Circular No. 51/2014/TT-BCT Issuing National Technical Regulations on equipment, accessories, and means used in blending, storage, and transportation of ethanol fuel, E10 biofuel at oil depots.

CIRCULAR

ISSUING TECHNICAL REGULATIONS ON EQUIPMENT, AUXILIARY DEVICES AND MEANS USED IN BLENDING, STORAGE AND TRANSPORTATION OF ETHANOL FUEL AND E10 BIOFUEL AT PETROLEUM WAREHOUSES 

Pursuant to Decree No. 95/2012/NĐ-CP dated November 12, 2012, of the Government, detailing the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions

Pursuant to Decision No. 53/2012/QĐ-TTg dated November 22, 2012 of the Prime Minister on the roadmap for applying the blending ratio of biofuel with traditional fuel;

At the proposal of the Director of the Science and Technology Department,

The Minister of Industry and Trade hereby issues Technical Regulations on equipment, auxiliary devices and means used in blending, storage and transportation of ethanol fuel and E10 biofuel at petroleum warehouses.

Article 1. These Technical Regulations are promulgated together with this Circular. Designation: QCVN 03 : 2014/BCT.

Article 2. This Circular shall take effect from January 28, 2015.

1. This Circular replaces Circular No. 48/2012/TT-BCT dated December 28, 2012 of the Minister of Industry and Trade issuing Technical Regulations on equipment, auxiliary devices and means used in blending, storage and transportation of ethanol and biofuels (E5, E10) at petroleum warehouses.

2. Abolish the provisions on equipment, auxiliary devices and means for E5 gasoline stipulated in Circular No. 48/2012/TT-BCT dated December 28, 2012 of the Minister of Industry and Trade issuing Technical Regulations on equipment, auxiliary devices and means used in blending, storage and transportation of ethanol and biofuels (E5, E10) at petroleum warehouses from the date of issuance of this Circular.

Article 3. The Heads of the Ministry’s Office, the Inspectorate, the Directors of Departments, the General Directors of Energy Administration, the Heads of Agencies under the Ministry, the Directors of Provincial Departments of Industry and Trade, the Heads of relevant agencies, organizations and individuals are responsible for implementing this Circular./.
