Amending and supplementing certain Articles of Circular No. 09/2024/TT-BCA

dated March 13, 2024 issued by the Minister of Public Security regarding the implementation of mass mobilization work by the People's Public Security force and

Circular No. 124/2021/TT-BCA dated December 28, 2021 issued by the Minister of Public SecurityCircular number

Pursuant to the Law on the People's Public Security dated November 20, 2018; the Law amending and supplementing certain provisions of the Law on the People's Public Security dated June 22, 2023;

Pursuant to Decree No. 02/2025/NĐ-CP dated February 18, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

At the proposal ofthe Director of the Department for Mass Mobilization and Safeguarding National Security;

the Minister of Public Security amends and supplements certain Articles of Circular No. 09/2024/TT-BCA dated March 13, 2024 issued by the Minister of Public Security regarding the implementation of mass mobilization work by the People's Public Security force and Circular No. 124/2021/TT-BCA dated December 28, 2021 issued by the Minister of Public Security stipulating residential areas, communes, wards, towns, agencies, enterprises, and educational institutions meeting the criteria for "Safety in security and public order".

Article 1. Amending and supplementing certain Articles of Circular No. 09/2024/TT-BCA dated March 13, 2024 issued by the Minister of Public Security regarding the implementation of mass mobilization work by the People's Public Security force"2. This Circular applies to units under the Ministry of Public Security, provincial-level city public security organs, commune-level public security organs, special zone public security organs (collectively referred to as public security units, localities); officers, non-commissioned officers, conscript soldiers, police workers (collectively referred to as cadres and soldiers).".

Ministry2. Amending and supplementing the phrase at Article 9 as follows: issues the Circular a) Replacing the phrase "Central Committee for Mass Mobilization" with the phrase "Central Committee for Propaganda and Mass Mobilization" at point b Clause 1 Article 9.

b) Amending and supplementing the name of Clause 3 Article 9 as follows:

đ) Replacing the phrase "Mass Mobilization Committee" with the phrase "Propaganda and Mass Mobilization Committee" at point b Clause 19 Article 9.

e) Amending and supplementing the name of Clause 21 Article 9 as follows:

"21. Commune-level, ward-level, special zone-level public security organs:"

g) Amending and supplementing point a Clause 21 Article 9 as follows:

"a) Implementing the policies and measures of the Party committees, authorities at all levels and the Ministry of Public Security, provincial-level public security organs regarding the implementation of mass mobilization work in the commune, ward, special zone (collectively referred to as commune level);".

3. Abolishing Clause 20 Article 9.

Article 2. Amending and supplementing certain Articles of Circular No. 124/2021/TT-BCA dated December 28, 2021 issued by the Minister of Public Security stipulating residential areas, communes, wards, towns, agencies, enterprises, and educational institutions meeting the criteria for "Safety in security and public order"

1. Amending and supplementing the phrase at Article 9 as follows:

a) Replacing the phrase "and complete the procedures and files to be sent to the Standing Office of the Provincial Steering Committee for Crime Prevention, Social Evils Control, and Mass Mobilization for Safeguarding National Security (collectively referred to as commune level)" with the phrase "and complete the procedures and files to be sent to the commune-level, ward-level, special zone-level public security organs" at point a Clause 1 Article 9.

b) Amending and supplementing point b, point c Clause 1 Article 9 as follows: "b) The commune-level, ward-level, special zone-level public security organs advise the provincial-level people's committee to chair meetings to review and evaluate the situation and results of building communes, wards, special zones meeting the criteria for "Safety in security and public order" and complete the procedures and files to be sent to the provincial-level public security organs for examination and report to the Chairman of the provincial-level people's committee for approval and decision to recognize communes, wards, special zones meeting the criteria for "Safety in security and public order" before November 20 each year;

c) The head of the agency, enterprise, or educational institution chairs a meeting including representatives from the Party committee, mass organizations, security forces (if any), representatives from the public security organs, and representatives from the competent authority to review and evaluate the situation and results of building the agency, enterprise, or educational institution meeting the criteria for "Safety in security and public order" and complete the procedures and files to be sent to the directly managing and supervising public security organ for examination and report to the Chairman of the provincial-level people's committee for approval and decision to recognize the agency, enterprise, or educational institution meeting the criteria for "Safety in security and public order" before November 20 each year;"

"3. The provincial-level people's committee examines and decides to recognize and issue a certificate of recognition for meeting the criteria for "Safety in security and public order" for communes, wards, special zones, agencies, enterprises, and educational institutions within its jurisdiction or authorized to manage."

3. Removing the phrase "one level" at Clause 5 Article 10.

4. Abolishing Clause 2 Article 10.

5. Replacing the phrase "town" with the phrase "special zone" at: the title and basis for promulgation of Circular No. 124/2021/TT-BCA; Clause 1 Article 1; point a, point c Clause 2 Article 1; Clause 1 Article 3; the title at Article 5 and the first part of Clause 1 Article 5; Clause 1, Clause 3 Article 5; Clause 1, point b Clause 2 Article 8; point a, point b Clause 2 Article 9.

2. Amend and supplement Clause 3 of Article 10 as follows:

6. Abolishing Appendix 1, Model 1, Appendix 2, Model 2, Appendix 3, Model 3 promulgated by Circular No. 124/2021/TT-BCA.

3. Delete the phrase "one level" in Clause 5, Article 10.

4. Repeal Clause 2, Article 10.

5. Replace the phrase "town" with the phrase "special zone" in: the name and basis for issuing Circular No. 124/2021/TT-BCA; Clause 1, Article 1; Point a, Point c, Clause 2, Article 1; Clause 1, Article 3; the name at Article 5 and the first paragraph of Clause 1, Article 5; Clause 1, Clause 3, Article 5; Clause 1, Point b, Clause 2, Article 8; Point a, Point b, Clause 2, Article 9.

6. Repeal Appendix 1, Form No. 1, Appendix 2, Form No. 2, Appendix 3, Form No. 3 issued pursuant to Circular No. 124/2021/TT-BCA.

Article 3. Appendix Model Certificate

The Appendix Model Certificate for recognizing residential areas, communes, wards, special administrative-economic zones, agencies, enterprises, educational institutions meeting the "Safety in Security and Public Order" standards shall be promulgated together with this Circular.

Article 4. Effective date

This Circular shall take effect from July 1, 2025.

Article 5. Responsibilities for Implementation

1. The Director of the Mass Mobilization for Safeguarding National Security Bureau shall be responsible for monitoring, inspecting, and urging the implementation of this Circular.

2. Heads of units under the Ministry, Directors of Provincial Police Departments, Municipal Police Departments directly under the Central Government, and related organizations and individuals shall be responsible for implementing this Circular. In the course of implementing this Circular, if there are difficulties or obstacles, relevant units, localities, organizations, and individuals shall report to the Ministry of Public Security (through the Mass Mobilization for Safeguarding National Security Bureau) for timely guidance.
