Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Pursuant to Decision No. 99/1998/QĐ-TTg dated May 26, 1998 of the Prime Minister on price and postal and telecommunications tariff management;
Pursuant to Circular No. 03/1999/TT-TCBD dated May 11, 1999 of the General Post Office guiding the implementation of Decree No. 109/1997/NĐ-CP dated November 12, 1997 of the Government on Posts and Telecommunications and Decision No. 99/1998/QĐ-TTg dated May 26, 1998 of the Prime Minister on price and postal and telecommunications tariff management;
At the proposal of the Director of the Department of Planning and Finance.
DECISION:
Article 1. International IP telephone call rates from fixed networks PSTN are stipulated as follows:
1. International IP telephone call rates to all countries: 0.75 USD/minute (0.075 USD/block of 6 seconds)
2. Reduction in international IP telephone call rates for subscribers at home and public points from 11 PM the previous day to 7 AM the following morning during weekdays, holidays, and Sundays shall be determined by enterprises but shall not exceed 20% of the rate specified in Clause 1 of this Article.
3. The charge is calculated based on the first minute and subsequent blocks of 6 seconds. A call lasting less than 1 minute will be charged for 1 minute. Any remaining time less than 6 seconds at the end of a call will be rounded up to 1 block of 6 seconds.
For international IP telephone calls at public points, in addition to the rates and calculation methods specified in Clauses 1, 2, and 3 of this Article, service providers may also collect additional service charges. The level of these additional service charges shall be determined by the enterprise.
The rates specified in Clauses 1, 2, and 4 of this Article do not include value-added tax.
Article 2. International call rates for fax and data transmission subscribers within standard voice bands (data transmission over telephone subscriber lines) using IP protocol shall be applied according to the provisions of Article 1.
Article 3. Enterprises providing international IP telephone services are permitted to reduce the rates specified in Article 1 of this Decision for large customers and special customers, but such reductions shall not exceed 20%.
Article 4. This Decision takes effect from April 1, 2003, and all previous regulations contrary to this Decision are abolished.
Article 5. The Director of the Office, Heads of the Planning and Finance Department, Heads of units under the Ministry of Posts and Telecommunications; General Directors, Directors of telecommunications service enterprises, and Heads of related units are responsible for implementing this Decision.
