Article 1. ANNEXED hereto are the "Economic and Technical Norms for Flood Investigation Work".

Article 2. This Circular takes effect from February 15, 2014.

Article 3. The Minister, Heads of Ministries at the level of ministerial departments, agencies under the Government, People's Committees of provinces and centrally governed cities, Heads of units under the Ministry, Directors of Provincial Departments of Natural Resources and Environment, centrally governed cities, and organizations and individuals concerned shall be responsible for implementing this Circular.

ANY DIFFICULTIES ENCOUNTERED DURING IMPLEMENTATION SHOULD BE REPORTED TO THE MINISTRY OF NATURAL RESOURCES AND ENVIRONMENT FOR TIMELY REVIEW AND RESOLUTION./.
