peak;
d) The national administrative map at a scale of 1:3,500,000 may not display topographic factors as prescribed in Points a, b, and c of Clause 4 of this Article.
5. Population factors
a) Selectively display population points. Display population points using non-proportional symbols, classified by population size as follows:
Population points with a population of 1,500,000 people or more;
Population points with a population of 500,000 to less than 1,500,000 people;
Population points with a population of 250,000 to less than 500,000 people;
Population points with a population of 100,000 to less than 250,000 people;
Population points with a population of 50,000 to less than 100,000 people;
Population points with a population of less than 50,000 people.
b) Fully display population points of cities and towns; select townships to be displayed appropriately based on the map's capacity;
c) Selectively display rural population points. Prioritize population points with larger populations, named landmarks, or those with directional significance while ensuring distribution density;
d) Note the names of all selected and classified population points as follows: capital city, centrally-administered city; province-level city; township; rural population points;
e) Distinguish population points that are provincial and district administrative centers.
6. Economic and social factors
Selectively display historical and cultural relics, scenic spots ranked at the national level; selectively display other representative economic and social objects at the national level.
7. Transportation and related objects
a) Display railways, roads, maritime routes, and related objects; the level of detail must be appropriate to the map scale and ensure the distinctiveness and systematic nature of the transportation network;
b) Display all currently operational national railway lines; display main stations and note station names if possible;
c) Classify roads according to management level: National highways, provincial roads, district roads, other roads;
Fully display national highways and note their names; selectively display provincial and district roads; other roads are only displayed when connecting to population points; prioritize displaying roads related to national borders and administrative boundaries;
d) Display all maritime routes and international ports, including noting their names; selectively display inland maritime routes and ports that are representative of a region;
e) Display the locations of all international airports, including noting their names. Inland airports are selectively displayed. Military airports are not displayed.
8. Place names on the map
Vietnamese and foreign place names are displayed according to the provisions of:
a) Circular No. 23/2011/TT-BTNMT dated July 6, 2011, issued by the Minister of Natural Resources and Environment regarding National Technical Regulations on Standardization of Place Names for Map Compilation (QCVN 37:2011/BTNMT);
b) Decision No. 24/2007/QĐ-BTNMT dated December 31, 2007, issued by the Minister of Natural Resources and Environment regarding the List of International Place Names to be Displayed on Maps;
c) Other lists of place names issued by the Ministry of Natural Resources and Environment.
a) Show the names of provinces and centrally governed cities accompanied by the latest figures published by authorized state agencies;
b) The figures include: Natural area with unit km2, population with unit person, population density with unit person/km2;
c) The principle of arrangement is as follows:
According to eight natural geographic regions: Northwest, Northeast, Red River Delta, North Central Coast, South Central Coast, Central Highlands, Southeast, and Mekong Delta; Within each natural geographic region, the names of administrative units are arranged in the following order: Capital city, centrally governed city, province; according to the alphabetical order of the Vietnamese language.
10. Other factors
a) The map name must be the full name of the country: Socialist Republic of Vietnam;
b) The legend must fully explain all symbols on the map; the content is arranged in the following order: specialized factors, geographic background factors, other factors;
c) Other information: Fully and accurately record the name of the supervising agency; the name of the unit that established the map; the name and source of the document for establishing the map; the name of the publisher and the person responsible for publishing; the name of the printing unit; publication license information; copyright; year of publication.
11. Contents outside the territory of Vietnam
a) Specialized factors within foreign territories only show national borders and note the name of the country;
b) Geographic background factors are represented similarly to the criteria set out in Clauses 1, 2, 3, 4, 5, 6, 7, and 8 of this Article. It is permissible to generalize and reduce up to 30% of the content criteria according to the principle of generalizing maps.
Article 27. Content Criteria for Administrative Maps at Provincial and District Levels
1. Mathematical basis factors as stipulated in Clause 2, Article 21 issued together with this Circular.
2. Border and administrative boundary factors
a) Fully display the national land border;
b) Fully display provincial, district, commune administrative boundaries that are defined and undefined; administrative divisions at the district and commune levels according to corresponding administrative boundaries;
c) On provincial administrative maps, show all provincial and district administrative boundary markers; all commune administrative boundary markers with three or more sides and include annotations;
d) On district administrative maps, show all provincial, district, and commune administrative boundary markers and include annotations;
đ) Fully display the locations of the People's Committee offices at the provincial, district, and commune levels;
e) Annotate the names of district and commune administrative units.
3. Hydrographic factors
a) The coastline should extend to the inner frame of the map; depending on the scale of the map, generalize while retaining the distinctive features of each type of coastline and major river mouths;
b) Display Vietnamese islands according to the following criteria: Show all islands with an area ≥ 0.5 mm2 on the map according to the scale; islands with an area <0.5mm2 on the map can be shown non-proportionally but must ensure shape, direction, and distribution density; prioritize islands related to national borders and administrative boundaries; distinguish between coral islands, other islands, rocks, shoals, and other types of reefs according to the requirements of authorized state agencies;
c) Display basic characteristics of river systems; rivers, streams, canals, and ditches with a length ≥ 5 cm on the map; adjust this criterion up or down by 2 cm based on the geographical features of each area. Prioritize displaying rivers, streams, canals, and ditches related to national borders and administrative boundaries;
d) Rivers, streams, canals, and ditches with a width ≥ 0.7 mm on the map should be displayed proportionally; those with a narrower width should be drawn with a single line and the line weight should gradually decrease towards the upstream. Selectively display single-line rivers, streams, canals, and ditches to ensure density and distribution shape;
c) Display basic characteristics of river systems; rivers, streams, canals, and ditches with a length ≥ 2 cm on the map; adjust this criterion up or down by 1 cm based on the geographic characteristics of each region; display rivers, streams, canals, and ditches related to national borders and administrative boundaries;2 on the map; lakes < 10 mm2 related to national border factors, administrative boundaries, or water-scarce areas;
d) Rivers, streams, canals, and ditches with a width ≥ 0.5 mm on the map are displayed according to scale; narrower rivers and streams are shown with a single line and the line weight decreases gradually towards the upstream direction; single-line rivers, streams, canals, and ditches must ensure distribution density and shape;2islands, sandbars < 10 mm2 and ≥ 0.5 mm2 e) Display lakes with an area ≥ 10 mm on the map; lakes < 10 mm on the map that are related to national borders and administrative boundaries or water-scarce areas;
g) Record hydrographic place names as follows:
Names of seas, bays, harbors, straits, major river mouths; names of rivers with a length ≥ 7 cm on the map; lakes with an area ≥ 25 mm2 f) Display river deltas, sandbars on rivers with an area ≥ 2 mm on the map; sandbars < 10 mm and ≥ 0.5 mm on the map that are related to national borders and administrative boundaries;
Names of large islands and all island groups; must include annotations with the names of the managing district and province, and the name of the Socialist Republic of Vietnam according to the requirements of authorized state agencies;
Prioritize annotating geographic objects related to national borders and administrative boundaries.
Names of major islands, island groups; must note the name of the district, provincial administrative unit in charge and the name of the State of Vietnam along with the names of islands, island groups, underwater rocks, shoals, and other features as required by competent state authorities;
a) Choose appropriate contour intervals according to the map scale and terrain characteristics of the area as specified in Table 2:

b) Display elevation points with a density of 5 - 6 points/1dm2 according to the map scale. Elevation points chosen are characteristic ones including: Mountain peaks, saddles, highest and lowest points in the area;
c) Display sand dunes and swamps with an area on the map ≥ 1 cm2;
d) Display rocky terrain with an area on the map ≥ 1 cm2; sinkholes with an area on the map ≥ 1 mm2 according to the map scale; karst areas with smaller sinkholes than specified should be selectively displayed to ensure characteristic distribution;
đ) Annotate names of mountain ranges, mountains, and characteristic mountain peaks. Prioritize selecting names of mountains and mountain ranges related to national borders and administrative boundaries.
d) The national administrative map at a scale of 1:3,500,000 may not display topographic factors as prescribed in Points a, b, and c of Clause 4 of this Article.
a) Display and differentiate urban and rural populations;
b) Urban populations are displayed using two forms: planimetric symbols and non-proportional symbols;
c) Display planimetric symbols for all urban settlements with an area on the map ≥ 50 mm2 including: Boundary lines of urban settlements and main streets; urban settlements with an area < 50 mm2 are displayed using non-proportional symbols;
d) Rural settlements with an area on the map ≥ 100 mm2 are displayed using planimetric symbols including: Boundary lines of the most concentrated settlement area and main roads;
Rural settlements with an area on the map < 100 mm2 are displayed using non-proportional symbols. Prioritize selecting settlements with historical and cultural relics, scenic spots of national and provincial significance, and those related to national borders and administrative boundaries;
The display density is 10 points/1dm2. In special cases, the density limit can be adjusted to fit the map's capacity;
Scattered settlements along linear features use scattered house symbols and ensure distribution density;
đ) Select annotations for settlement names suitable for the map's capacity in central city, town, and township areas.
e) Distinguish population points that are provincial and district administrative centers.
Show all national-level and provincial-level historical sites, architectural art sites, archaeological sites, and scenic spots. Other socio-economic objects should be selectively displayed.
Selectively display historical and cultural relics, scenic spots ranked at the national level; selectively display other representative economic and social objects at the national level.

e) Show all operational international and domestic seaports and annotate their names;
g) Show all international and domestic airports and annotate them. Military airports shall not be shown;
e) Display the locations of all international airports, including noting their names. Inland airports are selectively displayed. Military airports are not displayed.
Place names on the map shall be displayed in accordance with Circular No. 23/2011/TT-BTNMT dated July 6, 2011, issued by the Minister of Natural Resources and Environment regarding National Technical Regulations for Standardizing Place Names for Map Compilation Work (QCVN 37:2011/BTNMT); other place name lists issued by competent state agencies;
9. Table of area and population of provincial and district administrative units
a) For provincial administrative maps, fully display the names of all district and commune administrative units within the province; for district administrative maps, fully display the names of all commune administrative units within the district;
b) The accompanying data includes: natural area, unit is km2; population, unit is person; population density, unit is person/km2 based on the latest figures published by competent state agencies;
c) Principles for arranging names and data:
Administrative unit names shall be arranged in the following order: provincial city, district, town, county, and alphabetically in Vietnamese;
Within each provincial city, district, town, and county, administrative unit names shall be arranged in the following order: urban wards, central townships, other townships, communes, and alphabetically in Vietnamese;
10. Supplementary maps include:
a) Supplementary maps for provincial administrative maps are nationwide administrative maps with scales suitable for the blank space on the main map; map content as stipulated in Article 29 of this Circular;
b) Supplementary maps for district administrative maps are provincial administrative maps with scales suitable for the blank space on the main map; map content as stipulated in Article 29 of this Circular;
c) The scale, mathematical basis, content, and color symbols of supplementary maps must be consistent with the main map;
11. Central administrative maps include:
a) Central city maps for provincial administrative maps and central administrative maps for district administrative maps;
b) Central administrative maps shall only be designed when the main map cannot clearly display administrative boundary elements;
c) Design principles: Choose a larger scale that is a multiple of the main map's scale. The mathematical basis of the map follows Clause 2 of Article 5; content follows Clauses 2, 3, 4, 5, 6, 7, and 8 of this Article;
12. Other elements
a) The map title must be the name of the province or centrally-administered city for provincial administrative maps or the name of the district, county, city, or town within the province for district administrative maps, followed by the phrase: Administrative Map;
b) The legend must fully explain all symbols on the map; the content is arranged in the following order: specialized factors, geographic background factors, other factors;
c) Other information: Fully and accurately record the name of the supervising agency; the name of the unit that established the map; the name and source of the document for establishing the map; the name of the publisher and the person responsible for publishing; the name of the printing unit; publication license information; copyright; year of publication.
Article 28. Content of the Set of National Administrative Maps
1. The national administrative maps of the entire country, provincial administrative maps, and district administrative maps in the set of national administrative maps shall have contents similar to those of the national administrative maps of the entire country, provincial administrative maps, and district administrative maps stipulated in Articles 26 and 27 of this Circular.
2. It is permitted to generalize the content indicators according to scale and purpose of using the map based on the following principles:
a) Mathematical base elements of pages in the set include internal frame, meridian and parallel grid, scale, and scale bar;
b) Professional elements must accurately represent national borders, administrative boundaries; islands, archipelagos, rocks, submerged reefs, shoals, and other features with accompanying name and sovereignty notes belonging to Vietnam's territory as required by competent state management agencies;
c) Geographic base elements are represented as follows:
Elevation points and names of prominent mountains within the administrative unit where the map is established;
Hydrographic, demographic, transportation, socio-economic elements of pages in the set of maps may be generalized according to cartographic principles suitable for the scale of the map; ensuring consistency in technical indicators across pages in the set.
Article 29. Content of Other Administrative Maps
1. Administrative maps of various types shall have content indicators similar to those of corresponding national administrative maps stipulated in Articles 26, 27, and 28 of this Circular.
2. The content of the map must ensure:
a) Mathematical base and professional elements as prescribed in Points a and b Clause 2 Article 28 of this Circular;
b) Geographic base elements may generalize content indicators according to scale and purpose of using the map, based on the principle of map generalization and provisions at Point c Clause 2 Article 28 of this Circular.
Section 4
EDITING AND COMPLETING THE AUTHOR'S COPY OF THE MAP
ADMINISTRATIVE LEVELS
Article 30. Symbols of Administrative Maps at Various Levels
1. Symbols, colors, and fonts of the national administrative map of the entire country at a scale of 1:1,000,000 are specified in Appendices 2 and 3 attached to this Circular.
National administrative maps of the entire country at other scales are allowed to change line thickness, symbol size while maintaining color and symbol style.
2. Symbols, colors, and fonts of provincial and district administrative maps are specified in Appendices 6 and 7 attached to this Circular.
National district administrative maps depending on the scale of the map are allowed to change symbol size and line thickness while maintaining color and symbol style; in specific cases, additional symbols for geographic objects not included in Appendices 6 and 7 attached to this Circular can be designed.
3. Symbols of the set of national administrative maps and other administrative maps are allowed to change size and color but must comply with cartographic presentation principles and based on:
a) Appendices 2 and 3 for national administrative maps;
b) Appendices 6 and 7 for provincial and district administrative maps.
Article 31. Editing and Completing the Author's Copy
1. Re-editing and presenting some content elements of the author's copy in numerical form to suit printed maps on paper as follows:
a) Break lines, separate symbols of the same color to ensure readability, including: Breaking contour lines when passing through elevation annotations; breaking traffic lines when passing through elevation point symbols;
When national borders and administrative boundaries coincide with linear objects (rivers, streams, canals, roads), they are shown as one line on the map and presented offset along these objects; national borders and administrative boundaries between rivers can be drawn as boundary dots spaced but still in the middle of the river, canal; dot length from 1 to 3 symbols; space between dots twice the length of the boundary dot there. In special cases, changes can be made to ensure clarity of national borders and administrative boundaries.
b) Create background masking for symbols;
c) Adjust map annotation fonts to match the font of the layout software to ensure no font errors when printing.
2. Print, check, and correct.
3. Print the author's copy, confirmation from the acceptance unit of the project sponsor.
4. The author's copy must be confirmed by the acceptance unit and the competent state agency regarding the representation of new professional elements to meet publication conditions.
Article 32. Acceptance Inspection
1. The work of acceptance inspection for the quality of administrative maps at all levels shall be carried out in accordance with Circular No. 02/2007/TT-BTNMT dated February 12, 2007, issued by the Minister of Natural Resources and Environment guiding the inspection, review, and acceptance of surveying works and products and maps.
2. Content of acceptance inspection for products
The acceptance inspection of administrative map products at all levels shall be conducted according to each item of the following products:
a) Acceptance inspection of digital author's copies;
b) Acceptance inspection of author's copies on paper.
Article 33. Submitted Products and Packaging Specifications
1. Submission of Products
a) Digital author's copies along with standard files;
b) Author's copies printed on paper with confirmation from the investor, the inspection unit at the investor level, and the implementing unit;
c) Inspection and acceptance product files at the construction unit level and at the investor level.
2. Packaging Specifications
a) Digital author's copies and standard files shall be recorded onto CD-ROMs or DVDs; these discs must have high quality and can only be recorded once; each disc must contain the following files: source directory, symbol library, classification rules used;
b) Information on the disc cover and label of CD-ROMs or DVDs includes: disc number, administrative unit name, map scale, implementation time and construction unit, product acceptance inspection unit name, recording date, technical information about the product;
Technical information about the product includes: projection grid, central meridian, method of establishment;
c) Paper products must be arranged in sequence and packed in packaging made of durable material. On the packaging, information as specified in Point b Clause 2 of this Article shall be recorded.
Chapter III
IMPLEMENTING PROVISIONS
Article 34. Effective Date
This Circular takes effect from October 8, 2014.
Article 35. Responsibility for Implementation
1. Ministries, agencies equivalent to ministries, government agencies; People's Committees of provinces and centrally governed cities shall be responsible for directing the implementation of this Circular.
2. The Vietnam National Survey and Mapping Center shall be responsible for monitoring the implementation of this Circular.
3. Departments of Natural Resources and Environment shall assist provincial People's Committees and municipal People's Committees directly under the Central Government in implementing this Circular at local levels.
During the implementation process, if there are difficulties or obstacles, relevant agencies, organizations, and individuals shall promptly report to the Ministry of Natural Resources and Environment for consideration, amendment, and supplementation to ensure suitability./.
