Regulations on uniforms, insignia, rank badges, and nameplates for civil servants, officials, and staff of Civil Aviation Port Authorities

Pursuant to the Civil Aviation Law No. 66/2006/QH11 dated June 29, 2006; the Law Amending and Supplementing Certain Provisions of the Civil Aviation Law No. 61/2014/QH13 dated November 21, 2014;

Pursuant to Decree No. 107/2012/NĐ-CP dated December 20, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

The Minister of the Ministry of Transport issues this Circular providing templates for administrative violation penalty decision records and decisions in the civil aviation sector.

The Minister of Transport issues this Circular to regulate uniforms, insignia, rank badges, and nameplates for civil servants, officials, and staff of Civil Aviation Port Authorities.

PART I
GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular regulates uniforms, insignia, rank badges, and nameplates for civil servants, officials, and staff of Civil Aviation Port Authorities.

Article 2. Applicability

This Circular applies to civil servants, officials, and staff of Civil Aviation Port Authorities, including:

1. Directors, Deputy Directors;

2. Heads of Departments, Chief Secretaries, Representatives, Deputy Heads of Departments, Deputy Chief Secretaries, Deputy Representatives;

3. Officials of Civil Aviation Port Authorities and Representatives of Civil Aviation Port Authorities at airports;

4. Staff of Civil Aviation Port Authorities: staff of Civil Aviation Port Authorities subject to this Circular includes drivers.

Article 3. General Principles

1. Civil servants, officials, and staff of Civil Aviation Port Authorities shall be provided with uniforms, insignia, rank badges, and nameplates according to the provisions and timeframes set out in this Circular.

2. Civil servants, officials, and staff of Civil Aviation Port Authorities have the responsibility to maintain and preserve the uniforms, insignia, rank badges, and nameplates issued to them. In case these items are lost or damaged, they must immediately report in writing to the head of their agency or unit and bear responsibility for the consequences arising therefrom.

3. Civil servants, officials, and staff of Civil Aviation Port Authorities who cease employment, transfer to another position, or are disciplined with dismissal must return all issued uniforms, insignia, rank badges.

4. Civil servants, officials, and staff of Civil Aviation Port Authorities shall use uniforms, insignia, rank badges, and nameplates while performing official duties and assigned tasks; they shall not use such items improperly.

Chapter II
UNIFORMS, INSIGNIA, RANK BADGES, AND NAMEPLATES

Article 4. General Provisions on Uniforms and Emblem

1. The uniform of civil servants, officials, and staff of Civil Aviation Port Authorities (hereinafter referred to as the uniform) includes: short-sleeved shirt, vest, coat, suit pants, women's skirt, hat, tie, tie clip, shoes, socks, belt, document bag, raincoat, rubber boots.

2. The emblem of Civil Aviation Port Authorities is a combination of a trapezoid, circle, and five-pointed star; the trapezoid and star are blue; the circle is light yellow; the letters displayed on the emblem are capitalized initials of "Civil Aviation Port Authority" in blue, similar to the trapezoid part. The model of the Civil Aviation Port Authority emblem is specified in Appendix I attached to this Circular.

Article 5. Detailed provisions on uniforms

1. Male uniforms:

a) Short-sleeved shirt: gray color; standing collar, placket; has ten silver-toned buttons (eight buttons for fastening the shirt, two buttons for fastening the pocket); cuffs have a placket; two chest pockets with flaps and a placket in the middle; on the left sleeve, there is an insignia of Civil Aviation Port Authorities attached 70 mm from the shoulder seam; both sides of the collar have metal wings in silver tone; each shoulder has two buttonholes for attaching rank badges;

b) Long-sleeved shirt: gray color; standing collar, placket; has twelve silver-toned buttons (eight buttons for fastening the shirt, two buttons for fastening the pocket, two buttons for fastening the cuff); cuffs have stiff pleats; two chest pockets with flaps; on the left sleeve, there is an insignia of Civil Aviation Port Authorities attached 70 mm from the shoulder seam; both sides of the collar have metal wings in silver tone; each shoulder has two buttonholes for attaching rank badges;

c) Vest: light gray color; traditional V-neck collar; back of the vest is split in the middle; two front chest pockets with flaps and one button above each flap; two hidden lower pockets with flaps and one button above each flap; one row of four buttons with a diameter of 20 mm in the center; cuffs have three small buttons with a diameter of 15 mm; buttons are metallic with an airplane design; inside the vest, there is a lining, one left chest pocket; on the left sleeve, there is an insignia of Civil Aviation Port Authorities attached 90 mm from the shoulder seam; both sides of the collar have metal wings in silver tone; each shoulder has two buttonholes for attaching rank badges;

d) Coat: light gray color; tailored like a trench coat; traditional V-neck collar; two hidden lower pockets with diagonal openings; one row of four buttons with a diameter of 22 mm in the center; cuffs have three small buttons with a diameter of 18 mm; buttons are metallic with an airplane design; inside the coat, there is a lining, one left chest pocket with a zipper; on the left sleeve, there is an insignia of Civil Aviation Port Authorities attached 90 mm from the shoulder seam; both sides of the collar have metal wings in silver tone; each shoulder has two buttonholes for attaching rank badges;

đ) Suit pants: light gray color; straight leg, one front pocket; two diagonal pockets in front; two hidden pockets in back with silver-toned buttons featuring an airplane design; waistband width is 42 mm, with buttonholes; zipper is made of iron;

e) Tie and tie clip: light gray color, woven with diagonal letters "CVHK", width 60 mm; tie clip is metallic with an airplane design and the emblem of Civil Aviation Port Authorities;

g) Men's kepi hat; the hat has a brim, crown, and visor; the crown and visor are light gray, the rest is dark gray; the front of the hat has an insignia of Civil Aviation Port Authorities, with two braided strings in front in light gray;

h) Belt: leather, black color, width 38 mm, with a silver-toned buckle and an embossed airplane design on the buckle;

i) Leather shoes: black color, low-cut, closed-toe, not too pointed, without laces;

k) Socks: made of fabric material, dark gray color, ankle part is dark gray;

l) Document bag: dark gray color, horizontal style, with straps and handles, made of waterproof leather, with a laptop compartment;

m) Raincoat: tailored like a trench coat, gray color, with the emblem of Civil Aviation Port Authorities printed on the right chest and back, with reflective strips on the body;

n) Rubber boots: dark gray color, high top, anti-slip sole.

2. Female uniforms:

a) Short-sleeved shirt: gray color; standing collar, with placket; has nine silver-toned buttons (seven buttons for fastening the shirt, two buttons for fastening the chest pockets); cuffs have plackets; two chest pockets with flaps and plackets in the middle; front body has two waist darts; on the left sleeve, there is an aviation port service emblem attached 70 mm from the shoulder seam; metal wings in silver tone are attached to both sides of the collar; each shoulder has two loops for attaching rank insignia;

b) Long-sleeved shirt: gray color; standing collar, with placket; has eleven silver-toned buttons (seven buttons for fastening the shirt, two buttons for fastening the chest pockets, two buttons for fastening the cuffs); cuffs have stiff pleats; two chest pockets with flaps; front body has two waist darts; on the left sleeve, there is an aviation port service emblem attached 70 mm from the shoulder seam; metal wings in silver tone are attached to both sides of the collar; each shoulder has two loops for attaching rank insignia;

c) Blazer: gray-beige color; traditional V-neck collar; two hidden chest pockets with flaps; one row of four buttons in the center with a diameter of 20 mm; three small buttons at the cuff with a diameter of 15 mm; buttons are made of metal in silver tone with an airplane design embossed on them; inside the jacket, there is a lining, and a left chest pocket; on the left sleeve, there is an aviation port service emblem attached 90 mm from the shoulder seam; metal wings in silver tone are attached to both sides of the collar; each shoulder has two loops for attaching rank insignia;

d) Trousers: gray-beige color; straight leg, two diagonal pockets in front; two hidden pockets at the back; waistband width is 32 mm with loops; zipper is made of iron;

đ) Skirt: gray-beige color, fitted style, with lining; two diagonal pockets in front; waistband is separate, width is 32 mm; back slit in the middle, length reaches the knee;

e) Tie: light gray color; width is 60 mm; has a border of dark gray around the edge, width is 5 mm; woven diagonally with the letters "CVHK";

g) Female beret: visor hat style; main part of the hat is gray-beige color, brim is dark gray with two strips of light gray running along the edge of the brim; on the front of the hat, there is an aviation port service emblem attached;

h) Belt: made of leather, black color, width is 28 mm, buckle is silver-toned with an airplane design embossed on it;

i) Leather shoes: black color, square heel height is 50 mm, short vamp, closed toe, not too pointed, without laces;

k) Other uniforms such as overcoats, tie clips, document cases, socks, raincoats, rubber boots are regulated similarly to male uniforms;

3. The uniform model for civil servants, officials, and employees of the aviation port service is specified in Appendix II issued together with this Circular;

Article 6. Emblem

1. Emblem on the hat: cast in metal; outside has two pine branches in silver tone; between the two pine branches is a circle with a diameter of 40 mm, red-brick color, along the edge of the circle are two ears of corn pointing upwards, below the stems of the ears of corn is a half wheel shape; in the center of the circle is the emblem of the aviation port service; under the circle is a base to support it;

2. Emblem attached on the sleeve: the emblem has a dark gray background; the border around is light gray; the size of the emblem is 70 mm high and 80 mm wide; it has a shield shape; along the edges of the emblem are two ears of corn pointing upwards, below the stems of the ears of corn is a chrysanthemum flower shape;

3. The emblem model for civil servants, officials, and employees of the aviation port service is specified in Appendix III issued together with this Circular;

Article 7. Rank Badge

1. Rank insignia is attached on the shoulder straps of short-sleeved shirts, long-sleeved shirts, blazers, and coats of civil servants, officials, and employees of the aviation port service;

2. Rank insignia is trapezoidal, one end tapering to a point, with dimensions 48 mm wide by 40 mm long, total length is 128 mm. The background of the rank insignia is dark gray; along both sides of the insignia are two strips of light gray fabric. At the flat end of the insignia, there are two strips of fabric resembling wing shapes embroidered on the insignia (except for the employee's insignia - only one strip of fabric). At the pointed end of the insignia, there is an airplane shape cast in metal, electroplated in silver tone. A chrysanthemum flower symbol with a diameter of 12 mm, cast in metal, electroplated in silver tone, with six petals, is the basis for distinguishing rank insignia;

3. Rank badges are classified as follows:

a) Director of the aviation port service: five chrysanthemum flower symbols;

b) Deputy Director of the aviation port service: four chrysanthemum flower symbols;

c) Head of Department, Chief of Office, Representative of the aviation port service at airports and airfields; three chrysanthemum flower symbols;

d) Deputy Head of Department, Deputy Chief of Office, Deputy Representative of the aviation port service at airports and airfields: two chrysanthemum flower symbols;

đ) Specialist: one chrysanthemum flower symbol;

e) Clerk: has two strips of fabric resembling wing shapes embroidered near the bottom of the rectangular shape of the insignia and does not have a chrysanthemum flower symbol;

g) Employee: has one strip of fabric resembling a wing shape embroidered at the flat end of the insignia and does not have a chrysanthemum flower symbol;

4. The rank insignia model for officers, civil servants, officials, and employees of the aviation port service is specified in Appendix IV issued together with this Circular;

Article 8. Nameplate

1. Civil servants, officials, and employees of the aviation port service must wear name badges on the left chest when performing duties;

2. Name badges are made of copper electroplated with silver alloy, rectangular shape, with dimensions 20 mm x 70 mm and thickness 1.2 mm; divided into two parts, the upper part is embossed with the emblem of the aviation port service and the words "AVIATION PORT SERVICE", the lower part is the name of the civil servant, official, or employee of the aviation port service embossed. All letters are blue, matching the color of the aviation port service emblem;

3. The name badge model for civil servants, officials, and employees of the aviation port service is specified in Appendix V issued together with this Circular;

Article 9. Regulations on the issuance and funding for uniforms, insignias, rank badges, and nameplates

1. Uniforms issued according to issuance periods

2. Nameplates for civil servants, officials, and staff of the Air Port Control Units shall be issued once and replaced in case of loss or damage.

3. Funding for uniforms, insignias, rank badges, and nameplates shall be established by each Air Port Control Unit and allocated within their annual operational budget.

4. Uniforms, insignias, rank badges, and nameplates lost or damaged while performing duties or due to valid reasons or force majeure shall be reviewed and decided upon for replacement by the head of the agency or unit. In cases of loss or damage without valid reasons, individuals must register and bear the costs for replacement.

Chapter III
IMPLEMENTING PROVISIONS

Article 10. Effective Date

1. This Circular takes effect from May 1, 2017.

2. This Circular replaces Circular No. 44/2011/TT-BGTVT dated June 10, 2011, issued by the Minister of Transport regarding uniforms, insignias, and nameplates for officers, civil servants, and officials of the Air Port Control Units.

Article 11. Implementation Organization

1. The Director of the Ministry's Office, the Director of the Ministry's Inspectorate, the Heads of Departments, the Director of the Civil Aviation Administration, the Directors of the Air Port Control Units, relevant agencies, organizations, and individuals are responsible for implementing this Circular.

2. During implementation, if there are difficulties or obstacles, agencies, organizations, and individuals should promptly report to the Ministry of Transport for review and resolution./.
