Pursuant to Decree No. 02/2025/NĐ-CP dated February 18, 2025 of the Government on specifying certain provisions and measures to organize and guide implementation of the Law on Standards and Technical Regulations, as amended and supplemented by Decree No. 11/2025/NĐ-CP In accordance with the proposal of the Director of the Cybersecurity and High-Tech Crime Prevention Bureau, The Minister of Public Security promulgates this Circular to issue the National Technical Standard for Cybersecurity for Information Systems 116/2025Storing Electronic Documents in Party and State Organs - QCVN 12:2026/BCA.5;

Article 1. Attached hereto is the National Technical Standard for Cybersecurity for Information Systems storing electronic documents in Party and State Organs - QCVN 12:2026/BCA. 22/2026Article 2. Effective Date This Circular shall take effect from July 1, 2026. 16 Article 3. Implementation Provisions 01 1. The Director of the Cybersecurity and High-Tech Crime Prevention Bureau is responsible for monitoring, inspecting, and urging implementation of this Circular.26 2. Heads of units under the Ministry, Directors of Public Security Departments in provinces and cities, and relevant organizations and individuals are responsible for implementing this Circular. In the course of implementing this Circular, if difficulties or obstacles arise, public security organs at all levels, organizations, and individuals concerned shall report to the Ministry of Public Security (through the Cybersecurity and High-Tech Crime Prevention Bureau) for timely guidance./.;

Article 3. Implementation Provisions

1. The Director of the Cybersecurity and High-Tech Crime Prevention Bureau is responsible for monitoring, inspecting, and urging the implementation of this Circular.

2. Heads of units under the agency, Directors of Public Security Bureaus in provinces and cities, and relevant organizations and individuals are responsible for implementing this Circular.

In the course of implementing this Circular, if difficulties or obstacles arise, public security agencies at all levels, relevant organizations, and individuals shall report to the Ministry of Public Security (through the Cybersecurity and High-Tech Crime Prevention Bureau) for timely guidance./.
