Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008 and Decree No. 75/2009/NĐ-CP dated September 10, 2009 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decision No. 1605/QĐ-TTg dated August 27, 2010 of the Prime Minister approving the National Program on the application of information technology in the activities of state agencies for the period 2011-2015;

Pursuant to Decree No. 43/2011/NĐ-CP dated June 13, 2011 of the Government stipulating the provision of information and online public services on the electronic information website or government portal of state agencies;

Pursuant to Circular No. 3601/BTTTT-ƯDCNTT dated December 25, 2012 of the Ministry of Information and Communications regarding the construction of the roadmap for providing online public services in accordance with Decree No. 43/2011/NĐ-CP;

The Minister of Industry and Trade promulgates the Circular amending and supplementing certain provisions on the delegation of administrative procedures in fields under the management of the Ministry of Industry and Trade."

DECISION:

Article 1. Approving the roadmap for providing online public services of the Ministry of Agriculture and Rural Development for the period 2013-2015.

Article 2. Entrusting the Office of the Ministry (the permanent office for administrative reform) to take the lead, coordinate with the Center for Informatics and Statistics and related units to organize the implementation of online public services in accordance with regulations.

Article 3. This Decision takes effect from the date of signature.

Article 4. The Head of the Office of the Ministry, the Director of the Center for Informatics and Statistics, the Heads of units under the Ministry and related units shall be responsible for implementing this Decision./.

I. OBJECTIVES

1.1 General Objective

Vigorously implement the provision of high-level online public services to improve the quality of administrative public services in the operation of the Ministry, in conjunction with the administrative reform process, contributing to enhancing the quality of the agricultural sector in Vietnam towards efficiency, sustainability, and better meeting the requirements of citizens and businesses.

Utilize the internet environment (government portal, electronic information website of the Ministry and its units) to provide online public services at levels 3 and 4 for administrative procedures within the scope of management of the Ministry of Agriculture and Rural Development; provide a minimum of 20 groups of online public services at level 3 or higher during the period 2011-2015 as required by the Government.

1.2. Specific objectives

a) Specific objectives for 2013:

- Specialized software for providing online public services is developed for common use by all units under the Ministry to enable the provision of online public services at level 3.

- Provide 27 online public services (8%) at level 3.

- Prepare necessary conditions to pilot the National Single Window Customs Mechanism as prescribed.

b) Specific objectives for 2014:

- Provide 66 online public services (20%) at level 3 and 1 online public service at level 4.

- Administrative procedures participating in piloting the National Single Window Customs Mechanism as prescribed.

c) Specific objectives for 2015:

- Provide 104 online public services (30%) at level 3 and 8 online public services at level 4, including 20 groups of online public services as prescribed by the Government in Decision No. 1605/QĐ-TTg.

- Prepare necessary conditions to be ready to provide online public services at level 4 for some basic online public services during the period 2016-2020.

2.2. Implementation steps/route maps during the period from 2011 to 2015.

- Implement the development of software providing level 3 online public services; prioritizing the selection of 20 groups of administrative procedures according to Decision "1065"; administrative procedures piloted for the national single window customs system; administrative procedures reviewed according to Decision "263"...

- Standardize data formats, information, and forms according to the requirements of level 3 online public service provision; update data of administrative procedures implementing online public services in level 3 online public service software; update the list and information of administrative procedures providing level 3 online public services on the online public service section.

- Develop regulations governing the implementation of online public services at the Ministry.

- Develop guidelines for implementing online public services, particularly level 3 and level 4 online public services.

- Develop communication materials to promote, disseminate, and encourage individuals and organizations to participate in high-level online public services.

2.3. Orientation until 2020.

Prepare necessary conditions to provide level 4 online public services (supplementing and upgrading level 3 online public service software); establish electronic signature applications and other necessary requirements (legal basis for electronic documents, fee collection systems).

III. EXPENSES

Funding for providing online public services (including initial investment funding and annual operational funding) shall be sourced from the state budget, contributions from beneficiaries of online public services, and other legitimate sources of funding.

IV. IMPLEMENTATION STRATEGIES

4.1. Administrative solutions.

a) Units under the Ministry responsible for implementing administrative procedures must develop annual implementation plans for online public services, organize the provision of online public services according to the Ministry's overall plan.

b) The Ministry shall issue regulations and provisions as a basis for uniform implementation of online public services at units under the Ministry.

c) Units must develop regulations and procedures for implementing administrative procedures in accordance with the requirements of the TCVN ISO 9001: 2008 standard, suitable for the online public service implementation process (when implementing levels 3 and 4).

d) Link the completion of the online public service provision roadmap to the assessment, commendation, and awarding of achievements for heads, collectives, and individuals directly involved in or responsible for the implementation of online public services.

4.2. Technical and technological solutions.

a) Prioritize investment projects, scientific research topics, and technological applications aimed at implementing online public services and integrating data.

b) Projects and topics applying information technology related to the implementation of the online public service provision roadmap, new or upgraded unit websites must be linked to the provision of online public services and must be thoroughly evaluated regarding their ability to provide online public services and security levels.

c) Information technology infrastructure systems and IT equipment must be prioritized for the implementation of online public services when they are implemented at levels 3 and 4.

4.3. Human resource solutions.

Develop a human resource project for the information technology phase from 2011 to 2015 to ensure that units have dedicated IT civil servants, staff, and officials with the appropriate qualifications to operate internal information systems and provide online public services.

4.4. Organizational and implementation solutions.

The Steering Committee for the Information Technology Application Program of the Ministry is responsible for developing detailed plans for projects and items to be implemented annually; urging implementation, resolving difficulties and obstacles, and regularly reporting to the Ministry on implementation progress.

4.5. Solutions to enhance awareness and attract users.

a) Organize promotional activities on the roadmap for providing online public services through: deployment meetings, dissemination via mass media (press, radio, television), the Ministry's electronic portal, unit websites, administrative service guidance materials, and other promotional channels: Departments of Agriculture and Rural Development, other Ministries and sectors...

b) Organize seminars on: providing online public services, technological solutions for providing online public services, cybersecurity on electronic networks, application of digital signatures in electronic transactions.

c) Implement dialogue channels, receiving and responding to opinions and suggestions from organizations and individuals regarding the provision of online public services.

4.6. Financial solutions.

For programs, projects, and items related to the implementation of the online public service provision roadmap and included in the Ministry of Agriculture and Rural Development's Information Technology Application Plan for the 2011-2015 period (issued according to Decision No. 06/QD-BNN-KHCN dated January 4, 2010 by the Minister of Agriculture and Rural Development), funding will be guaranteed. Adjustments and supplements will be made to funding for programs, projects, and items not included in the plan but necessary for the roadmap.

Annual maintenance will be allocated adequate funding from the annual budget, from fees and charges collected for administrative procedures, and encouraged to mobilize legitimate support from other sources of funding.

V. IMPLEMENTATION

To effectively implement the Ministry's online public service provision roadmap for the 2013-2015 period, it is essential to have resolute, synchronized leadership from the Ministry's leadership, heads of units, and close cooperation among Party organizations, trade unions, and youth associations, along with the strong determination of participating civil servants and officials.

1. Heads of agencies and units

- Determine the provision of online public services as a mandatory task, implement the Program and Plan for administrative reform of the Ministry for the period from 2011 to 2015 to 2020, and use it as a criterion for annual commendation and award assessment of the unit.

- Direct the preparation of annual implementation plans (according to the guiding outline), based on the Ministry's plan.

- Allocate human resources responsible for information technology and data processing (IT administrators); direct staff to handle online public services within the unit's responsibilities as prescribed.

- Organize the provision of online public services of the agency and unit according to the approved plan, ensuring requirements, quality, and progress as stipulated in the Ministry's overall plan.

- Ensure adequate financial and personnel resources for organizing and implementing online public services as prescribed.

- Implement communication and competition activities to fulfill the plan for providing online public services at the unit as prescribed.

- Report as prescribed on the implementation situation and results; promptly propose and recommend solutions to difficulties encountered during the implementation process.

2. The Ministry Office

- Take the lead in building and submitting to the Ministry Leadership for approval the roadmap for providing online public services of the Ministry as prescribed.

- Lead and coordinate with the Information Technology and Statistics Center and related units to develop and submit to the Ministry for issuance the regulations on providing online public services of the Ministry.

- Advise the Minister to direct the organization, guidance, and implementation of online public services of agencies and units under the Ministry as prescribed.

- Monitor, urge, inspect, and supervise the implementation of the plan for providing online public services of units under the Ministry.

- Compile periodic and ad hoc reports to report to the Minister and relevant agencies on the results; promptly report measures to address units that are slow in transitioning public services to online formats as prescribed.

- Establish criteria for evaluating the provision of online public services by the Ministry and its agencies and units.

- Promptly propose and recommend solutions to difficulties encountered during the implementation process.

3. Finance Department

Guide units to prepare budgets for annual activities related to providing online public services, consolidate them into the Ministry's state budget estimate for the year; review and approve final accounts for the funding roadmap for providing online public services of units under the Ministry; allocate sufficient funds to implement online public service tasks as required, ensuring quality and effectiveness.

4. The Organization and Cadre Affairs Department

Coordinate with the Ministry Office and the Information Technology and Statistics Center to monitor and promptly recommend awards for collectives and individuals who complete their tasks well.

5. International Cooperation Department

Propose sponsors for agencies and units with projects related to supporting the plan for providing online public services.

6. Department of Science, Technology, and Environment

Guide units under the Ministry to uniformly implement standards and norms for applying information technology in providing online public services.

7. Information Technology and Statistics Center

- Serve as the management point for the Ministry's electronic portal for providing online public services, ensuring personal and business connections can easily access and contact specialized agencies for inquiries, requests, and recommendations.

- Collaborate with related units to gradually pilot the application of digital signatures and electronic certification in electronic transactions.

- Collaborate with the Ministry Office (Administrative Procedures Control Division) to organize the establishment of links for online public services provided to individuals and businesses from the Ministry's electronic portal to the National Database on Administrative Procedures.

- Collaborate and provide technical advice to units in developing and implementing plans for providing online public services.

- Collaborate with the Department of Science, Technology, and Environment, the Ministry Office, and related units to enhance training and guidance to improve knowledge about online public services for officials, civil servants, and employees.

- Collaborate and participate in guiding and inspecting the implementation of online public services by agencies and units under the Ministry.

8. Reporting System

During the implementation process, agencies and units shall submit regular reports according to administrative reform reports and ad hoc reports as requested by the Ministry to the Permanent Office for Administrative Reform for consolidation into the Ministry's general report, promptly advising the Minister to organize and direct the provision of public services at units.
