Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Law on Product Quality and Commodities dated November 21, 2007;
Pursuant to Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions of the Product Quality Law;
Pursuant to the proposal of the Director of the Directorate of Quality Management of Forestry, Agricultural, and Fishery Products,
Type of goods
The List of products and goods that have the potential to cause safety risks under the management responsibility of the Ministry of Agriculture and Rural Development (hereinafter referred to as the List of products and goods group 2).
Article 2. General Principles.
1. The management of product and good quality belonging to the List of products and goods group 2 stipulated in this Circular shall be carried out according to the corresponding national technical regulations issued by the Minister of Agriculture and Rural Development.
2. For products and goods belonging to the List of products and goods group 2 which do not yet have corresponding national technical regulations, the quality management shall be conducted according to current regulations until such national technical regulations are established.
Article 3. Implementation.
1. This Circular takes effect 45 days from the date of signature.
2. The List of products and goods group 2 shall be reviewed, revised, and supplemented based on management requirements. During implementation, if there are any difficulties, relevant agencies, organizations, and individuals shall promptly report to the Ministry of Agriculture and Rural Development for revision.
3. The Head of the Ministry's Office, the Director of the Directorate of Quality Management of Forestry, Agricultural, and Fishery Products, the Head of the Department of Science, Technology, and Environment, the Heads of units under the Ministry, related state agencies responsible for quality management, product and goods, organizations, and individuals producing and trading products and goods listed in the List of products and goods group 2 are responsible for implementing this Circular./.
