Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Education Law dated June 14, 2005;
Pursuant to the Vocational Training Law dated November 29, 2006;
Pursuant to Decree No. 186/2007/ND-CP dated December 25, 2007 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids and Social Affairs.
Pursuant to Decision No. 27/2003/QD-TTg dated February 19, 2003 of the Prime Minister on the regulations for appointment, reappointment, rotation, resignation, and removal of leaders.

Article 1. Attached herewith is the Model Charter for Vocational College.
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette and shall supersede Decision No. 02/2007/QD-BLDTBXH dated January 4, 2007 of the Minister of Labor, Invalids and Social Affairs on the Charter of Vocational College.
Article 3. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Heads of central agencies of political-social organizations with vocational colleges; Chairpersons of provincial and centrally-administered city People's Committees; Directors of provincial and centrally-administered city Departments of Labor, Invalids and Social Affairs, Director of the Ministry's Office, General Directors of the Vocational Training General Department, Principals of vocational colleges, Heads of related agencies and units are responsible for implementing this Decision./.
