Regarding the regulation on the budget for purchasing theoretical and political books
for the library system
THE MINISTER OF CULTURE AND INFORMATION
Pursuant to Decree No. 63/2003/NĐ-CP dated June 16, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture and Information;
Pursuant to Directive No. 20-CT/TW dated January 27, 2003 of the Central Committee's Secretariat on improving the quality and effectiveness of theoretical and political book publishing and distribution work under new circumstances;
Based on the proposal of the Director of the Publishing Department, the Head of the Library Department, and the Head of the Planning and Finance Department,
DECISION:
Article 1. Issued herewith with this Decision is the "Regulation on the Budget for Purchasing Theoretical and Political Books for the Library System."
Article 2. This regulation shall take effect fifteen days from the date of publication in the Official Gazette. All previous regulations of the Ministry of Culture and Information that conflict with this regulation are hereby abolished.
Article 3. The Heads of the Ministry’s Office, the Inspectorate, the Publishing Department, the Library Department, the Planning and Finance Department, the Directors of libraries, and related organizations are responsible for implementing this Decision.

REGULATIONS
The annual budget for purchasing theoretical and political books for the Library System
(Issued together with Decision No.: …/2003/QĐ-BVHTT dated … month … year 2003 of the Minister of Culture and Information)
Article 1. This document stipulates the minimum annual budget for purchasing theoretical and political books for the library system, information-library centers (hereinafter referred to as libraries) funded by the State for their operations.
Article 2. The budget allocated for purchasing theoretical and political books for the national library system is as follows:
a) For public libraries, multi-disciplinary libraries, and specialized libraries, at least 10% of the annual budget for purchasing books and newspapers must be allocated for purchasing theoretical and political books.
b) For specialized libraries under political agencies and organizations, at least 70% of the annual budget for purchasing books and newspapers must be allocated for purchasing theoretical and political books.
Specialized libraries under the armed forces shall implement according to this regulation. If adjustments are deemed necessary to meet practical requirements, they must report and seek guidance from the Ministry of National Defense and the Ministry of Public Security.
Article 3. Public libraries, multi-disciplinary libraries, and specialized libraries, in addition to meeting the reading needs of theoretical and political books on-site, also have the responsibility to circulate these types of books to local libraries and reading rooms. At the same time, they should strengthen publicity and dissemination through various means to effectively utilize these sources of books.
Article 4. In conjunction with the budget stipulated in this document, all national library systems need to leverage their own financial resources and fully exploit other funding sources to support the budget for purchasing theoretical and political books; ensuring good service for the demand for such books, avoiding misuse, waste, and inefficiency.
Article 5. The Publishing Department shall coordinate with the leadership of the managing agency and publishers, book distribution entities, the Institute of Journalism and Propaganda under the National Academy of Politics Ho Chi Minh, Hanoi University of Culture, and Ho Chi Minh City College of Culture to assess the quantity and quality of the current staff engaged in theoretical and political book publishing and distribution work, and develop plans for retraining and enhancing their overall competence so that editors and distributors can meet the requirements for improving the quality and effectiveness of theoretical and political book publishing and distribution work under new circumstances.
Article 6. The Library Department shall lead and coordinate with the Inspectorate of the Ministry of Culture and Information and the Inspectors of the Provincial Departments of Culture and Information to inspect the implementation of this Regulation and report annually to the Ministry of Culture and Information for consolidation and submission to the Central Committee's Secretariat.
Article 7. All library systems shall implement this Regulation. During the implementation process, if there are any difficulties, they should report to the Library Department for research and submission to the Ministry of Culture and Information for consideration and resolution.
