Regulations on economic and technical norms for drafting and adjusting national land use planning and plans

Pursuant to the Land Law dated January 18, 2024; the Law Amending and Supplementing Certain Articles of the Land Law No. 31/2024/QH15, the Housing Law No. 27/2023/QH15, the Real Estate Business Law No. 29/2023/QH15, and the Law on Credit Institutions No. 32/2024/QH15 dated June 29, 2024;

Pursuant to the Government Decree No. 102/2024/NĐ-CP dated July 30, 2024 detailing the implementation of certain provisions of the Land Law;

Pursuant to Decree No. 68/2022/NĐ-CP dated September 22, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

At the proposal of the Director of the Department of Planning and Development of Natural Resources;

The Minister of Natural Resources and Environment promulgates this Circular stipulating economic and technical norms for drafting and adjusting national land use planning and plans.

Article 1. This Circular hereby promulgates economic and technical norms for drafting and adjusting national land use planning and plans.

Article 2. This Circular takes effect from February 15, 2025.

Article 3. Ministries, ministerial-level agencies, government-affiliated agencies, units under the Ministry of Natural Resources and Environment, and related organizations and individuals are responsible for implementing this Circular.

In the course of implementation, if there are difficulties or obstacles, they are requested to report to the Ministry of Natural Resources and Environment for consideration and decision./.
