CIRCULAR
Issuing Amendment 1: 2020 QCVN 08: 2018/BTC - National Technical Regulation for high-speed craft in the national reserve
Regarding high-speed craft in the national reserve
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Law on National Reserves dated November 20, 2012;
Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions
Pursuant to the Decree No. 94/2013/NĐ-CP dated August 21, 2013 of the Government detailing the implementation of the Law on National Reserves;
Pursuant to Decree No. 87/2017/NĐ-CP dated July 26, 2017, issued by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing some articles of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;
At the proposal of the Director General of the State Treasury Administration;
The Minister of Finance issues this Circular on issuing Amendment 1: 2020 QCVN 08: 2018/BTC - National Technical Regulation for high-speed craft in the national reserve as follows:
Article 1. This Circular issues Amendment 1: 2020 QCVN 08: 2018/BTC - National Technical Regulation for high-speed craft in the national reserve.
Article 2. This Circular takes effect from July 15, 2020.
Article 3. The Director of the State General Reserve Corporation, heads of agencies, organizations, and individuals related to the activities of receiving and delivering (importing, exporting), storing, and managing high-speed craft in the national reserve shall be responsible for organizing the implementation of this Circular.

Amendment 1: 2020 QCVN 08: 2018/BTC amends and supplements some provisions of QCVN 08: 2018/BTC.
Amendment 1: 2020 QCVN 08: 2018/BTC was compiled and submitted for review by the State General Reserve Corporation, examined by the Ministry of Science and Technology, and issued by the Minister of Finance through Circular No. 48/2020/TT-BTC dated May 29, 2020.

Amending Clause 4.1.1.1 Point 4.1.1 Subclause 4.1 Section 4 as follows:
"4.1.1.1 Responsibilities of the specialized national reserve agency: Acceptance of products after completion."

Amending Point 4.1.2 Subclause 4.1 Section 4 as follows:
"4.1.2 Inspection before the expiration date of warranty during storage and before delivery

Inspection before the expiration date of warranty
Three months before the expiration date of warranty, the national reserve unit conducts an external inspection of all craft and operational testing. In case of technical issues, the national reserve unit notifies the supplier unit to inspect and rectify.

Inspection before delivery: The national reserve unit organizes an external inspection and operational testing of the craft. For equipment (batteries, life jackets...), if they do not meet quality requirements or have exceeded the storage period according to regulations, the national reserve unit must replace them with items that meet quality standards and correct types as required for delivery."
