DECISION OF THE PRIME MINISTER
On certain benefits for athletes and coaches in sports
PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Considering the proposal of the Minister, Head of the Government Organizational and Civil Servant Affairs Board, the Minister of Finance, the Minister of Labor, Invalids, and Social Affairs, and the Minister, Chairman of the Sports Management Committee, Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).y ban Physical Education and Sports,
DECISION:
Article 1. Payment of daily remuneration to athletes who do not receive salaries during concentrated training and competition periods shall be made according to the following criteria based on the level of the team participating in the competition:
1. For national-level athletes: 25,000 dong/day;
2. For athletes in national-level youth teams, national-level talent teams, provincial-level teams, municipal-level teams directly under the Central Government, and central ministry-level teams: 20,000 dong/day;
3. For athletes in provincial-level youth teams, municipal-level youth teams directly under the Central Government, and central ministry-level youth teams: 10,000 dong/day;
4. For athletes in provincial-level talent teams, municipal-level talent teams directly under the Central Government, and central ministry-level talent teams: 7,000 dong/day;
Article 2. For athletes in national-level teams, provincial-level teams, municipal-level teams directly under the Central Government, and central ministry-level teams who are not covered by social insurance as stipulated in the Social Insurance Regulations issued by the Government along with Decree No. 12/CP dated January 26, 1995, during their concentrated training and competition periods, if they fall ill, suffer accidents, or die, the following assistance will be provided:
1. They will receive sick leave compensation equal to 75% of their daily remuneration for the days off due to illness (or implementation of population planning measures);
2. In case of an accident, they will receive work injury assistance including emergency and medical treatment expenses, and compensation equal to 100% of their daily remuneration during the period of treatment at a healthcare facility. After the injury stabilizes, they will be referred for a labor capacity assessment; if there is a reduction in labor capacity, they will receive one-time disability compensation as follows: A reduction from 5% to 30% of labor capacity will result in 12 months of the minimum wage applicable to civil servants and administrative officials as prescribed by the State; if the reduction in labor capacity is 31% or more, an additional half month of the minimum wage will be added for each percentage point increase.
3. In the event of an athlete's death, the funeral expenses for the next of kin will be paid at a rate of eight months of the minimum wage applicable to civil servants and administrative officials as prescribed by the State, and a one-time allowance of five months of the minimum wage applicable to civil servants and administrative officials as prescribed by the State will also be provided.
Article 3. For athletes who are not state civil servants or state employees, when they cease being athletes, they will receive a one-time allowance equivalent to one month (26 days/month) of their pre-termination remuneration for each year of concentrated athletic service (cumulative), but this amount will not be less than two months of their remuneration.
Article 4. The levels of monetary rewards for athletes who achieve results in competitions and coaches are specified as follows:

2. Athletes who achieve results in international youth championships (Southeast Asia, Asia, and World) will receive a reward level equal to 50% of the corresponding reward level specified in Clause 1 of this Article. |

3. The maximum reward for athletes who achieve results in national competitions will not exceed 5 million dong.
4. Coaches who directly train athletes achieving results in competitions will receive the same reward level as the athletes.
5. For team sports, the number of athletes and coaches eligible for rewards upon achieving results will be determined according to the regulations of the competition. The total reward will be the product of the number of people eligible for rewards and the corresponding reward level specified in Clause 1 of this Article.
6. For sports with team competition formats, the number of athletes and coaches eligible for rewards upon achieving results will be determined according to the regulations of the competition. The total reward will be the product of the number of people eligible for rewards and 50% of the corresponding reward level specified in Clause 1 of this Article.
The financial resources for implementing the benefits stipulated in this Decision will be included in the annual budget for physical education and sports activities of the Sports Management Committee.
Article 5. The Minister, Head of the Government Organizational and Civil Servant Affairs Board, the Minister of Finance, the Minister of Labor, Invalids, and Social Affairs, and the Minister, Chairman of the Sports Management Committee are responsible for guiding the implementation of this Decision.
Article 6. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
Article 7. The Minister, Heads of Ministries equivalent to Ministries, Heads of agencies subordinate to the Government, and Chairmen of Provincial People's Committees directly under the Central Government are responsible for enforcing this Decision./.
Article 8. The Minister, Head of an agency at the ministerial level, head of an agency under the Government, Chairman of the People's Committee of a province or centrally governed city shall be responsible for implementing this Decision./.
