Regarding the proposal of the Ministry of Education and Training,

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Education Law dated June 14, 2005;

Based on the Law on National Defense dated June 14, 2005;

Pursuant to the National Security Law dated December 3, 2004;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

Pursuant to Decree No. 116/2007/NĐ-CP dated July 10, 2007 of the Government on national defense and security education;

Approves the Project "Training Teachers for National Defense and Security Education in Secondary Schools, Vocational Colleges, and Technical Colleges for the Period 2010-2016" with the main contents as follows:

DECISION:

Article 1. - Developing curricula, opening majors, and organizing training for university-level teachers in national defense and security education for secondary schools, vocational colleges, and technical colleges. By 2016, there will be sufficient numbers of national defense and security education teachers teaching at secondary schools, vocational colleges, and technical colleges.

I. OBJECTIVES

- Building a cadre of managers for national defense and security education work in secondary schools, vocational colleges, and technical colleges and educational management agencies at all levels.

1. Developing curricula and opening majors to train university-level teachers in national defense and security education as follows:

II. TASKS AND SOLUTIONS

- Major name: national defense and security education.

- Type of training: regular.

- Duration of training and admission criteria: implementing various forms of training according to time and criteria:

Regular full-time training for four years with admission criteria being individuals who have completed high school or equivalent as stipulated by the Ministry of Education and Training;

Second bachelor's degree training for two years full-time with admission criteria being individuals who already hold a bachelor's degree in other fields;

Second bachelor's degree training for eighteen months full-time with admission criteria being current teachers at secondary schools, vocational colleges, and technical colleges who have graduated from other majors and hold a certificate in national defense and security education issued by authorized training institutions; the training duration must not be less than six months according to the prescribed program.

- Graduation diploma: bachelor of national defense and security education.

- Organizing the development of the framework and detailed curriculum, opening majors to train university-level teachers in national defense and security education to implement admissions and training from the academic year 2010-2011 according to the prescribed procedures, ensuring a reasonable amount of knowledge, balanced between national defense and security education and pedagogical expertise.

2. Admissions and organization of training for national defense and security education teachers for secondary schools, vocational colleges, and technical colleges.

a) Educational institutions authorized to open majors and organize training include:

- Ho Chi Minh City University of Education;

- Hanoi National University of Education;

- Hanoi National University of Education 2;

- Political Academy;

- Vinh University;

- Political Officer School;

- Military Region 1 Command College;

- Military Region 2 Command College;

b) Admissions for training

Developing plans and allocating quotas for annual admissions for training for the aforementioned training institutions, based on each institution's quality assurance conditions starting from the academic year 2010-2011, ensuring the goal of graduating approximately 9,760 people by 2016 to provide teachers for secondary schools, vocational colleges, and technical colleges.

Annual admissions and methods of cooperation in organizing training among assigned institutions shall be carried out according to the unified guidance of the Ministry of Education and Training.

c) Policies for students

During their studies, students may study at different institutions linked to collaborative and joint training programs between schools. The period of study at any institution entitles the student to benefits and incentives according to the policies of that institution: during training at teacher training colleges, students receive benefits and incentives according to current regulations for teacher training students, and during training at institutions under the Ministry of National Defense, students receive benefits and incentives according to current regulations for military students and trainees.

Upon graduation, students will be considered for reserve officer rank if they meet the criteria set forth in the Law on Officers of the Vietnam People's Army and the Government's regulations on reserve officers of the Vietnam People's Army; they will be given priority in recruitment as teachers for secondary schools, vocational colleges, and technical colleges.

3. Funding for Implementing the Project

- Estimated total funding for implementing the project is approximately VND 69,096,000,000 (six hundred ninety billion, nine hundred sixty million dong), included in the education and training budget and allocated annually to the training institutions according to the State Budget Law.

After 2016, based on practical needs, the training of university-level teachers in national defense and security education will continue to be a regular annual task, meeting the demand for supplementary and further training of national defense and security education teachers for secondary schools, vocational colleges, and technical colleges nationwide.

a) Taking the lead and coordinating with relevant ministries and agencies to concretize the contents of the project to direct and guide its implementation, ensuring annual plans. Directing and organizing the development of curricula and opening majors for national defense and security education training according to regulations, ensuring the proposed schedule;

Article 2. Implementation

1. Ministry of Education and Training

b) Taking the lead and coordinating with the Ministry of National Defense to develop annual and phase training and further education plans for national defense and security education teachers until 2016 to allocate quotas for training institutions; coordinating with the Ministry of Finance to develop annual training funding allocation plans for schools according to regulations;

c) Coordinating with the Ministry of National Defense and the Ministry of Public Security to organize regular and periodic inspections of the implementation of the project at cooperative training institutions, and coordinating with the Ministry of Home Affairs to guide the recruitment of graduates as national defense and security education teachers for secondary schools, vocational colleges, and technical colleges to ensure the number of teachers according to the set goals by 2016.

c) Coordinate with the Ministry of National Defense and the Ministry of Public Security to organize regular and periodic inspections regarding the implementation of the project at training institutions; coordinate with the Ministry of Home Affairs to guide the recruitment of graduates to serve as national defense and security education teachers at secondary schools, vocational high schools, and vocational colleges in order to ensure the number of teachers according to the set targets by 2016;

d) Organize to monitor and evaluate the results of implementing the Project on a regular basis; conduct mid-year reviews annually and report regularly on the implementation results to the Prime Minister.

Directing and guiding functional agencies to coordinate with the Environmental Crime Prevention Police Force

Direct relevant agencies to closely cooperate with the Ministry of Education and Training in developing curricula and textbooks; be responsible for directing subordinate institutions to adequately prepare physical facilities, teaching staff, and implement training activities according to the plan, schedule, and ensure quality.

3. The Ministry of Public Security

Direct relevant agencies to closely cooperate with the Ministry of Education and Training in the development of curricula and textbooks and participate in training activities within their assigned functions.

4. The Ministry of Finance

Take the lead and coordinate with the Ministry of Education and Training and the Ministry of National Defense in planning, setting standards, and allocating annual funding for the implementation of the Project in accordance with current regulations.

5. The Ministry of Home Affairs

Take the lead and coordinate with the Ministry of Education and Training to guide localities and training institutions in recruiting teachers after training courses to meet quantity requirements and ensure appropriate policies and benefits.

6. The Ministry of Labor, Invalids and Social Affairs

Coordinate with the Ministry of Education and Training in developing annual and phased training plans for national defense and security education teachers at vocational secondary schools.

7. People's Committees of Provinces and Centrally-Administered Cities

Direct subordinate educational institutions to effectively review and develop training plans and recruit teaching staff for national defense and security education at high schools, specialized secondary schools, and vocational schools in accordance with regulations; coordinate with related ministries and agencies to implement the dispatch and training work following the general guidelines of the Ministry of Education and Training.

Training institutions tasked with training responsibilities must prepare sufficient conditions regarding personnel and physical facilities for training activities as planned; organize admissions, training, and certification in accordance with the guidelines of the Ministry of Education and Training.

Article 3. This Decision takes effect from the date of issuance.

The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the direct jurisdiction of the central government shall be responsible for implementing this Decision./.
