PART I
GENERAL PROVISIONS
Article 1. 1. Meat and other products of terrestrial animals after slaughter and initial processing must be inspected and stamped with the meat inspection stamp or labeled with the hygiene inspection label for animal health before being put into circulation for domestic consumption or export;
2. Meat and other products of animals that do not meet the animal health hygiene standards must be processed.
This regulation applies to organizations and individuals involved in animal slaughtering activities and initial processing of animal products within the territory of Vietnam;
Article 2. Applicability
In cases where international treaties to which the Socialist Republic of Vietnam is a party provide different provisions than this regulation, such treaties shall apply.
Definitions:
Article 3. Livestock for slaughter includes: cattle, buffalo, goats, sheep, pigs, horses, donkeys, camels, and other livestock used for food;
Poultry for slaughter includes: chickens, ducks, geese, swans, turkeys, ostriches, pigeons, quails, and other poultry used for food;
Carcass: refers to the body of an animal after slaughter, having had blood removed, and internal organs including reproductive organs and urinary tract removed;
Chilled carcass: refers to half of a carcass after the head, feet, breast, and leaf fat have been removed;
Cut meat: refers to a portion of chilled carcass from which bones have been removed or left intact;
Prohibited acts:
Article 4. 1. Strictly prohibited is the circulation and sale of meat, offal, or other animal products that have not been inspected and stamped with the meat inspection stamp or labeled with the hygiene inspection label for animal health as prescribed;
2. Strictly prohibited is the circulation and sale of meat, offal, or other animal products that do not meet the animal health hygiene standards and require processing but have not undergone the required measures as requested by the animal health authority;
3. Strictly prohibited is the use of counterfeit or improperly coded meat inspection stamps or hygiene inspection labels for animal health from the slaughtering and initial processing facilities.
MODEL STAMP FOR MEAT INSPECTION FOR LIVESTOCK FOR EXPORT
Chapter II
The stamp for meat inspection placed on the carcass or chilled carcass meeting export standards (Figure 1, Appendix 1 of this Regulation).
Section 1
1. Circular shape, dimensions: outer diameter 40mm, inner diameter 25mm, with a dividing line passing through the center of the circle, dividing it into two equal parts. The outer circle, inner circle, and horizontal line of the stamp have a width of 1mm;
Article 5. 2. Distance between the inner and outer circles of the stamp:
Above, engraved with the letters "K. S. G. M. X. K" (abbreviation for "meat inspection for export"), height of the letters is 4mm, width of the letter strokes is 1mm;
Below, engraved with the letters "CỤC THÚ Y", height of the letters is 4mm, width of the letter strokes is 1mm.
3. Inside the circular part of the stamp, engraved with the code of the slaughtering facility according to the following rules:a) Above, engraved with the management code of the slaughtering facility using the characters A, B, C, ..., height of the letters is 10mm, width of the letter strokes is 2mm;b) Below, engraved with the number of the slaughtering facility using the numbers 1, 2, 3, ..., height of the numbers is 10mm, width of the number strokes is 2mm.

Rectangular shape, dimensions: length 80mm, width 50mm, straight lines have a width of 1mm;2. The stamp is divided into three parts along its length: top and bottom sections each 13mm wide, middle section 20mm wide (excluding the lines);
3. Along the upper length of the stamp, engraved with the letters "CHI CỤC THÚ Y", height of the letters is 8mm, width of the letter strokes is 1.5mm;
4. In the middle of the stamp, engraved with the letters "NỘI ĐỊA", height of the letters is 12mm, width of the letter strokes is 2mm;
5. Along the lower length of the stamp, engraved with the code of the slaughtering facility, height of the letters and numbers is 8mm, width of the letter and number strokes is 1.5mm.
Article 6. The stamp for meat inspection placed on the carcass not meeting standards and requiring veterinary hygiene processing (Figure 3, Appendix 1 of this Regulation).
Oval shape, dimensions:
a) Outer oval: width 80mm, height 50mm;
b) Inner oval: width 60mm, height 30mm;1. Rectangular shape, dimensions: length 80mm, width 50mm, straight lines have a width of 1mm;c) The outer oval line and inner oval line of the stamp have a width of 1mm;
2. Distance between the inner and outer ovals of the stamp:a) Above, engraved with the letters "XỬ LÝ V.S.T.Y" (abbreviation for "veterinary hygiene processing"), height of the letters is 8mm, width of the letter strokes is 2mm;b) Below, engraved with the code of the slaughtering facility, height of the letters and numbers is 4mm, width of the letter and number strokes is 1mm.
3. Inside the oval part of the stamp, engraved with the letters "XỬ LÝ V.S.T.Y", height of the letters is 8mm, width of the letter strokes is 2mm.
Article 7. The stamp for meat inspection placed on the carcass not meeting standards and requiring destruction (Figure 4, Appendix 1 of this Regulation).
Equilateral triangle shape, divided into three parts, each side of the triangle is 80mm, straight lines have a width of 1mm;
At the apex of the stamp, with a height of 30mm (excluding the lines), engraved with the code of the slaughtering facility, height of the letters and numbers is 8mm, width of the letter and number strokes is 1.5mm;
In the middle of the stamp, with a height of 22mm (excluding the lines), engraved with the letters "HUỶ", height of the letters is 12mm, width of the letter strokes is 2mm;
At the base of the stamp, with a height of 15mm (excluding the lines), engraved with the letters "CHI CỤC THÚ Y", height of the letters is 8mm, width of the letter strokes is 1.5mm.

Article 9. The inspection stamp affixed to the body of meat meeting the criteria for domestic consumption (Figure 5, Annex 2 of this Regulation).

Along the top length of the stamp, carve the words "VIETNAMESE VETERINARY OFFICEc) The outer oval line and inner oval line of the stamp have a width of 1mm;

Article 12. The stamp for slaughter control marked on meat that meets the export standards (Figure 8, Appendix 3 of this Regulation).
1. The stamp is circular with dimensions: outer diameter 30mm, inner diameter 20mm, in the middle there is a dividing line passing through the center of the circle, dividing the stamp into two equal parts. The outer circle, inner circle, and horizontal line of the stamp have a stroke width of 0.5mm;
2. The outer circle of the stamp:

Article 13. The stamp for slaughter control marked on meat that does not meet the export standards but meets the domestic consumption standards (Figure 9, Appendix 3 of this Regulation).
1. The stamp is rectangular, with dimensions: length 40mm, width 27mm, straight lines have a stroke width of 0.5mm;
2. The stamp is divided into 3 parts along its length: the top and bottom parts are 7.5mm wide, the middle part is 10mm wide (excluding the lines);
3. Along the length of the top part of the stamp, characters "1. Rectangular shape, dimensions: length 80mm, width 50mm, straight lines have a width of 1mm;" are engraved, the height of the characters is 3mm, the width of the strokes of the characters is 0.5mm.
2. Distance between the inner and outer ovals of the stamp:a) Above, engraved with the letters "XỬ LÝ V.S.T.Y" (abbreviation for "veterinary hygiene processing"), height of the letters is 8mm, width of the letter strokes is 2mm;", the height of the characters is 6mm, the width of the strokes of the characters is 1mm;

1. The stamp is oval-shaped, with dimensions:
Outer ring: width 40mm; height 30mm;
Inner ring: width 28mm; height 18mm;
The outer oval line and the inner oval line have a stroke width of 0.5mm;

2. The top part of the stamp has a height of 16mm (excluding the lines), engraved with the slaughter facility's code, the height of the characters and numbers is 3mm, the width of the strokes of the characters and numbers is 0.5mm;
3. The middle part of the stamp has a height of 10mm (excluding the lines), engraved with characters "STAMP MODEL FOR SLAUGHTERHOUSES", the height of the characters is 7mm, the width of the strokes of the characters is 1.5mm;
4. The bottom part of the stamp has a height of 7.5mm (excluding the lines), engraved with characters "1. Rectangular shape, dimensions: length 80mm, width 50mm, straight lines have a width of 1mm;" are engraved, the height of the characters is 3mm, the width of the strokes of the characters is 0.5mm.

Section 1
MODEL OF VETERINARY HYGIENE CHECKING LABEL USED FOR SLAUGHTERING ESTABLISHMENTS
FOR EXPORT
Article 19. The veterinary hygiene label used for animal products that meet the export standards (Figure 15, Appendix 5 of this Regulation).
1. The label is rectangular, with dimensions: length 70mm, width 40mm, straight lines have a stroke width of 1mm red color. The background of the label is white, the characters are red;
2. The label is divided into 3 parts along its length: the top and middle parts are 13.5mm wide, the bottom part is 9mm wide (excluding the lines);
3. The upper left corner of the top part has an animal quarantine symbol, the diameter of the symbol is 15mm. To the right of the top part, the characters "1. Rectangular shape, dimensions: length 80mm, width 50mm, straight lines have a width of 1mm;" and "CODE NUMBER..." of the slaughter facility are printed, font Arial, size 14 and bold;
4. In the middle part of the label, the characters "SLAUGHTER CONTROL," are printed, font Arial, size 16 and bold;

Article 20. The veterinary hygiene label used for animal products that do not meet the veterinary hygiene standards, must be treated for veterinary hygiene (Figure 16, Appendix 5 of this Regulation);
1. The label has the shape, size, top and bottom part content as prescribed in Clauses 1, 2, 3, 5, Article 19 of this Regulation;
2. In the middle part of the label, the characters "VETERINARY HYGIENE TREATMENT" are printed, font Arial, size 16 and bold.
Article 21. The veterinary hygiene label template for animal products that do not meet veterinary hygiene standards and must be destroyed (Figure 17, Appendix 5 of this Regulation).
1. The label has the shape, size, top and bottom part content as prescribed in Clauses 1, 2, 3, 5, Article 19 of this Regulation;
2. In the middle part of the label, the characters "DESTROY"in Arial font, size 20 and bold."

SLAUGHTERING ANIMALS FOR DOMESTIC CONSUMPTION
Article 22. The veterinary hygiene label template for animal products that meet domestic consumption standards (Figure 18, Appendix 6 of this Regulation).
1. The label is rectangular in shape, with dimensions: length 70mm, width 40mm, straight lines have a width of 1mm in dark blue color. The background of the label is white, with dark blue text;
2. The label is divided into 3 parts along its length: the top and middle parts are 13.5mm wide, the bottom part is 9mm wide (excluding the lines);
3. In the upper left corner, there is an animal quarantine symbol, with a diameter of 15mm. To the right in the upper part, the name of the Veterinary Sub-Department is printed "VETERINARY SUB-DIRECTORATE...", in Arial font, size 14 and bold;
4. In the middle part of the label, the characters "SLAUGHTER CONTROL," are printed, font Arial, size 16 and bold;
5. The bottom part of the label prints "Date ... month ... year 20...", font Arial, size 12 and bold.
Article 23. The veterinary hygiene label template for animal products that do not meet veterinary hygiene standards and must undergo veterinary hygiene treatment (Figure 19, Appendix 6 of this Regulation).
1. The label has the shape, size, top and bottom content as prescribed in Clauses 1, 2, 3, 5 of Article 22 of this Regulation;
2. In the middle of the label, print the word "VETERINARY HYGIENE TREATMENT" are printed, font Arial, size 16 and bold.
Article 24. The veterinary hygiene label template for animal products that do not meet veterinary hygiene standards and must be destroyed (according to Figure 20, Appendix 6 of this Regulation).
1. The label has the shape, size, top and bottom content as prescribed in Clauses 1, 2, 3, 5 of Article 22 of this Regulation;
2. In the middle of the label, print the word "DESTROY", in Arial font, size 20 and bold.
Article 25. Regulations on the use of veterinary hygiene inspection labels.
1. Veterinary hygiene inspection labels shall be affixed to animal-origin foodstuffs and other animal products, or placed inside packaging or between layers of packaging containing animal products;
2. On the veterinary hygiene inspection label, the stamp of the slaughtering control and veterinary hygiene inspection agency must be affixed when using it.
Chapter V
REGULATIONS ON THE INK COLOR AND POSITION OF STAMPS
STAMPING POSITIONS FOR SLAUGHTER CONTROL ON MEAT
Article 26. Regulations on ink color.
1. The ink color must be dark and non-blurring when stamped;
2. The ink for stamps must be made from chemicals that do not alter the quality of meat or animal products and are not harmful to human health when consuming such meat and products;
3. The Department of Animal Health shall provide detailed guidance on the ink color for stamps on meat regarding composition and preparation methods.
Article 27. Regulations on the ink color for stamps on meat.
1. Red ink is used for the stamps specified in Articles 5, 6, 7, 8, 12, 13, 14, 15 of this Regulation;
2. Purple ink is used for the stamps specified in Articles 9, 10, 11, 16, 17, 18 of this Regulation;
3. In cases where the skin of livestock is dark-colored, heat-stamp marks (thermal stamps) with shapes, sizes, and contents as prescribed in this Regulation may be used.
Article 28. Stamping positions for slaughter control on pigs meeting veterinary hygiene standards for export.
1. For piglet and suckling pig carcasses: stamp one slaughter control mark at the buttock position of the carcass;
2. For pork cuts: stamp one slaughter control mark at the buttock position of each cut;
3. For pork slices: stamp one slaughter control mark on each slice of meat.
Article 29. Stamping positions for slaughter control on pigs meeting veterinary hygiene standards for domestic consumption:
1. For suckling pig carcasses: stamp one slaughter control mark at the buttock position of the carcass;
2. For piglet and market-ready pig carcasses:
a) Carcasses and pork cuts after slaughtering and transported to processing facilities: stamp one slaughter control mark at the buttock position of the carcass or stamp one mark at the buttock of each cut;
b) Carcasses intended for market consumption must be rolled or stamped with a slaughter control mark on both sides of the carcass from the cheek area to the buttock;
c) Pork cuts intended for market consumption must be rolled or stamped with a slaughter control mark from the neck area to the buttock of each cut;
d) Pork slices must be rolled or stamped with a slaughter control mark ensuring the stamp area allows clear identification that the product has been inspected for veterinary hygiene.
Article 30. Stamping positions for slaughter control on cattle, buffalo, goat, and sheep meeting veterinary hygiene standards.
1. Carcasses and cuts must be rolled or stamped with a slaughter control mark on both sides of the carcass from the neck area to the buttock;
2. Slices must be stamped with a slaughter control mark ensuring the stamp area allows clear identification that the product has been inspected for veterinary hygiene.
Article 31. Stamping positions for slaughter control on poultry carcasses meeting veterinary hygiene standards.
1. For poultry carcasses for export: stamp one slaughter control mark at the breast position of the carcass;
2. For poultry carcasses for domestic consumption: stamp two slaughter control marks at the breast position on both sides of the carcass;
Article 32. Stamping positions for slaughter control on carcasses not meeting veterinary hygiene standards.
1. Carcasses not meeting standards and requiring veterinary hygiene treatment or destruction must be rolled or stamped to ensure clear identification that they have been inspected for veterinary hygiene;
2. Veterinary doctors and technicians at the slaughterhouse must closely supervise the veterinary hygiene treatment of animal carcasses not meeting veterinary hygiene standards as prescribed.
Article 33. Regulations on numbering of slaughterhouses
1. For slaughterhouses exporting animals:
a) The number of the management authority of the slaughterhouse is defined according to characters A or B, C, etc.;
b) The number of the slaughterhouse is defined according to serial numbers 1 or 2, 3, etc.;
c) The Department of Animal Health specifies the specific number of stamps and inspection labels for veterinary hygiene for each management unit of livestock and poultry slaughterhouses for export (as stipulated in Appendix 7 of this Regulation).
2. For slaughterhouses for domestic consumption:
a) The number of the Veterinary Sub-Department managing the slaughterhouse is defined according to serial numbers 01 or 02, 03, etc. The specific number of each Veterinary Sub-Department is defined in Appendix 8 of this Regulation;
b) The number of the district having a slaughterhouse is defined according to serial numbers 01 or 02, 03, etc.;
c) The number of the slaughterhouse is defined according to serial numbers 01 or 02, 03, etc.
d) The Veterinary Sub-Department specifies the specific number for each district and each livestock and poultry slaughterhouse;
e) The regulation on the numbering of stamps and inspection labels for veterinary hygiene is guided in Appendix 8 of this Regulation./.
