Organization and Operation of District Cultural Information Centers
THE MINISTER OF CULTURE AND INFORMATION
Pursuant to Decree No. 63/2003/NĐ-CP dated June 11, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Culture and Information;
Pursuant to Circular Joint No. 02/2005/TTLT/BVHTT-BNV dated January 21, 2005, issued by the Ministry of Culture, Sports and Tourism and the Ministry of Home Affairs guiding the functions, tasks, authorities, and organizational structure of specialized agencies assisting People's Committees in managing cultural and information affairs at local levels;
At the proposal of the Director of the Department of Grassroots Cultural Information, the Head of the Organization and Cadre Division,
DECISION:
Article 1. These Model Regulations on the Organization and Operation of District Cultural Information Centers are hereby adopted along with this Decision.
Article 2. The Heads of the Office, the Director of the Department of Grassroots Cultural Information, the Head of the Organization and Cadre Division, and the Directors of Provincial Departments of Culture, Sports and Tourism directly under the Central Government shall be responsible for implementing this Decision.
Article 3. This Decision shall take effect fifteen days from the date of publication in the Official Gazette. All previous regulations that conflict with this Decision are hereby abolished./.

REGULATIONS
MODEL ON THE ORGANIZATION AND OPERATIONS OF THE
DISTRICT CULTURAL INFORMATION CENTER
(Adopted along with Decision No. 49/2005/QĐ-BVHTT dated September 13, 2005
of the Minister of Culture, Sports and Tourism)
PART I
POSITION, FUNCTIONS, SERVICE OBJECTS,
TASKS AND POWERS
Article 1. Name
1.1. The name of the District Cultural Information Center shall be unified as follows:
- Cultural Information Center + name of district, town, city.
1.2. Districts, towns, cities establish Cultural Information Centers with sports functions, named as follows:
- Cultural Information and Sports Center + name of district, town, city.
Article 2. Position and Functions
The District Cultural Information Center is a cultural and information public service unit under the District People's Committee; it has legal personality, seal, and bank accounts according to the law.
The District Cultural Information Center has the following functions:
- Organizing cultural activities to meet the creative and cultural enjoyment needs of the local population;
- Propaganda and mobilization services to support political, economic, and cultural-social tasks according to the Party's guidelines and State laws;
- Providing professional guidance and training for grassroots cultural and information staff;
- Organizing cultural and information public services.
Article 3. Service Objects
The service objects of the District Cultural Information Center are the people within its jurisdiction.
Article 4. Tasks and Powers
1. Based on the local socio-economic development program and the work plan of the Cultural Information and Sports Department, develop short-term and long-term activity plans and implement them after approval by the District People's Committee;
2. Organize information and propaganda activities regarding the Party's policies, State laws, and local political, economic, and social tasks;
3. Organize cultural, artistic, film screening, mobile information, entertainment, club, interest group, art talent, vocational skill classes, and other appropriate activities in accordance with assigned tasks;
4. Organize folk arts festivals, competitions, and traditional festivals. Conduct training sessions for grassroots cultural and information staff in villages, towns, and districts according to the Cultural Information and Sports Department's plan;
5. Compile, publish, and distribute professional materials for operational activities according to the law;
6. Organize cultural and information services consistent with the functions and tasks stipulated by the law;
7. Cooperate, exchange, and collaborate on professional and operational cultural and information activities with organizations and individuals both within and outside the province;
8. Regularly report and submit special reports on the Center's activities to the District People's Committee, the Cultural Information and Sports Department, and relevant cultural and information management agencies as prescribed;
9. Manage the organization, staff, finance, and assets of the Center according to authorized regulations; enter into labor contracts and manage labor according to the law;
10. Perform other tasks assigned by the District People's Committee and the Cultural Information and Sports Department.
For District Cultural Information Centers tasked with library, exhibition, radio station, and sports functions, in addition to performing the functions and tasks specified in these Regulations, they also perform the duties, rights, and organizational structures of the assigned fields according to regulations.
Chapter II
ORGANIZATIONAL STRUCTURE OF THE CENTER
Article 5. Organizational Structure
1. Management Board.
The Management Board consists of a director and two deputy directors.
- The director is the head of the Center; he/she is responsible to the Chairman of the District People's Committee for the Center's operations and the fulfillment of assigned tasks.
- Deputy directors assist the director in managing the Center; they are assigned specific tasks and areas of responsibility by the director and are accountable to the director for their assigned duties. In the director's absence, he/she may delegate authority to one of the deputy directors to manage and handle Center affairs.
2. Qualifications and Specializations of the Director and Deputy Directors
They must have been trained in cultural studies or arts, social sciences, and humanities.
They must have received administrative state management training.
Political level: intermediate theoretical politics or equivalent and above.
3. Appointment, dismissal of the director and deputy directors of the Center shall be carried out according to regulations on civil servant management.
4. Professional Departments.
- Information and Mobilization Department (or team), responsible for organizing on-site and mobile information, propaganda-mobilization, and exhibition activities; compiling and printing informational and propaganda materials; organizing training sessions on propaganda and mobilization for grassroots staff (villages, towns, districts); and providing public welfare services related to propaganda and mobilization, etc...
- The Mass Cultural and Art Department is responsible for researching needs and organizing mass cultural and art activities such as festivals, competitions, performances, traditional ceremonies, building mass art teams, club activity formats, interest groups, art talent classes, compiling and printing professional guidance materials for grassroots mass cultural activities. It also provides professional training on cultural and artistic work methods for commune, ward, and town cultural officers.
- The Administrative - Management - Service Department is tasked with administrative and management work, document management and storage; managing and supplying materials and equipment for Center activities; developing financial and accounting plans; conducting statistics, reporting, and internal activities of the Center. It also exploits and organizes services according to its functions and tasks based on maximizing the effectiveness of material resources and the professional level of Center staff.
Based on the scale of operations and classification level, the Center Director establishes appropriate organizational schemes for specialized departments to fully perform the Center's tasks as stipulated in Article 4 of this Regulation, to be decided by the District People's Committee.
Article 6. Staffing
The Center Director leads the coordination with the Culture - Information - Sports Office and the Labor - Civil Affairs - War Invalids and Social Affairs Office to submit to the District People's Committee for decision the number of staff required to ensure the specialized and operational departments (as specified in Section 4, Clause 5 of this Regulation) can fulfill their assigned tasks.
The deployment and utilization of Center staff must be based on professional titles and staff grade standards as prescribed by law.
Chapter III
OPERATING MECHANISM OF THE CENTER
Article 7. Financial Resources of the Center
1. Sources of Financial Resources
1.1. State Budget Allocation:
- Funding for activities as planned.
- Funding for urgent tasks assigned by competent state authorities.
- Investment funding for infrastructure construction, procurement of equipment applying technology to serve annual public service activities.
1.2. Revenue from Operational Activities:
- Revenue from professional activities such as artistic performances, film screenings, vocational skill classes, clubs, interest groups, talent classes, training, and professional development; competitions, performances, and festivals.
- Other revenues as prescribed by law, such as services, donations, gifts from individuals and organizations both domestically and internationally (if applicable).
2. Contents of expenditures
- Salaries, salary supplements, social insurance, and health insurance costs for Center staff and workers.
- Administrative management expenses: office supplies, public services, communication, travel expenses, conference fees, etc.
- Expenses for operational activities.
- Expenses for fee-charging activities.
- Development investment expenses, including infrastructure investment and equipment procurement.
- Other expenses as prescribed by law.
3. Financial Management Mechanism
The District-level Cultural and Information Center implements financial management in accordance with Decree No. 10/2002/NĐ-CP dated January 16, 2002, of the Government on financial regulations applicable to revenue-generating public institutions, and Circular No. 25/2002/TT-BTC dated March 21, 2002, of the Ministry of Finance guiding the implementation of Decree No. 10/2002/NĐ-CP of the Government.
The District-level Cultural and Information Center is responsible for effectively managing and utilizing financial resources and implementing financial accounting systems as prescribed by the State.
Article 8. Work Relations
1. With the People's Committee at the district level: The Cultural and Information Center is subject to comprehensive leadership and guidance by the People's Committee at the district level;
2. With the Department of Culture, Information, and Sports:
The district-level Cultural and Information Center is subject to state management by the Department of Culture, Information, and Sports.
3. With provincial cultural and information institutions:
The district-level Cultural and Information Center is subject to professional guidance from provincial cultural and information institutions.
4. With cultural, information, and sports institutions at commune, ward, and town levels:
The district-level Cultural and Information Center provides professional guidance to commune, ward, and town cultural houses.
5. With departments, agencies, mass organizations, units, and social organizations within the county, district, and city area: These are cooperative work relations.
Chapter IV
IMPLEMENTING PROVISIONS
Article 9. Implementation Organization
1. The Director of the Department of Culture and Information of provinces and centrally governed cities shall base on this Model Regulation to guide the district-level Cultural and Information Centers in establishing their organizational and operational regulations, which shall be submitted for approval by the People's Committee at the district level.
2. During implementation, if there is a need to amend or supplement this Model Regulation, the Director of the Grassroots Cultural and Information Administration Bureau shall coordinate with the Deputy Director of the Cadre and Civil Servant Organization Department to submit for consideration and decision by the Minister of Culture and Information./.
