THE MINISTER OF INDUSTRY AND TRADE

Pursuant to Decree No. 189/2007/ND-CP dated December 27, 2007, issued by the Government, detailing the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

The Minister of Science and Technology hereby promulgates the regulations on the application of technical standards and regulations for nuclear safety in site selection, design, construction, operation, and decommissioning of nuclear power plants.

Pursuant to Circular No. 23/2007/TT-BKHCN dated September 28, 2007 of the Ministry of Science and Technology guiding the development, review, and issuance of technical regulations;

At the proposal of the Director of the Industrial Technical Safety and Environmental Protection Department,

DECISION:

Article 1. Attached hereto is QCVN 02:2008/BCT - National Technical Regulation on Safety in Storage, Transportation, Use, and Disposal of Industrial Explosives.

Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette and shall apply throughout the country.

Article 3. The Heads of the Ministry's Office, the Inspectorate, the Department Directors, Bureau Chiefs under the Ministry, the Directors of Provincial Departments of Industry and Trade, the Municipal Departments of Industry and Trade under the Central Government, and relevant organizations and individuals are responsible for implementing this Decision./.
