Regulations on the list of essential medical equipment

of Provincial Medical Examination Centers under the central government

Pursuant to the Law on Medical Examination and Treatment dated November 23, 2009;

Pursuant to the Social Insurance Law dated June 29, 2006;

Pursuant to the Health Insurance Law dated November 14, 2008;

This Circular prescribes procedures for receiving, providing health care for domestic violence victims and statistical reports on domestic violence victims at medical facilities.

At the proposal of the Director of the Department of Medical Equipment and Health Facilities,

The Minister of Health issues this Circular to stipulate the list of essential medical equipment for Provincial Medical Examination Centers under the central government.

Article 1. Regulations on the list of essential medical equipment for Provincial Medical Examination Centers under the central government

Attached to this Circular is the "List of Essential Medical Equipment for Provincial Medical Examination Centers under the Central Government" (hereinafter referred to as the List).

Article 2. Implementation of the List

1. The List includes essential medical equipment for Provincial Medical Examination Centers under the central government (hereinafter referred to as Provincial Medical Examination Centers) to perform their functions and tasks as prescribed by the Minister of Health.

2. In cases where additional functions and tasks are assigned by competent state authorities or due to increased or expanded scope of examination, Provincial Medical Examination Centers shall request the Department of Health of the province or centrally administered city (hereinafter referred to as the Department of Health) or the competent authority to supplement medical equipment to ensure the performance of assigned functions and tasks.

3. In cases where Provincial Medical Examination Centers have not been provided with sufficient medical equipment as stipulated in this Circular, they must enter into contracts for cooperation or collaboration in the use of appropriate medical equipment within their professional scope with healthcare facilities or other medical institutions in the locality that have suitable medical equipment.

Article 3. Implementation Organization

1. The Department of Medical Equipment and Construction shall be responsible for coordinating with the Department of Medical Examination and Treatment, related units to organize the implementation, inspection, and supervision of this Circular.

2. The Department of Health shall be responsible for:

a) Coordinate with relevant agencies and organizations to disseminate and guide the implementation of this Circular;

b) Ensure and submit to the competent state management agency the allocation of medical equipment for Provincial Medical Examination Centers in accordance with current laws;

c) Guide Provincial Medical Examination Centers to conclude contracts for cooperation in the use of medical equipment with healthcare facilities in the locality;

d) Direct, guide, inspect, and supervise the implementation of the provisions of this Circular in the areas under their jurisdiction;

e) Report to the Ministry of Health on the investment results and use of medical equipment at Provincial Medical Examination Centers.

3. Provincial Medical Examination Centers shall be responsible for:

a) Developing a list of medical equipment suitable for use at their facility to be submitted to the competent state authority for approval to meet the scope of professional activities;

b) Managing and using medical equipment reasonably, economically, and effectively;

c) Allocating human resources and training professional staff to ensure effective exploitation and use of medical equipment;

d) Annually reporting to the Department of Health on the status and results of medical equipment use at their center to serve as a basis for evaluating investment effectiveness.

Article 4. Effective date

This Circular takes effect from February 27, 2015. Any difficulties or obstacles encountered during its implementation should be promptly reported to the Ministry of Health (Department of Medical Equipment and Construction) for consideration and resolution./.
