Regulations on Functions, Tasks, and Organizational Structure of the Information Technology and Statistics Center

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

At the proposal of the Director of the Cadre and Civil Servant Department,

DECISION:

Article 1. Position and Function

1. The Information Technology and Statistics Center is a unit under the Ministry of Agriculture and Rural Development, serving the state management work of the Ministry.

2. The Information Technology and Statistics Center (hereinafter referred to as the Center) is a non-profit organization operating under the mechanism of self-management and self-responsibility of public service organizations with revenue, in the field of information technology application and development, statistics, information, and library services for agriculture and rural development.

3. The Center has legal personality, possesses its own seal, and opens separate accounts at the State Treasury and Bank in accordance with the provisions of the law.

The main office of the Center is located in Hanoi City.

Article 2. Tasks of the Center

1. Participate in building strategies, plans, programs, and projects on the application and development of information technology, statistics, information, and library services for agriculture and rural development according to the division of labor of the Ministry; organize implementation after approval.

2. Application and development of information technology:

a) Implement the Government's electronic government program of the Ministry;

b) Manage and develop the Ministry of Agriculture and Rural Development's electronic news site and e-commerce portal;

c) Participate in building and proposing regulations on information technology management for the industry to be approved by the Ministry and organize implementation after approval;

d) Develop agricultural and rural development sector software;

đ) Build, manage, operate, and exploit the Ministry of Agriculture and Rural Development's computer network system and data integration center;

e) Research and develop the application of information technology achievements in agriculture and rural development.

3. Carry out specialized agricultural and rural development statistical activities:

a) Propose a system of statistical indicators, organize statistical activities to serve the state management of the Ministry;

b) Directly collect, compile industry statistical data; build and develop a database and statistical information network; compile Statistical Yearbooks and statistical materials for the agricultural and rural development sector;

c) Conduct statistical surveys, analyze statistical data, implement basic and comprehensive statistical reporting systems as prescribed; exchange statistical data and information bidirectionally between the Ministry and localities and units within the sector;

d) Build and submit statistical data to be published according to the law.

4. Collect, compile, and analyze information to serve leadership of the Ministry and entities with needs:

a) Information to serve management, direction, and operation of the Ministry;

b) Information to serve scientific research and technological development in the industry;

c) Agricultural, forestry, fisheries production, market information, water resources management, and rural development;

d) Publish specialized information publications.

5. Agricultural Library:

a) Organize agricultural and rural development library activities to serve entities with needs;

b) Build and manage an electronic library, connect domestic and international library networks in the industry.

6. Conduct scientific research and apply new technologies in information technology, statistics, information, and library services for agriculture and rural development.

7. Train, enhance, and conduct workshops to improve professional expertise in information technology, statistics, information, and library services for the agricultural and rural development sector.

8. Cooperate and exchange with domestic and foreign organizations and experts to absorb and enhance technological levels, management experience, and information technology, statistics, information, and library development.

9. Implement consulting, service, and business activities in accordance with the law:

a) Prepare or participate in reviewing, consulting investment, supervising construction for projects related to information technology, statistics, information, and libraries;

b) Consult on preparing reports, technical designs, and construction of investment projects related to information technology, statistics, information, and libraries;

c) Produce, trade, and transfer computer network technology, software products, IT, and automation.

10. Manage organizational structure, staffing, implement salary systems, and other incentive policies, rewards, and disciplinary measures for staff members of the Center according to the Ministry's delegation and legal provisions.

11. Manage financial resources, assets, and other assigned resources; organize implementation of allocated budgets in accordance with the law.

12. Perform other tasks assigned by the Minister.

Article 3. Organizational Structure

1. Leadership: The Center's leadership consists of a Director and Deputy Directors appointed by the Minister of Agriculture and Rural Development in accordance with regulations.

a) The Center Director manages the Center's operations, is responsible before the Minister and the law for the Center's activities.

b) Deputy Directors assist the Director in overseeing and directing certain tasks according to the Director's assignment, are responsible before the Director and the law for the assigned tasks.

2. Center Organization:

a) Administrative Department;

b) Planning and Finance Department;

c) Network Management and Development Department;

d) Software and Database Department;

đ) Electronic News Site Department;

e) Statistics Department;

g) Information Department;

h) Library science;

i) Consulting and Technology Transfer Department;

k) Southern Branch, headquartered in Ho Chi Minh City.

3. Staff of the Center are responsible before the Center Director for assigned tasks, have obligations and rights according to the law.

The Center Director defines positions, functions, tasks, staffing, and appoints personnel for departments and branches according to the Ministry's delegation; builds and submits to the Ministry for issuance the Charter on the Center's organizational structure and operations.

Article 4. Effective date

This Decision shall take effect fifteen days after its publication in the Official Gazette, replacing Decision No. 68/2005/QĐ-BNN dated November 2, 2005 on the functions, tasks, and organizational structure of the Information Technology and Statistics Center under the Ministry of Agriculture and Rural Development (the old Ministry), and Decision No. 17/2003/QĐ-BTS dated August 5, 2003 on the functions, tasks, and organizational structure of the Information Technology Center under the Ministry of Fisheries, and abolishing previous provisions that are contrary to this Decision.

Article 5. Responsibilities for Implementation

The Head of the Ministry’s Office, the Director of the Cadre and Civil Servant Department, the Heads of agencies and units under the Ministry related to this matter, and the Director of the Information Technology and Statistics Center are responsible for implementing this Decision./.
