Article 1. Issued along with this Decision are the National Criteria for New Rural Areas.

The criteria serve as the basis for developing the contents of the National Target Program on Building New Rural Areas; guiding the pilot construction of models of new rural areas during the period of accelerating industrialization and modernization; inspecting, evaluating, and recognizing communes, districts, and provinces that have achieved new rural standards.

The criteria will be adjusted to suit the economic and social conditions of the country and each period.

Article 2. The Ministry of Agriculture and Rural Development shall coordinate with relevant ministries, sectors, and provincial People's Committees to guide and implement this Decision.

The Minister of Agriculture and Rural Development shall coordinate with relevant ministries and sectors to submit to the Prime Minister for issuance of regulations on the recognition and announcement of localities (communes, districts, provinces) achieving the "new rural" standard.

Article 3. This Decision shall take effect from the date of signing.

Article 4. THE MINISTERS, HEADS OF GOVERNMENT-LEVEL MINISTRIES, HEADS OF GOVERNMENT-LEVEL AGENCIES, AND CHAIRMEN OF PROVINCE AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT SHALL BE RESPONSIBLE FOR ENFORCING THIS DECISION./.
