CIRCULAR

Issuing Economic and Technical Standards for Determining Administrative Boundary Lines,

Setting Boundary Markers and Preparing Administrative Boundary Files at All Levels 

The Government issues this Decree on management and development of industrial clusters.

Pursuant to Decree No. 12/2002/NĐ-CP dated January 22, 2002 of the Government on surveying and mapping activities;

Pursuant to Decree No. 119/CP dated September 16, 1994 of the Government on the management and use of administrative boundary files, maps, and markers at all levels;

Pursuant to Decree No. 21/2013/NĐ-CP dated March 4, 2013, promulgated by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

At the proposal of the Director of the Vietnam National Mapping Agency, the Head of the Planning Department, and the Head of the Legal Department,

The Minister of Natural Resources and Environment issues this Circular on Economic and Technical Standards for Determining Administrative Boundary Lines, Setting Administrative Boundary Markers, and Preparing Administrative Boundary Files at All Levels.

Article 1. Attached to this Circular are Economic and Technical Standards for Determining Administrative Boundary Lines, Setting Boundary Markers, and Preparing Administrative Boundary Files at All Levels.

Article 2. This Circular takes effect from January 1, 2015 and replaces Circular No. 03/2009/TT-BTNMT dated March 23, 2009 of the Minister of Natural Resources and Environment on Economic and Technical Standards for Defining Administrative Boundaries and Preparing Administrative Boundary Files at All Levels.

Article 3. Ministries, ministerial-level agencies, government agencies; People's Committees of provinces and centrally governed cities shall be responsible for directing the implementation of this Circular.

The Vietnam National Mapping Agency shall be responsible for inspecting the implementation of this Circular.

Departments of Natural Resources and Environment shall assist the People's Committees of provinces and centrally governed cities in implementing this Circular at local levels.

In the process of implementation, if there are difficulties or obstacles, relevant agencies, organizations, and individuals shall promptly report them to the Ministry of Natural Resources and Environment for review, amendment, and supplementation as appropriate./.
