On issuing the "Regulations on the Content and Format of Medical Civil Servant Recruitment Examinations"

THE MINISTER OF HEALTH

Pursuant to Decree No. 49/2003/ND-CP dated May 15, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Health;

Pursuant to Decree No. 116/2003/ND-CP dated October 10, 2003 of the Government on recruitment, utilization, and management of cadres and civil servants in state-owned public institutions;

Pursuant to Circular No. 10/2004 dated February 19, 2004 of the Ministry of Home Affairs guiding the implementation of certain provisions of Decree No. 116/2003/ND-CP dated October 10, 2003 of the Government on recruitment, utilization, and management of cadres and civil servants in state-owned public institutions;

At the proposal of the Director of the Cadre Organization Department,

DECISION:

Article 1. Issuing with this Decision the "Regulations on the Content and Format of Medical Civil Servant Recruitment Examinations."

Article 2. This Decision shall take effect 15 days from the date of publication in the Official Gazette. All previous regulations contrary to those set forth in this Decision are hereby abolished.

Article 3. The Heads of the Office, the Directors of the Cadre Organization Department, and the Heads of relevant agencies and units are responsible for implementing this Decision.

 

REGULATIONS

On the content and format of medical civil servant recruitment examinations

(Issued together with Decision No. 49/2005/QD-BYT dated December 30, 2005)

PART I

GENERAL PROVISIONS

Article 1. Scope of Application

1. These regulations apply to examinations for recruiting civil servants to work at health public institutions.

2. VCivil servants not belonging to medical specialist positions who participate in examinations for working at health public institutions shall comply with the examination content regulations for the recruitment grade issued by the relevant sector management agencies.

Article 2. Purpose and Requirements

The organization of medical civil servant recruitment examinations aims to select individuals who meet the qualification standards for the required recruitment grade as stipulated by law, possess professional skills that meet job requirements, have knowledge of specialized laws and professional ethics.

Depending on the conditions and capabilities of the Examination Board at each agency or unit authorized to organize the examination, the Chairman of the Examination Board decides on the form and content suitable for the practical needs of the agency or unit requiring recruitment, ensuring objectivity and fairness.

Chapter II

FORM AND CONTENT OF RECRUITMENT EXAMINATIONS

Article 3. Examination Form

1. The examination form for medical civil servant recruitment includes two mandatory parts:

- Written examination;

- Oral examination or multiple-choice test;

Based on the scale, nature of the examination, and organizational capacity, the Examination Board decides on the appropriate examination form;

2. In accordance with the requirements of the qualification and vocational standards of specific grades and the job positions that require it, the Examination Board specifies the examination or assessment of foreign language and computer skills for candidates as appropriate.

Article 4. Content of Written Examination

The written examination is a common part applied to all candidates for all positions. The content of the written examination focuses on the following basic issues:

1. Knowledge of the Law on Protecting People's Health;

2. Understanding of the Party's policies, guidelines, and viewpoints, and the State's strategic policies for protecting people's health in the current period;

3. Understanding of Medical Ethics;

4. Understanding of the Cadre and Civil Servant Regulation;

5. Understanding of the functions, tasks, and organizational structure of the agency (unit) where the candidate applies to work.

Article 5. Content of oral examination or multiple-choice test

1. For public institutions with healthcare functions:

a) Functions, tasks, and powers of the position of the candidate;

b) Vocational standards of the recruitment grade;

c) Motivations and intentions for applying, and solutions to difficult situations in practice;

d) Basic professional knowledge learned at university, college, or vocational high school (selecting parts suitable for the civil servant position the candidate is applying for);

đ) Solving practical situations in the job position the candidate is applying for, relationships with colleagues and service recipients.

e) Understanding of the Health Insurance Regulations;

g) Understanding of the Hospital Regulations;

2. For public institutions with preventive health functions: Apply points a) to e) under paragraph 1 of this article.

Chapter III

EXAMINATION TIME, QUESTIONS, AND MARKING

Article 6. Examination time, method of implementation, and marking

1. Examination time.

a) Written examination: 120 minutes;

b) Oral examination: Each candidate draws questions to prepare for 15 minutes; maximum time to answer before the judges is 15 minutes.

c) Multiple-choice test: Examination time 25 minutes, each question has 30 seconds thinking time to answer.

2. Examination questions:

a) Written examination questions are prepared by the Examination Board to create a minimum of 20 sets of questions, each set containing at least two different content questions.

Before the examination, the Board draws one main set and one backup set.

The marking scale for written examination questions is determined by the Examination Board.

b) Oral examination questions:

A minimum of 10 different sets of questions for each grade; each set contains two questions, one assessing professional knowledge and one assessing knowledge of legal provisions regarding responsibilities, tasks, and professional regulations; Candidates draw one set randomly to answer.

In addition to the two prepared questions, the examiner may ask additional situational questions to assess the candidate's skills, attitudes, and motivations.

Marking structure for oral examination: 40 points for the professional knowledge question; 30 points for the legal provisions and professional regulations question; 30 points for the examiner's additional questions.

c) Multiple-choice test questions:

Multiple-choice test questions are selected randomly from a bank of multiple-choice questions, with a minimum of 150 questions per grade.

Each multiple-choice test consists of 50 questions with three types of questions:

- True/False questions: 25 questions;

- Choose one correct answer from three options: 15 questions;

- Open-ended questions for candidates to fill in or answer in the correct sequence: 10 questions;

3. Examination marks: Each theoretical, oral, or multiple-choice test part is marked out of 100 points.

Article 7. Method of calculating marks for admission.

1. Candidates must score a minimum of 50 points in each part of the examination.

2. Pursuant to the approved and publicly announced recruitment plan, the Recruitment Board shall admit candidates based on the principle of selecting applicants with the highest scores downwards until the quota for each position is filled.

The total score for admission includes: Written examination score + Interview score (or multiple-choice test score) + Priority points as prescribed.

3. The foreign language and information technology test scores must reach at least 50 points according to the required level for the civil servant rank and shall not be included in the total score for admission.

Chapter IV

IMPLEMENTATION

Article 8. Responsibilities and Authorities for Conducting Examinations and Supervision

1. The agency or unit entrusted with the authority to organize examinations for health sector civil servants shall be responsible for implementing this regulation.

2. The competent authority managing civil servants at the direct superior level of the agency or unit entrusted with the right to organize examinations shall carry out inspection, supervision, and audit of the examination to ensure objectivity, seriousness, and fairness.

3. Cases of violation of regulations concerning the content and form of examinations for health sector civil servants shall be subject to administrative disciplinary action, cancellation of examination results, or criminal prosecution depending on the nature and extent of the violation./.
