CIRCULAR

Regulations on periodic reporting within the scope of state management
under the Ministry of Science and Technology

Pursuant to Decree No. 55/2025/NĐ-CP dated March 2, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;

35/2025/NĐ-CPDecree No. 09/2019/NĐ-CPdated January 24, 2019 of the Government stipulating the reporting regime of administrative agencies;

At the proposal of the Director of the Office of the Ministry of Science and Technology;

The Minister of Science and Technology issues this Circular stipulating the periodic reporting regime within the scope of state management of the Ministry of Science and Technology.

PART I
GENERAL PROVISIONS

Article 1. Scope of Regulation

Article 1. This Circular provides for:

a) The periodic reporting regime within the scope of state management of the Ministry of Science and Technology;

b) Management, utilization, and exploitation of the Information Reporting System of the Ministry of Science and Technology.

Article 2. This Circular does not regulate:

a) The statistical reporting regime implemented in accordance with the laws on statistics;

b) Confidential reporting regimes pursuant to the laws on protecting state secrets;

c) Reporting regimes within the internal organizations of the Ministry of Science and Technology.

Article 2. Applicability

This Circular applies to the following subjects:

1. Ministries, ministerial-level agencies, and agencies under the Government.

2. Provincial People's Committees.

3. Units under the Ministry of Science and Technology.

4. Departments of Science and Technology and other specialized agencies under provincial People's Committees.

5. Political-social organizations; occupational political-social organizations.

6. Hanoi National University, Ho Chi Minh City National University.

7. Telecommunication service providers (organizations and enterprises allocated telecommunication codes and numbers, enterprises leasing telecommunication subscriber numbers; providing data center services; cloud computing services).

8. Organizations and enterprises granted Frequency Band Usage Licenses.

9. Organizations providing public digital signature certification services.

10. Vietnam Post Corporation, Posts of provinces and centrally governed cities.

11. Enterprises providing universal postal services; Branches of enterprises providing universal postal services in provinces and centrally governed cities.

12. Other agencies and organizations related according to the provisions of the law.

Article 3. Explanation of Terms

In this Circular, the following terms are understood as follows:

1. Periodic reporting regime means the reporting regime prescribed in normative legal documents within the scope of state management of the Ministry of Science and Technology, including specific requirements for implementing reports issued to meet the information aggregation needs of agencies and authorized persons and carried out according to a defined cycle, repeated multiple times.

2. The Information Reporting System of the Ministry of Science and Technology (hereinafter referred to as the Information Reporting System) is the system for collecting, summarizing, analyzing report data, and providing data to serve the guidance and management work of the Ministry of Science and Technology and providing data upon request of agencies and authorized persons.

3. User account is the account created by the system administrator for leaders, civil servants, and employees to use and exploit the Information Reporting System.

4. Opening a reporting period is an operation performed on the Information Reporting System by the system management agency to activate the reporting period according to the cycle, allowing agencies and units to enter data, approve, and submit reports.

Article 4. Principles and general requirements for implementing the periodic reporting regime

1. Issuance and implementation of the reporting regime within the scope of state management of the Ministry of Science and Technology shall be carried out in accordance with Decree No. 09/2019/NĐ-CP dated January 24, 2019 of the Government stipulating the reporting regime of administrative agencies (hereinafter referred to as Decree No. 09/2019/NĐ-CP), relevant legal provisions, and the provisions of this Circular.

2. Ensuring clarity, transparency, provision, and sharing of reporting information and data, security, safety, and confidentiality in accordance with the law; ensuring the applicability of information technology to meet the requirements of the National Information Reporting System.

3. During each reporting period, reporting data must be promptly, fully, and accurately updated into the Information Reporting System at the correct data closing time, within the reporting submission deadline, and in accordance with other regulations under the reporting regime of the Ministry of Science and Technology.

Chapter II
REGULATIONS ON PERIODIC REPORTING REGIME

Article 5. Reporting Systems

1. Reporting systems for areas under the management of the Ministry of Science and Technology, including:

a) Reporting system for science and technology activities;

b) Reporting system for innovation;

c) Reporting system for postal and telecommunications;

d) Reporting system for digital transformation;

đ) Reporting system for intellectual property;

e) Reporting system for standards, measurement, and quality;

g) Reporting system for atomic energy;

h) Reporting system for the management unit/Ministry agency;

i) Reporting system for enterprises.

2. Work reports on areas under the management of the Ministry of Science and Technology shall be submitted monthly, quarterly, semi-annually, and annually, along with directions and key tasks for the following month, quarter, last six months of the year, and the following year.

3. Ad hoc reports and thematic reports shall be implemented according to the provisions of Decree No. 09/2019/NĐ-CP.

Article 6. Provisions on Regular Reporting Systems

1. The content of regular reporting systems shall be carried out according to the provisions of Articles 7, 8, 11, and 12 of Decree No. 09/2019/NĐ-CP and the regulations stipulated in this Circular.

2. The entities responsible for regular reporting shall be specifically determined in each Outline Proposal Form and Report Form prescribed in Appendices I and II attached to this Circular.

3. The entity receiving regular reports shall be specifically determined in each Outline Proposal Form and Report Form prescribed in Appendices I and II attached to this Circular and shall have the responsibility to:

a) Check, compile information and figures from received reports, approve and report to the competent authority;

b) Return and request the sending entity to adjust and supplement reports that do not ensure completeness and accuracy.

4. Methods of submitting and receiving regular reports: Reports shall be sent to the receiving entity through one of the following methods:

a) Implementing on the Ministry of Science and Technology's Information Reporting System;

b) In case of technical issues with the Information Reporting System that prevent submission and receipt within the specified period, the submission and receipt of reports shall be conducted via the National and Local Electronic Document Interconnection Trunk or other methods as prescribed by law.

5. Deadline for submitting regular reports:

a) Monthly report: Before the 15th day of the reporting month;

b) Quarterly report: Before the 15th day of the last month of the reporting quarter;

c) Semi-annual report: Before June 15th of the reporting year;

d) Annual report: Before December 15th of the reporting year;

đ) Other regular reports: Implemented according to the relevant regulatory documents.

6. Time to finalize report figures:

The time to finalize report figures shall be carried out according to the provisions of Clauses 1, 2, 3, and 4 of Article 12 of Decree No. 09/2019/NĐ-CP.

7. Frequency of regular reporting:

a) Monthly report: Once per month (months: 1, 2, 4, 5, 7, 8, 10, and 11);

b) Quarterly report: Once per quarter (quarterly report I replaces the March monthly report; quarterly report III replaces the September monthly report);

c) Semi-annual report: Once per year (semi-annual report replaces the June monthly report and the second quarter report);

d) Annual report: Once per year (annual report replaces the December monthly report and the fourth quarter report).

8. Outline Proposal Forms and Report Figures Templates: The Outline Proposal Forms and Report Figures Templates (if applicable) are prescribed in Appendices I and II attached to this Circular.

Article 7. Requirements for Entities Submitting Reports

Entities submitting reports shall have the responsibility to:

1. Collect, compile, and update report information and figures to ensure completeness, accuracy, and timely submission as required.

2. Promptly adjust and supplement information and figures upon request when the receiving entity returns the report on the System.

Article 8. Requirements for Entities Receiving Reports

1. Agencies and units under the Ministry receiving regular reports from agencies, organizations shall review, analyze, compile, and submit reports to the Ministry of Science and Technology (Ministry Office).

2. Provincial Departments of Science and Technology receiving regular reports from agencies, organizations, and individuals shall review, analyze, compile, and submit reports to the Ministry of Science and Technology (agencies and units under the Ministry or the Ministry Office).

3. The Ministry Office shall review, analyze, and compile reports to report to the Ministry Leadership: No later than the 20th day of the reporting month/quarter and the last six months of the year for regular monthly, quarterly, semi-annual, and annual reports.

4. Deadline for the Ministry to submit regular reports to the Government and Prime Minister: No later than the 25th day of the reporting month, quarter, six months, and year.

Chapter III
MANAGEMENT, USE, AND EXPLOITATION OF THE MINISTRY OF SCIENCE AND TECHNOLOGY'S INFORMATION REPORTING SYSTEM

Article 9. Reporting Information System

1. The reporting information system of the Ministry of Science and Technology shall be established, operated, exploited, and maintained at the Ministry of Science and Technology to connect, interlink, and share data with the Government's reporting information system through the national integrated data sharing platform and relevant agencies and organizations.

2. The reporting information system of the Ministry of Science and Technology shall have functions that fully meet the requirements stipulated in Decree No. 09/2019/NĐ-CP.

3. The reporting information system of the Ministry of Science and Technology shall receive, compile, and manage reports from ministries, ministerial-level agencies, government-affiliated agencies, provincial People's Committees, provincial Departments of Science and Technology, and other agencies and organizations implementing the reporting regime sent to the Ministry of Science and Technology as prescribed in Appendix I attached to this Circular.

Article 10. Management, Usage, and Exploitation Accounts for the Reporting Information System of Agencies, Organizations, and Individuals

1. Each agency or organization using the reporting information system shall be granted one account for accessing and using the system, appropriate to the role of the agency or organization in using the reporting information system.

2. The Office of the Ministry shall be responsible for receiving accounts granted for opening reporting periods; receiving and compiling report data from agencies implementing reports as prescribed in Clause 4, Article 9 of this Circular. The Office of the Ministry shall be responsible for:

a) Receiving one management account for the reporting information system to perform new issuance, revocation, delegation of authority, and resetting passwords for users at agencies and units implementing the reporting regime;

b) Organizing connection, integration, and synchronization of report data and common data categories of the software with other information systems and performing other technical tasks to maintain the operation of the reporting information system;

c) Promptly handling when discovering or being notified by agencies, units, organizations, or individuals about errors or technical incidents in the reporting information system; in cases where technical incidents cannot be promptly resolved, it must be announced on the reporting information system or by written notice regarding the temporary suspension of part or all of the implementation of reports on the reporting information system;

d) Implementing technical solutions to ensure stable operation of the reporting information system; maintenance, incident handling, and ensuring information security; proposing necessary technical solutions to enhance infrastructure system performance.

3. Provincial Departments of Science and Technology under central cities; agencies and units under the Ministry of Science and Technology; related agencies and organizations shall be granted three types of user accounts, including:

a) An account type for leaders of agencies, units, and organizations, used to approve report forms for specialized departments within agencies, units, and organizations;

b) An account type for department-level leaders within agencies, units, and organizations, used to review report forms compiled by subordinates (specialists) before submitting them for approval by leaders of agencies, units, and organizations on the reporting information system;

c) An account type for specialists responsible for compiling and updating report data.

4. Agencies implementing the reporting regime as prescribed in Clause 1 of this Article must use digital certificates issued by service providers of digital signature certification services according to Decree No. 23/2025/NĐ-CP to sign reports and data transmitted on the reporting information system; the delegation of authority and management of user accounts shall be carried out by the Ministry of Science and Technology according to regulations.

5. Relevant officials, civil servants, employees, and individuals shall register and use accounts granted by the Ministry of Science and Technology on the reporting information system; they shall manage their accounts and passwords in accordance with regulations.

Article 11. Requirements for Implementing the Reporting Information System

1. Implementing connections, regularly updating data, integrating information systems and databases of the Ministry of Science and Technology with the Government's reporting information system through the national electronic document exchange trunk; signing and being responsible for the accuracy, completeness, and timeliness of report data.

2. The application of the reporting information system must comply with laws on reporting, ensuring information security and safety, and conforming to the reporting regime stipulated in this Circular.

3. Report forms applied on the system are those forms issued together with this Circular, established, uniformly managed, and implemented by the Ministry of Science and Technology.

4. Data reported on the reporting information system, once approved and sent by the account of the leader of the agency, unit, or organization, constitutes the official report, replacing the written report of the agency, unit, or organization.

Chapter IV
IMPLEMENTATION

Article 12. Effective Date

1. This Circular takes effect from February 15, 2026.

2. The following Circulars shall cease to be effective from the date this Circular takes effect:

a) Circular No. 13/2021/TT-BKHCN dated December 30, 2021, issued by the Minister of Science and Technology, stipulating the periodic reporting regime within the scope of state management of the Ministry of Science and Technology;

b) Circular No. 02/2023/TT-BTTTT dated March 21, 2023, issued by the Minister of Information and Communications, stipulating the periodic reporting regime within the scope of state management of the Ministry of Information and Communications.

Article 13. Responsibilities for Implementation

1. Agencies and units under the Ministry of Science and Technology shall be responsible for:

a) Reviewing periodic reporting systems to propose competent authorities to amend, supplement, replace, or abolish them in accordance with the provisions of this Circular;

b) Implementing the publication of the list of periodic reporting systems prescribed in legal documents assigned to draft according to the provisions of this Circular;

c) Promoting the application of information technology in implementing reporting systems, sharing, and providing information and data from their agencies and units when requested by other agencies and units in accordance with the law; not sharing or providing information and data classified as state secrets or restricted sharing cases as stipulated by laws on protecting state secrets and data laws;

d) Entering data (for data directly managed by the unit); compiling reports from agencies that implement reporting, submitting to the leadership of the Ministry of Science and Technology (through the Ministry's Office) to report to the Government and the Prime Minister.

2. The Ministry's Office shall be responsible for:

a) Coordinating with related agencies and units within the Ministry to guide, urge, inspect, supervise, and evaluate the implementation of this Circular;

b) Serving as the focal point to coordinate with units under the Office of the Government and relevant state management agencies in receiving and organizing the implementation of periodic reporting systems when there are amendments or supplements related to the implementation of periodic reporting systems of administrative agencies under the management functions of the Ministry of Science and Technology; summarizing, processing, and analyzing information and reports of agencies and units as prescribed in this Circular;

c) Establishing operational regulations, exploitation, and usage of the Reporting Information System; guiding materials and organizing guidance on exploiting and using the System; allocating operational, exploitation, and usage permissions of the Reporting Information System;

d) Managing, storing, and sharing information reports of sectors and fields under the management functions of the Ministry of Science and Technology to serve the direction and operation of the Minister of Science and Technology and People's Committees of provinces and centrally-administered cities regarding science and technology matters as prescribed;

đ) Organizing reviews and evaluations of regulations on the implementation of reporting systems within their authority to amend, supplement, or propose amendments and supplements to align with the management scope of the Ministry of Science and Technology, meeting the principles and requirements of Decree No. 09/2019/ND-CP and the provisions of this Circular;

e) Regularly reviewing and evaluating management requirements and business needs to propose adjustments to the operational regulations, functions, and business requirements of the Reporting Information System;

g) Leading the development and upgrading plan of the Reporting Information System of the Ministry of Science and Technology; coordinating with specialized units to carry out upgrading activities according to plans approved by competent authorities;

h) Annually or upon urgent request, providing guidance and organizing training for subjects as prescribed in Article 2 of this Circular.

3. Agencies and organizations implementing reporting systems shall be responsible for:

a) Strictly, fully, and accurately implementing reporting systems according to procedures and deadlines. Reported information and data must ensure accuracy, objectivity, truthfulness, reflecting actual conditions;

b) Assigning specialized units directly under the agency or unit to manage reporting appropriately for each reporting system. Assigning capable and qualified staff to implement reporting work;

c) Immediately notifying the Ministry of Science and Technology (Ministry's Office) after discovering errors or technical issues in the System affecting its operations or information security.

Article 14. Organization of Implementation

1. The Minister, Heads of Ministries equivalent to ministries, Heads of government agencies, Chairmen of People's Committees of provinces and centrally-administered cities, and related organizations and individuals shall be responsible for implementing this Circular.

2. Heads of agencies and units under the Ministry of Science and Technology: the Ministry's Office, Departments, Bureaus, National Standardization, Metrology, and Quality Control Committee, and units directly under the Ministry of Science and Technology shall be responsible for implementing this Circular.

3. In the process of implementation, if there are difficulties, related agencies, units, organizations, and individuals are advised to promptly reflect in writing to the Ministry of Science and Technology for timely amendment and supplementation to ensure compliance.
