Repealing part of Circular Joint Circular No. 46/2016/TTLT-BTC-BVHTTDL dated March 11, 2016, issued by the Minister of Finance and the Minister of Culture, Sports and Tourism guiding special management regimes for Provincial and District Mobile Propaganda Teams

Pursuant to the State Budget Law dated June 25, 2015;

Pursuant to the Law on Legislative Regulatory Documents promulgation dated June 22, 2015; the Law amending and supplementing certain articles of the Law on Legislative Regulatory Documents promulgation dated June 18, 2020;

Pursuant to Decree No. 163/2016/NĐ-CP dated December 21, 2016, issued by the Government, detailing the implementation of certain provisions of the State Budget Law;

Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016, promulgated by the Government detailing certain provisions and measures to implement the Law on Issuing Legal Normative Documents; Decree No. 154/2020/NĐ-CP dated December 31, 2020, promulgated by the Government amending and supplementing certain articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016, detailing certain provisions and measures to implement the Law on Issuing Legal Normative Documents; Decree No. 59/2024/NĐ-CP dated May 25, 2024, promulgated by the Government amending and supplementing certain articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016, detailing certain provisions and measures to implement the Law on Issuing Legal Normative Documents which has been amended and supplemented certain articles according to Decree No. 154/2020/NĐ-CP dated December 31, 2020, promulgated by the Government;

Pursuant to Decree No. 14/2023/NĐ-CP dated April 20, 2023, issued by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

At the proposal of the Director of the Administrative and Public Service Financial Department;

The Minister of Finance issues this Circular to repeal part of Circular Joint Circular No. 46/2016/TTLT-BTC-BVHTTDL dated March 11, 2016, issued by the Minister of Finance and the Minister of Culture, Sports and Tourism guiding special management regimes for Provincial and District Mobile Propaganda Teams.

Article 1. Repealing part of the Circular Joint Circular

Repeal Article 3, Article 4, and Clause 2 of Article 5 of Circular Joint Circular No. 46/2016/TTLT-BTC-BVHTTDL dated March 11, 2016, issued by the Minister of Finance and the Minister of Culture, Sports and Tourism guiding special management regimes for Provincial and District Mobile Propaganda Teams.

Article 2. Implementation clause

1. This circular shall take effect from September 5, 2024.

2. For tasks that have been approved and budgeted for implementation before the effective date of this Circular, continue to implement according to the provisions of Circular Joint Circular No. 46/2016/TTLT-BTC-BVHTTDL until the end of the 2024 fiscal year.

3. During the implementation process, if there are difficulties or obstacles, it is requested that agencies, organizations, and individuals report them to the Ministry of Finance for timely resolution./.
