Pursuant to the Library Ordinance dated December 28, 2000;
Pursuant to Decree No. 63/2003/NĐ-CP dated June 11, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Culture and Information;
At the proposal of the Director of the Library Department and the Director of the Organization and Cadres Department.

Article 1. Attached to this Decision is the Model Regulation on the organization and operation of district libraries, town libraries, and provincial city libraries directly under the province.
Article 2. This Decision takes effect 15 days after its publication in the Official Gazette and replaces Decision No. 115-VHTT/QĐ dated August 29, 1979, issued by the Minister of Culture and Information regarding the issuance of the Regulation on the organization and operation of district libraries.
Article 3. The Head of the Office, Directors of the Library Department, Organization and Cadres Department, Directors of Provincial Departments of Culture and Information, and related organizations and individuals are responsible for implementing this Decision./.
