Pursuant to Decree No. 95/2012/NĐ-CP dated November 12, 2012, of the Government, detailing the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

Pursuant to Decree No. 19/2006/NĐ-CP dated February 20, 2006 of the Government detailing the Law on Commerce regarding the origin of goods;i Pursuant to the Vietnam-Korea Free Trade Agreement which was signed by the Government of the Socialist Republic of Vietnam and the Government of the Republic of Korea and entered into force on May 5, 2015 in Hanoi, Vietnam;

At the proposal of the Chief Negotiator of the Vietnam-Korea Free Trade Agreement and at the proposal of the Director of the Import-Export Department;"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation."The Minister of Industry and Trade promulgates this Circular amending Circular No. 40/2015/TT-BCT dated November 18, 2015 of the Ministry of Industry and Trade on implementing Rules on Origin in the Vietnam-Korea Free Trade Agreement (hereinafter referred to as Circular No. 40/2015/TT-BCT).
