CIRCULAR

ISSUING REGULATIONS ON QUALITY STANDARDS FOR EVALUATING THE PROGRAM OF TRAINING HIGH SCHOOL TEACHERS AT UNIVERSITY LEVEL

IN ACCORDANCE WITH DECREE NO. 31/2011/NĐ-CP OF MAY 11, 2011, ISSUED BY THE GOVERNMENT TO AMEND AND SUPPLEMENT CERTAIN PROVISIONS OF DECREE NO. 75/2006/NĐ-CP OF AUGUST 2, 2006, ISSUED BY THE GOVERNMENT PROVIDING DETAILED GUIDELINES FOR IMPLEMENTATION OF CERTAIN PROVISIONS OF THE EDUCATION LAW;

BASED ON THE EDUCATION LAW ON JUNE 14, 2005; THE AMENDMENT AND SUPPLEMENT TO CERTAIN PROVISIONS OF THE EDUCATION LAW ON NOVEMBER 25, 2009;

Pursuant to the Higher Education Law on June 18, 2012;

Pursuant to Decree No. 36/2012/NĐ-CP dated April 18, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

THE MINISTER OF EDUCATION AND TRAINING ISSUES THIS CIRCULAR ON QUALITY STANDARDS FOR EVALUATING THE PROGRAM OF TRAINING HIGH SCHOOL TEACHERS AT UNIVERSITY LEVEL.

At the proposal of the Director of the Testing and Quality Assurance Agency;

ATTACHED TO THIS CIRCULAR ARE THE REGULATIONS ON QUALITY STANDARDS FOR EVALUATING THE PROGRAM OF TRAINING HIGH SCHOOL TEACHERS AT UNIVERSITY LEVEL.

Article 1. THIS CIRCULAR REPLACES DECISION NO. 03/2008/QĐ-BGDĐT OF FEBRUARY 4, 2008, ISSUED BY THE MINISTER OF EDUCATION AND TRAINING REGARDING THE REGULATIONS ON QUALITY STANDARDS FOR EVALUATING THE PROGRAM OF TRAINING HIGH SCHOOL TEACHERS AT UNIVERSITY LEVEL.

Article 2. This Circular takes effect from February 1, 2013.

THE HEAD OF THE OFFICE, DIRECTOR OF THE ASSESSMENT AND QUALITY ASSURANCE DEPARTMENT, HEADS OF THE RELATED UNITS UNDER THE MINISTRY OF EDUCATION AND TRAINING; CHAIRMEN OF THE PEOPLE'S COMMITTEES OF PROVINCES AND MUNICIPALITIES DIRECTLY UNDER THE CENTRAL GOVERNMENT; HEADS OF MANAGEMENT ORGANIZATIONS OF UNIVERSITIES AND ACADEMIES; DIRECTORS OF UNIVERSITIES AND ACADEMIES; PRINCIPALS OF UNIVERSITIES IMPLEMENTING THE PROGRAM OF TRAINING HIGH SCHOOL TEACHERS AT UNIVERSITY LEVEL; DIRECTORS OF EDUCATIONAL QUALITY ASSESSMENT ORGANIZATIONS SHALL BE RESPONSIBLE FOR ENFORCING THIS CIRCULAR./.

Article 3. The Director of the Office, the Director of the Department of Examinations and Quality Assurance in Education, Heads of relevant units under the Ministry of Education and Training; Chairpersons of People's Committees of provinces and centrally governed cities; Heads of management agencies of universities and academies; Rectors of universities and Deans of universities implementing undergraduate teacher training programs for secondary schools; Directors of educational quality assurance organizations are responsible for the implementation of this Circular./.
