THE MINISTER OF FINANCE
BASED ON Decree No. 77/2003/NĐ-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decree No. 141/2003/ND-CP dated November 20, 2003 of the Government on the issuance of Government bonds, Government-guaranteed bonds, and local government bonds;
To facilitate the issuance of government bonds, government-guaranteed bonds, and local government bonds, and in accordance with the guidance provided in Circular No. 29/2004/TT-BTC dated April 6, 2004, issued by the Ministry of Finance on the procedures for guaranteeing and distributing government bonds, government-guaranteed bonds, and local government bonds;
At the proposal of the Director of the Department of Financial Affairs of Banks and Financial Institutions,
DECISION:
Article 1. Attached to this Decision is the "List of Members for Guaranteeing and Distributing Government Bonds, Government-Guaranteed Bonds, and Local Government Bonds in 2006."
Article 2. Organizations listed in the membership defined in Article 1 of this Decision are eligible to participate in guaranteeing and distributing government bonds, government-guaranteed bonds, and local government bonds issued by the State Treasury, Development Support Fund, Provincial People's Committees, financial and credit organizations, and enterprises in accordance with Decree No. 141/2003/NĐ-CP dated November 20, 2003, issued by the Government.
The responsibilities and rights of organizations guaranteeing and distributing bonds shall be carried out according to the agreements stipulated in the contracts between the issuing organization and the organizations accepting the guarantee and distribution of bonds, and the current regulations.
Article 3. This Decision takes effect from the date of signature.
Chairmen of provincial and municipal people's committees directly under the central government, General Directors of the State Treasury, General Directors of the Development Support Fund, General Directors (Directors) of financial and credit organizations, bond-issuing enterprises, General Directors (Directors) of member organizations, and heads of relevant units are responsible for implementing this Decision./.
