Pursuant to the proposal of the Chairman of the People's Committee of Bình Thuận Province (report No. 2422/UBBT-NLN dated December 30, 1999 and Circular No. 2168/UBBT-NLN dated December 11, 2000); opinions of the Ministries of Agriculture and Rural Development (Circular No. 459/BNN-KL dated February 16, 2000); Planning and Investment (Circular No. 572 BKH/NN dated January 28, 2000); Science, Technology and Environment (Circular No. 182/BKHCN-MT/MTG dated January 25, 2000);
DECISION:
Article 1. Adjusting the scale and boundaries of the Biển Lạc - Núi Ông Nature Reserve. Separating the Biển Lạc area with a total area of 12,154.5 hectares from the Biển Lạc - Núi Ông Nature Reserve, renaming it as the Núi Ông Nature Reserve with a total natural area of 25,468.5 hectares.
Article 2. Entrusting the Ministry of Agriculture and Rural Development to direct and assist the People's Committee of Bình Thuận Province:
- To develop a multi-objective project for the Biển Lạc area with an area of 12,154.5 hectares, ensuring the main objectives are: investment in protection, restoration, and development of the forest ecosystem and wetland ecosystem in the Biển Lạc region.
- To develop a buffer zone project for the Núi Ông Nature Reserve in accordance with the provisions of the Prime Minister's Decision No. 08/2001/QĐ-TTg dated January 11, 2001 on the issuance of the Management Regulations for Special Purpose Forests, Protective Forests, and Naturally Produced Timber Forests.
Article 3. The investment construction project for the Núi Ông Nature Reserve; the buffer zone project for the Núi Ông Nature Reserve; the multi-objective project for the Biển Lạc area, submit them to the competent authority for approval and implementation in accordance with the provisions of Government Decree No. 52/1999/NĐ-CP dated July 8, 1999; Government Decree No. 12/2000/NĐ-CP dated May 5, 2000 on Supplementing and Amending Certain Provisions of the Investment and Construction Management Regulations issued together with Government Decree No. 52/1999/NĐ-CP dated July 8, 1999 and the management mechanism of Program 661.
Article 4. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
Article 5. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Heads of related sectors, and the Chairman of the People's Committee of Bình Thuận Province are responsible for implementing this Decision./.
