Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

BASED ON THE GOVERNMENTAL DECREE NO. 95/2012/NĐ-CP DATED NOVEMBER 12, 2012 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INDUSTRY AND TRADE;

Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions

Pursuant to Decision No. 53/2012/QĐ-TTg dated November 22, 2012 of the Prime Minister on the roadmap for applying the blending ratio of biofuels with traditional fuels.

At the proposal of the Director of the Science and Technology Department, the Minister of Industry and Trade hereby issues National Technical Regulations on equipment, accessories, and means used in the blending, storage, and transportation of ethanol and biofuel (E5, E10) at oil depots.

Article 1. The National Technical Regulations on equipment, accessories, and means used in the blending, storage, and transportation of ethanol and biofuel (E5, E10) at oil depots are promulgated together with this Circular. Designation: QCVN 09:2012/BCT.

Article 2. THIS CIRCULAR SHALL TAKE EFFECT FROM FEBRUARY 10, 2013.

Article 3. The Heads of the Ministry's Office, Inspectorate, Departments, the Director of the Energy Administration under the Ministry, Directors of Provincial Departments of Industry and Trade, heads of agencies, organizations, and individuals concerned are responsible for implementing this Circular./.
