Circular No. 47/2025/TT-BXD of the Minister of Construction on announcing the maritime areas of seaports within the jurisdiction of Gia Lai and Dak Lak Provinces, as well as the management area of Quy Nhon Maritime Port Office. Announcing the port water area and maritime zone within the jurisdiction of Gia Lai Province, Dak Lak Province, and the management area of Quy Nhon Maritime Port Office
The Minister of Construction issues this Circular to announce the port water area and maritime zone within the jurisdiction of Gia Lai Province, Dak Lak Province, and the management area of Quy Nhon Maritime Port Office.

On the basis of The Maritime Code of Vietnam dated November 25, 2015;
Decree No. Decree No. 58/2017/NĐ-CP dated May 10, 2017 of the Government detailing certain provisions of The Vietnam Maritime Code on maritime activity management and amendments to other decrees;
Decree No. Decree No. 33/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, authorities, and organizational structure of the Ministry of Construction;
At the proposal of the Director of the Vietnam Maritime and Inland Waterway Administration;
Article 1. Announcing the port water area within the jurisdiction of Gia Lai Province
The port water area within the jurisdiction of Gia Lai Province, based on the highest tidal level, includes the following areas:
1. The Quy Nhon - Thi Nai - Dong Da area with the scope:
a) The boundary towards the sea is limited by straight lines connecting points QN1, QN2, QN3, QN4, and QN5 with the following coordinates:
QN1: 13°45’05,7”N, 109°17’08,5”E;
QN2: 13°45’15,7”N, 109°19’53,5”E;
QN3: 13°41’09,7”N, 109°19’53,5”E;
QN4: 13°41’09,7”N, 109°14’59,5”E;
QN5: 13°41’18,7”N, 109°13’51,5”E.
b) The boundary towards the mainland is limited from point QN5 running along the coast northward, crossing Ha Thanh River mouth to point QN6 with the coordinate 13°49’00,7”N, 109°13’29,5”E;
From point QN6 connecting to point QN7 with the coordinate 13°48’45,7”N, 109°14’56,5”E and from point QN7 running along the coast of Phuong Mai Peninsula to point QN1.
2. The Phu My - Hoai Nhon area with the scope:
a) The boundary towards the sea is limited by straight lines connecting points PM1, PM2, PM3, and PM4 with the following coordinates:
PM1: 14°27’03,7”N, 109°07’05,5”E;
PM2: 14°27’03,7”N, 109°15’53,5”E;
PM3: 14°12’03,7”N, 109°15’59,5”E;
PM4: 14°12’03,7”N, 109°10’59,5”E.
b) The boundary towards the mainland is limited from point PM4 running along the coastline northward, crossing Chu Truc River at Ha Ra to point PM1.
3. The boundaries of the port water area within the jurisdiction of Gia Lai Province specified in this Circular are determined on nautical charts issued by Vietnam Marine Safety Assurance Corporation, including VN300016 and VN300017 updated to the latest version in 2025. Coordinates of the points specified in this Circular are applied according to the VN-2000 Coordinate System and converted to the WGS-84 Coordinate System as set forth in the Appendix attached to this Circular.
Article 2. Announcing the port water area within the jurisdiction of Dak Lak Province
The port water area within the jurisdiction of Dak Lak Province, based on the highest tidal level, includes the following areas:
1. The Vuong Ro - Bai Goc area with the scope:
a) The boundary towards the sea is limited by straight lines connecting points VR1, VR2, VR3, VR4, VR5, and VR6 with the following coordinates:
VR1: 12°56’57,7”N, 109°25’35,6”E;
VR2: 12°58’03,7”N, 109°26’17,6”E;
VR3: 12°58’03,7”N, 109°32’53,6”E;
VR4: 12°49’57,7”N, 109°32’53,6”E;
VR5: 12°49’57,7”N, 109°23’47,6”E;
VR6: 12°50’43,7”N, 109°23’20,6”E.
b) The boundary towards the mainland is limited from point VR6 running along Vuong Ro Bay to Lau Cape, from Lau Cape continuing along the coastline northward to point VR1.
2. The Xuan Dai Bay area with the scope:
a) The boundary towards the sea is limited by straight lines connecting points XD1, XD2, and XD3 with the following coordinates:
XD1: 13°27’52,0”N, 109°19’34,0”E;
XD2: 13°17’16,0”N, 109°19’34,0”E;
XD3: 13°15’22,0”N, 109°18’53,0”E.
b) The boundary towards the mainland is limited from point XD3 running along Xuan Dai Bay northward, eastward to point XD4, crossing Phu Ngan River mouth to point XD5 and running along the coast northeastward to point XD6; from point XD6 cutting across Xuan Dai Bay to point XD7 and running along the coast southeastward, northeastward to point XD1, with the following coordinates:
XD4: 13°21’27,7”N, 109°15’51,5”E;
XD5: 13°21’27,7”N, 109°15’45,5”E;
XD6: 13°25’46,0”N, 109°14’11,0”E;
XD7: 13°25’46,0”N, 109°15’23,0”E.
3. The boundaries of the port water area within the jurisdiction of Dak Lak Province specified in this Circular are determined on nautical charts issued by Vietnam Marine Safety Assurance Corporation, including VN300017 and VN300018 updated to the latest version in 2025. Coordinates of the points specified in this Circular are applied according to the VN-2000 Coordinate System and converted to the WGS-84 Coordinate System as set forth in the Appendix attached to this Circular.
3. The boundaries of the port waters within the jurisdiction of Dak Lak Province specified in this Circular are determined on the nautical charts issued by the Vietnam Maritime Safety Assurance Corporation, including the updated versions VN300017 and VN300018 for the year 2025. The coordinates of the points specified in this Circular are applied according to the VN-2000 Coordinate System and are converted to the WGS-84 Coordinate System as set forth in the Appendix attached hereto.
Article 3. Maritime areas within the jurisdiction of Gia Lai Province and Dak Lak Province
1. The port water area within the jurisdiction of Gia Lai Province includes two maritime areas:
a) Quy Nhon - Thiti Nai - Dong Da maritime area;
b) Phu My - Hoai Nhon maritime area.
2. The port water area within the jurisdiction of Dak Lak Province includes two maritime areas:
a) Vuong Ro - Bai Goc maritime area;
b) Vinh Xuan Dai maritime area.
Article 4. Management Area of the Quy Nhon Marine Port Authority
The Quy Nhon Marine Port Authority manages state affairs in the marine sector at ports located within the jurisdiction of Gia Lai Province, Dak Lak Province, and the maritime areas specified in Article 3 of this Circular.
Article 5. Implementation Provisions
1. This Circular takes effect from February 1, 2026.
2. Repeal Circular No. 55/2018/TT-BGTVT dated November 20, 2018 issued by the Minister of Transport on announcing the port water areas within the jurisdiction of Binh Dinh Province, Phu Yen Province, and the management area of the Quy Nhon Marine Port Authority.
3. Repeal item number 14 in the Appendix List of maritime areas under the management of Marine Port Authorities issued together with Circular No. 32/2019/TT-BGTVT dated September 4, 2019 issued by the Minister of Transport on announcing the List of maritime areas under the management of Marine Port Authorities.
