Circular No. 47/2023/TT-BTC abolishes Circular Jointly Issued No. 213/2013/TTLT-BTC-BLDTBXH dated December 30, 2013, issued by the Minister of Finance and the Minister of Labor, Invalids and Social Affairs, guiding the management and use of funds for implementing the Program to care for orphaned children without shelter, abandoned children, children infected with HIV/AIDS, children who are victims of chemical toxins, severely disabled children, and children affected by natural disasters and catastrophes based on community support from 2013 to 2020.

ABOLISHING JOINT CIRCULAR NO. 213/2013/TTLT/BTC-BLDTBXH OF DECEMBER 30, 2013 ISSUED BY THE MINISTER OF FINANCE AND THE MINISTER OF LABOR, WAR INVALIDS AND SOCIAL AFFAIRS GUIDING MANAGEMENT AND USE OF FUNDS FOR IMPLEMENTATION OF THE PROGRAM TO CARE FOR ORPHANS WITHOUT GUARDIANS, ABANDONED CHILDREN, CHILDREN INFECTED WITH HIV/AIDS, CHILDREN WHO ARE VICTIMS OF CHEMICAL WEAPONS, SEVERELY DISABLED CHILDREN, AND CHILDREN AFFECTED BY NATURAL DISASTERS AND CATASTROPHES IN THE COMMUNITY PERIOD 2013-2020

On the basis of Law on Enacting Legal Regulatory Documents dated June 22, 2015;

On the basis of Law Amending and Supplementing Certain Provisions of the Law on Legislative Regulatory Documents dated June 18, 2020;

Decree No. Decision No. 34/2016/NĐ-CP May 14, 2016 of the Government detailing certain provisions and measures for implementing Law on Legislative Decrees;

Decree No. Decision No. 154/2020/NĐ-CP December 31, 2020 of the Government amending and supplementing several provisions of Decision No. Decision No. 34/2016/NĐ-CP May 14, 2016 of the Government detailing certain provisions and measures for implementing Law on Legislative Decrees;

Decree No. The Minister of Finance issues this Circular to repeal Circular No. 118/2013/TT-BTC Repeals Circular No. 118/2013/TT-BTC dated August 23, 2013 of the Ministry of Finance on guiding the financial management mechanism for ODA loans from the Government of Japan for the Forest Protection Rehabilitation and Sustainable Management Project (Project JICA2).

At the proposal of the Director of the Administrative and Public Service Financial Department;

After reaching a consensus with the Ministry of Labor, War Invalids and Social Affairs, the Minister of Finance issues this Circular to abolish Joint Circular No. 213/2013/TTLT/BTC-BLDTBXH dated December 30, 2013, issued by the Minister of Finance and the Minister of Labor, War Invalids and Social Affairs guiding management and use of funds for implementation of the Program to care for orphans without guardians, abandoned children, children infected with HIV/AIDS, children who are victims of chemical weapons, severely disabled children, and children affected by natural disasters and catastrophes in the community period 2013-2020.

Article 1. Abolishing entirely Joint Circular No. 213/2013/TTLT/BTC-BLDTBXH dated December 30, 2013, issued by the Minister of Finance and the Minister of Labor, War Invalids and Social Affairs guiding management and use of funds for implementation of the Program to care for orphans without guardians, abandoned children, children infected with HIV/AIDS, children who are victims of chemical weapons, severely disabled children, and children affected by natural disasters and catastrophes in the community period 2013-2020.

Article 2. Implementation clause

This Circular takes effect from September 1, 2023./.
