Regarding the care and support for families of烈士, deceased soldiers

During the course of our nation's revolutionary struggle, many families had to sacrifice their own flesh and blood to protect the country and the nation, bringing about peace, independence, freedom, and happiness for the people. For these families, the Party, Government, and people have the responsibility to provide care and support to repay the efforts of those who sacrificed for the revolutionary cause of the country and the nation.

Since the restoration of peace, alongside extraordinary efforts to recover, renovate, and develop the economy, improve culture, and enhance the living standards of the people, the Party and Government have issued preferential policies for families of烈士, deceased soldiers, and localities have made efforts to implement these policies based on the people. Meanwhile, pension systems have been largely implemented, so the living conditions of families of烈士, deceased soldiers, generally have improved compared to before.

However, in both rural and urban areas, there are still some relatives of烈士, deceased soldiers who face many difficulties due to lack of labor strength or old age and illness, unable to work, and thus require active measures to assist and resolve these issues.

I. DIRECTIONS FOR ASSISTANCE TO FAMILIES OF烈士, DECEASED SOLDIERS WITH LABOR SHORTAGES AND DIFFICULT CIRCUMSTANCES

Based on the above situation, implementing the resolution of the Standing Committee of the Council of Ministers dated May 13, 1959, the Ministry of Interior and Finance jointly stipulate the following assistance measures for families of烈士, deceased soldiers with labor shortages and difficult circumstances:

1. Repaying the contributions of烈士, deceased soldiers is the duty of the entire people, therefore, the direction for assisting families of烈士, deceased soldiers with labor shortages and difficult circumstances, mainly relies on the people.

To achieve this, administrative committees at all levels need to ensure that cadres and the people deeply understand the contributions of烈士, deceased soldiers and empathize with the difficulties faced by their families, thereby showing enthusiasm in caring for and supporting them, fully implementing the policies of the Party and Government to ensure a peaceful, prosperous life for families of烈士, deceased soldiers.

For families of烈士, deceased soldiers with labor shortages in rural areas, it is necessary to rely on mutual aid groups and cooperatives to arrange appropriate jobs according to their capabilities, help engage in sideline businesses, provide additional labor, ensure fair distribution of profits, etc., ensuring average harvests are not reduced compared to households with equivalent family size and average labor force, in accordance with Directive No. 165-CB/TW of the Central Committee of the Party regarding policies for wounded veterans, families of烈士, and the promotion of agricultural cooperation.

For families of烈士, deceased soldiers in towns and cities, it is necessary to rely on production teams to mobilize assistance and arrange appropriate jobs according to their capabilities.

In particular cases involving relatives of烈士, deceased soldiers such as elderly parents, widows, orphans, sickly and weak individuals without labor capacity, currently homeless and without support, it is necessary to mobilize the people to provide material and labor assistance, plow and cultivate a certain amount of land to ensure a relatively sufficient income, and arrange for them to live with relatives or families willing to take care of them.

2. For special cases such as elderly grandparents, parents, spouses of烈士, deceased soldiers who are too old or ill to work, children under 16 years old from烈士, deceased soldiers' families who are homeless or have insufficient support leading to extreme hardship, hunger, and inability to attend school, despite the people's efforts to help, fundamental difficulties remain unresolved, immediate government assistance is required; administrative committees of regions, cities, and provinces may consider providing subsidies based on recommendations from county and commune administrative committees as follows:

- Each time assistance is needed, a subsidy of up to thirty đồng (30đ) per adult and twenty đồng (20đ) per child can be provided.

- Details regarding the criteria and standards for subsidies will be further guided by the Ministry of Interior through a circular.

Alongside government subsidies, efforts should be made to mobilize local people to provide comprehensive support to quickly stabilize the living conditions of families of烈士, deceased soldiers.

II. IMPLEMENTATION PLAN

1. Administrative committees of regions, cities, and provinces are responsible for disseminating this circular to relevant departments and levels, especially counties, communes, and wards, to grasp its spirit and plan implementation in their respective areas, and regularly monitor, inspect, and urge progress.

2. While implementing, it is essential to firmly adhere to the principle of "mainly relying on people's assistance," viewing this as a fundamental and long-term measure, while government subsidies serve only as temporary assistance for truly exceptional cases, avoiding dependence on government subsidies and neglecting the mobilization of people's assistance.

3. For particularly difficult cases where relatives of烈士, deceased soldiers face extreme hardships, despite extensive efforts by the people to assist but remaining unresolved, immediate consideration of subsidies should be reported by commune and ward administrative committees to county and district administrative committees for recommendation to regional, city, and provincial administrative committees for decision. When considering subsidies, thorough investigations and assessments must be conducted to ensure compliance with standards and criteria, avoiding widespread inappropriate subsidies that could lead to disputes and division among the people.

4. The budget for subsidies in 1959 will be covered by the central budget, the Ministry of Interior will base the estimates on the needs of localities, and the Ministry of Finance will propose.

During the implementation of this circular, if encountering any difficulties or obstacles, administrative committees should promptly report to the Ministry of Interior for guidance and resolution.
